About this file
This statement of need outlines requirements for phase matched radio frequency cable sets for the National Oceanic and Atmospheric Administration's National Weather Radio program. The Department of Commerce's NOAA Acquisition and Grants office requires 30 sets of four cables each, with each cable nominally 11 feet in length and terminated with Type-N male connectors on both ends. The cables must be phase matched to within 0.7 degrees of each other at 162.5 MHz and heat shrink wrapped at the connectors. Acceptable cable options meeting technical specifications are identified. All cable sets must be delivered within 120 days of contract award under solicitation number 1305M223QNWWG0160 to the National Logistics Support Center in Grandview, Missouri.

STATEMENT OF NEED
SET OF 4 PHASE MATCHED RF CABLE SET FOR
NOAA WEATHER RADIO
FOR
DEPARTMENT OF COMMERCE
NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
1. Introduction/ Background The NOAA Weather Radio (NWR) program uses phase matched RF cable sets, as a portion of it’s broadcast antenna assemblies.
This Statement of Need defines the requirements for additional quantities of those matched cable sets .
2. Scope of Work The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), NOAA Acquisition and Grants office, and W/DISS Division has a requirement to purchase sets of 4, phase matched RF cable sets, as part of the NWR broadcast antenna assemblies.
3. Product Requirements
NWS ASN(B369-A3-Zerodeg) Zero degree phasing harnesses
1. Each matched cable set item consists of a set of Four (4) ½”, 50 ohm foam core coaxial Radio Frequency (RF) cables. RF Coaxial cable must meet the following requirements:
· Coaxial cable shall have a nominal outer diameter of 0.5 inches, and the outermost jacket of the cable shall be black in color.
· The outer shield conductor of the cable shall be corrugated copper
· The inner cable conductor shall be copper clad aluminum wire
· The coaxial cable dielectric material between the two conductors shall be Foam/Cellular Polyethylene (PE).
· Coaxial cable shall have a minimum bend radius of 1.25 inches for repeated cable bending.
· Maximum RF loss for the coaxial cable shall be 1.35 dB per 100 feet at 162.5 MHz.
· Coaxial cable shall have a nominal impedance of 50 ohm ±1 ohm
· Coaxial cable shall be able to support a maximum sustained, continuous wave Radio Frequency power of 1500 Watts at 162.500 MHz.
Commscope FSJ4-50B and Draka RFF 1/2”-50 are examples of commercial cable that meets these requirements, but any manufacturers coaxial cable that meets the above technical requirements is acceptable. However, the vendor shall specify the exact manufacturer and part number of coaxial cable they plan to use in meeting this requirement as a part of their proposal/bid.
2. Each cable in the set of four (4) shall be nominally 11 feet long and terminated with Type-N Male connectors on either end. The cable shall be heat shrinked at each connector end with dual wall/ adhesive lined tubing for weather sealing purposes, as cabling is used in an unsheltered, outdoor environment.
3. Each set of four (4) cables shall be swept with a network analyzer and verified to be phased matched to within 0.7 degrees of each other (1/8 of an inch in length), at a frequency of 162.500 MHz.
4. Each matched set of four (4) cables shall be packaged together as a set, and the set externally labeled as NWS Part number B369-Z3-Zerodeg.
Quantity 30 of these set of 4 matched cable sets are required for this acquisition.
4. Delivery Schedule All power dividers shall be delivered no later than 120 days after contract award. Partial shipments/deliveries of cables are acceptable and encouraged.
