Statement of Work National Oceanic and Atmospheric Administration (NOAA)

NOAA FISHERIES

EFS Division/FEC Program

Burley Creek Electrical Supply from Secondary Generators to Entire Burley Site

1) Organization: The Northwest Fisheries Science Center (NWFSC) National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC) is a government agency charged with the mission of stewardship for living marine resources.

2) Background: The NWFSC provides safety net rearing of Snake River Sockeye Salmon listed as Endangered under the United States Endangered Species Act (ESA). The Burley Creek Hatchery has been the freshwater rearing station for these ESA-listed salmon since 2001, with the primary mission of supplying eyed eggs for use in ESA recovery actions. The current hatchery system is supplied with backup power supplied by a generator.

The current generator is undersized, supplying power to existing freshwater pumps and lighting and 120 volt receptacles in one building. The current needs of the site require that the entire facility have secondary generation capable of powering all parts of the facility including chilling systems and ozonation systems during times of power outages. In 2023 Burley Hatchery purchased and partially installed a 325kva generator system capable of producing enough secondary electricity capacity for the entire hatchery; however, the new generator currently covers the same electrical load as the old generator which does not encompass the entire site.

The new 325kva secondary generator is currently connected to limited emergency power located at building one electrical room. The existing ozone building requires connection to new generation system as well. These connections need to be made to establish secondary generation coverage to the entire facility. The site is in need of a qualified electrical company to install various electrical components, modify, complete final connections, and field test new generator in order for the Burley Hatchery site to get facility-wide secondary generation from the new generation system. The existing generation system that provides backup generation to critical electrical components will then need to be tested on new electrical hookups provided by vendor.

3) Scope of Work: The objective of this statement of work is to contract with a qualified electrical contractor to establish the electrical connections from new and old secondary generation systems to the main electrical room and install any necessary electrical components to allow the entire Burley Hatchery site to run on secondary generation during times of power outages.

4) Government-Furnished Resources: NOAA will provide electrical components specified: Automatic Transfer

Switch outdoor rated Nema 3R, Manual Transfer switch (400 amp/600v, non-fusible, 3R with auxiliary contacts), and overhead 250 mcm aluminum wire, to be installed by electrical contractor.

5) Tasks: The electrical contractor shall provide specified electrical equipment, supplies, and labor to connect the generation systems to Burley electrical room, and final electrical testing of secondary generation power to the entire facility with the following criteria:

I. Electrical contractor shall supply all backup generation (high voltage portable generator) needed during power outages involving all electrical hookups and dismantling of existing wiring. Life support systems (electrical to artesian well pumps) must be maintained for endangered species during these outages to provide water to fish rearing tanks. Short outages of no more than 40 minutes will be allowed to disconnect and hookup backup generation or services when needed.

II. Electrical contractor will install and connect new NOAA provided 400 amp non fused selector switch located at secondary generation building to enable operation of one of two generators (new 325kva and existing Onan) at any given time.

III. Contractor will install NOAA provided 250 mcm aluminum wire overhead from electrical mast at current generator building to building one transformer.

IV. Electrical contractor will connect current 240 volt ozone building to existing automatic transfer switch at first pole outside of secondary generation building. This will supply power backup power to ozone building and all surrounding components associated with ozone generation system. Properly sized copper wire will be used for this connection and supplied by electrical contractor.

V. Electrical contractor will install contractor purchased and supplied 200 amp fused disconnect with fuses on existing service pole where existing automatic transfer switch is located. Contractor will intercept riser conduit at pole ATS and feed this ATS through contractor supplied disconnect.

VI. Install new supplied automatic transfer switch provided, 400 amp/600volt, nema 3R rated fused service disconnect and all appropriate copper wire size necessary to building one electrical building.

VII. Electrical contractor can use existing automatic transfer switch enclosure for junction between electrical room and new automatic transfer switch outdoors. Contractor will dismantle all electrical wiring and terminals not needed in existing automatic transfer switch box and rerouting wiring through this ATS to new automatic transfer switch which will be located outside of electrical room where electrical vendor has installed new ATS (Automatic Transfer Switch).

VIII. Electrical contractor will make electrical connections with either new wire/conduit or existing wire/conduit from 208 volt circuit panels 2 and 3 within electrical room to dismantled ATS enclosure, then to new automatic transfer switch installed just outside electrical room, bldg. 1.

IX. Tie in all site equipment to the new automatic transfer switch to provide backup power to entire site.

X. Purchase and add 2 new 200 amp fused outdoor disconnects with fuses at site where new automatic transfer switch is installed. Disconnect site location will be dependent on where the new automatic transfer switch is going to be located. Electrical contractor will make decision for location of 200 amp fused disconnects.

XI. All locations with electrical wiring, with the exception of overhead wiring across electrical poles, will be copper wire and supplied by vendor.

XII. Finally, test the completed electrical system to ensure that backup electricity is provided to all buildings and pumps at the Burley Creek Hatchery when the 325kva generator is operating and transfer and test existing secondary generator during a simulated power outage.

6) Place of Performance: Northwest Fisheries Science Center’s Burley Creek Hatchery located at 11421 Bethel-

Burley Road, Port Orchard, Washington 98367. (NOTE: Burley Creek Hatchery is a satellite location associated with the Manchester Research Station, but is located approximately 18 miles from the Manchester Research Station.)

7) Period of Performance: Date of award plus 90 days.

8) Warranty: Provide at least a one year warranty on all newly installed components (excluding generators).

9) Delivery: Any deliveries will be shipped to the location designated in Section 6. NOAA will provide a site for equipment and storage if necessary.

10) Work Hours: Delivery must be coordinated with Points of Contact in Section 12 and be made during normal business hours, 7:30 a.m. to 4:00 p.m., Monday through Friday, excluding federal holidays.

52.212-2 Evaluation- Commercial Products and Commercial Services (Nov 2021)

Offers will be evaluated based on price and the factors set forth in paragraph (a). The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The evaluation will consider the Non-Price Technical Solution (Technical Approach and Past Performance) to be significantly more important than price. However, as quotes are determined to be more equal in the non-price evaluation factor, price becomes more important and may become the determining factor for award. If, at any stage of the evaluation, all offerors are determined to have submitted equal, or virtually equal, Non-Price Technical Solutions, price could become the factor in determining which offeror will receive the award.

The Government intends to evaluate the quotes and award a purchase order based on the Offeror’s initial quote; therefore, the Offeror’s initial quote should contain the Offeror’s best terms from a Non- Price Technical Solution and price standpoint.

The Government reserves the right not to award a purchase order depending on the quality of the quote(s) submitted and the availability of funds. Furthermore, the Government may waive informalities and minor irregularities or omissions in quotes received.

The Government may make award to other than the lowest-priced Offeror or the Offeror with the highest technical rating if the Contracting Officer determines that to do so would result in the best value to the Government. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability.

Paragraph (a) is hereby completed as follows: Evaluation factors are listed in order of importance and all factors are more important than price.

1. Technical Approach and Capability.

The offeror’s overall technical approach will be evaluated to assess the Government's level of confidence in the offeror’s understanding of, approach to, and ability to successfully perform the requirements as described in the Statement of Work. Provide a detailed description of the company’s experience performing similar services. A detailed technical approach write-up describing how the offeror will perform this service is required to be submitted with the quote regardless of whether a site visit was made or not. The technical approach write-up must not be a reiteration of the Statement of Work but how your company plans on performing the tasks listed in the attached Statement of Work.

i.e. performance checklists, anticipated number of janitors, anticipated hours at the facility and/or confirmation of supplies being provided, etc. Offerors must submit the following documentation with proposals: electrical bid including electrical layout, a list of equipment/components required excluding equipment provided by federal facility, timeline of electrical labor from startup to finish and any needed rental equipment for operations. Field connections, electrical wiring diagrams, and all required electrical data must be provided. Offerors must be licensed electricians and must provide proof of licensure.

2. Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of offeror performance, other government agencies or commercial entities, or past performance databases, and will be based on responsiveness, quality, and customer services. Quote shall include at least two references for similar services including the phone number, full address, and e-mail address.

Offerors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance.

3. Offeror must have knowledge and experience establishing electrical connections from new and old secondary generation systems to main electrical rooms.

4. Price

The Government will evaluate the price quote for completeness and reasonableness in relation to the RFQ requirements. Quoted prices must be entirely compatible with the Non-Price Technical Solution.

The Government intends to award a trade-off, single, firm fixed-price purchase order on an all or some basis with payment terms of Net 30.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

CAM 1352.215-72 INQUIRIES (APR 2010)

OFFERORS MUST SUBMIT ALL QUESTIONS CONCERNING THIS SOLICITATION IN WRITING VIA EMAIL TO

MICHELLE.WALTON@NOAA.GOV. QUESTIONS SHOULD BE RECEIVED NO LATER THAN 12:00 P.M.
