1352.213-70 Evaluation utilizing simplified acquisition procedures.

The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The following factors will be used to evaluate quotations:

(1) Technical Approach and Capability. The offeror's approach to performing contract requirements and its capability to successfully perform the contract will be evaluated.

The contractor shall provide the following:

(a) The capability to provide quarterly on site visits by a staff member of the prime contractor who has the authority to address contractual and performance issues. The name, title, telephone number, and e-mail of this individual shall be provided with the quote.

(b) Documentation in sufficient detail to show an understanding of the work to be performed and the contractor’s plan/methodology to perform the work in accordance with all the requirements and technical specifications described in the Statement of Work. The documentation shall not merely offer to perform work in accordance with the Statement of Work but shall outline the actual methods proposed as specifically as possible. All requirements and specifications described in the Statement of Work are mandatory.

(c) The capability, communication plan, and staffing plan to ensure service will be performed in accordance with the Statement of Work without interruption if the regularly scheduled employee fails to show due illness, injury, vacation, no show, etc.

(d) Contractors shall provide a statement that they acknowledge clause 1330-52.222-70, NOAA Sexual Assault and Sexual Harassment Prevention and Response Policy and agree to provide documentation of training (http://www.ago.noaa.gov/quicklinks/ harassment_training.html) completion for all on-site employees to the Contracting Officer within ten (10) business days of the start date.

(2) Past Performance. The offeror's past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.

The contractor shall provide a list of at least two but no more than three contacts, including phone numbers, of past performance references that you have successfully accomplished services similar to size and scope of those listed in the statement of work.

(3) Price. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
