About this file

This document contains questions and answers regarding Solicitation Number 1305M223QNWWG0189 for Precipitation Accumulators issued by the Department of Commerce National Oceanic and Atmospheric Administration. The solicitation seeks quotes for precipitation accumulators that can automatically discriminate individual contributions from different frozen precipitation types during mixed precipitation. Quotes may include multiple options for consideration but will be evaluated separately. A one-week extension to the original due date is granted, with no further extensions allowed due to fiscal year end timelines. Heaters are not expressly required but the accumulators must meet specifications for measuring all precipitation types.

Question/Answer #QuestionAnswer
1Can we submit a quote exactly matching the specs and a second quote with our recommendationsYes, multiple quotes are acceptable. However, they will be evaluated seperately.
2Does unrestricted set-aside allow for large business/other than large to compete?Yes, this is considered a full and open competition
3Is a heater required? Please refer to [PA-5] automated capability within the specification document; “to discriminate the individual LWE contribution of different frozen precipitation types during mixed precipitation; The PA must be capable of measuring all precipitation types.” NOAA/NWS are not directing a specific methodology as to whether or not a ring heater or heater in general is needed to meet this requirement but the precipitation accumulator must meet PA-5 requirements.
4Please may you grant an extension to the due date?Yes, a one week extension to the due date of quotes will be given. No further extensions shall be granted due to the nature of the government end of fiscal year being 30 September.
