Amendment 0002
The Purpose of this Amendment of Solicitation 1305M219QNMAN0145 is to:
1) Extend the time. The new hour and date for closing shall be 3:00pm EST on May 22, 2019.
2) Respond to inquiries in the below Question & Answer Section.
Question & Answer
Question:
What are the Brand(s) & Model Numbers for the Governors and Voltage Regulators for the existing generators (main & emergency)?
Government Response:
o Voltage regulator: Marathon Electric, DVR 2000E+ o Governor: The governors appear to be integral to the generator set and we were not able to confirm make/model.
QUESTIONS:
On your reference drawings it shows a large assortment of Gauges on the Ships service switchboard. Below are some questions on those:
Question: It shows 4-Ammeters (1-Shore Power & 3-Generator) it calls for the buss to be rated for 2000Amps, what scale would you like for the gauges?
Government Response: Gauges for the generators should be rated from 0-600 amps. If the gauges for shore power are going to be individual, they should be 0-600 amps. If they are going to be combined reading, they should be 0-2000.
Question: It shows 14-Voltmeters, what scale are you looking for on these 0-600VAC for all or do you want some to be 0-150VAC?
Government Response: All volt meters should be 0-600 VAC
Question: It shows 4-KW meters similar to the Ammeter layout, what scale would you like these to be?
Government Response: The kW meters should be 0-600 scale for the main generators and 0- 100 for the emergency. Please note, there should be kW meters for the heater panels as well.
Question: Also this drawing shows many (28) Instrumentation selector switches, could you please give an idea to what these switches are selecting (L1-L2, L2-L3, L3-L1 or Gen1 to Gen2 you get the point) Depending how many things you are selecting between can greatly change the price of these switches.

Amendment 0002
Government Response: The drawing provided with the procurement specification is a gross interpretation of the switchboard and does not represent the as-built configuration. Bidders should refer to the specification and Regulatory Bodies regarding switching requirements. The designers indicate there is sufficient information in the procurement specification and Regulatory requirements.
QUESTIONS:
On your reference drawing for the Emergency board, it shows a 24vdc section. Below are some questions on this:
Question: What is the battery capacity required (amps for Minutes/Hours)?
Government Response: We currently have two brand new LifeLine GPL-8DL that we use for backup. They are 2-12volt batteries wire in series for 24 volts. They are housed in the battery locker outside and are fed by the charger in the emergency generator room. These batteries will be sufficient for our needs. NOAA’s desire is to stay with these same batteries.
Question: Is there a specific battery type you are requesting?
Government Response: Same answer as above.
Question: What are the charging requirements for the charger?
Government Response: The charger is a Newmar PT-24-40
Question: For both switchboards is 120VAC or 24VDC the preferred control voltage?
Government Response: 24 VDC is the preferred control voltage.
Question: What is the clear opening dimension on the door frame leading to engineering control room? What is the clear opening dimension of the ladder well going down to engineering control room?
Government Response:
o Engine Room door to Control Room: 76.5” x 27” o Mess door to Engine Room: 69” x 30” (note clear opening is immediately followed by a
90 degree turn) o Passageway door to Control Room: 75” x 30” (Note, immediate 90 degree turn) o Ladder well to Engine Room 38” x 27” (assumes ladder removed and dropped vertically) o Ladder well to Control Room from Passage: 60” x 28” (assumes ladder removed and dropped vertically) o Please note, for this shipyard availability a generator will be installed which will be dropped through the Fiddley into the Engine Room. This would likely be the most straight forward installation route for the switchboard. The limiting dimension would be the “Engine Room Door to Control Room”
