About this file

This document is an amendment to a solicitation for optimization services for NOAA's M-Pages software. The amendment extends the quote due date to July 31, 2023 at 6:00pm, changes the solicitation number and period of performance to eight months from date of award. It provides answers to eleven questions about the effort, clarifying that the work will be performed on the contractor's systems without requiring on-site access. The services include C++ programming, efficient implementation of matrix libraries, GNSS data processing for positioning, code profiling, matrix manipulation, and least squares solutions. Documentation and software access will be provided to the awardee. The primary place of performance is the contractor's site, and no travel is required.

QUESTIONS AND ANSWERS

1. Is there a known budget or not to exceed price for this work?

Answer: Not one that can be published.

2. Is this a follow-on or new requirement? If follow-on, please provide incumbent award information.

Answer: This is a new requirement – it is to provide optimization support for a NOAA developed M-Pages program – Once the contract is awarded latest version of the M-Pages software will be shared with the awarded contractor.

3. Are there preferred or desired commercial products, third party tools or off-the-shelf-solutions for carrying out this effort or is this 100% labor based?

Answer: No preferred or desired commercial products – we are open to suggestions of commercial products that follow the NOAA IT security framework.

4. Are there required and/or desired key personnel roles and labor categories to carry out the tasks in the PWS?

Answer: This is a one-time effort to support internal FTE efforts - NOAA is not stipulating key personnel or labor categories – Contractor’s quote must meet the requirements of the solicitation and specifically address the below in their technical submission. How the contractor demonstrates their expertise is left up to the contractor.

Technical proposal must demonstrate the following areas of expertise:

· C++ programming

· Efficient implementation of the Eigen C++ library

· Processing of GNSS pseudorange and phase observations for high-precision positioning

· Code profiling

· Efficient manipulation of large matrices (inversion, transpose, sparse matrices, Cholesky decomposition)

· Construction and solving of large sets of normal equations

· Least squares solutions with constraints

5. The PWS mentions that M-Pages documentation will be provided by NGS. Would NOAA be able to provide any initial documentation to offers to assist in the development of the technical proposal?

Answer: Yes, we are able to share our documentation. It is available via GitHub and we provide access per request.

6. Are there any specific formatting and/or page length requirements for the technical proposal?

Answer: No prescribed format – No more than 5 Pages in Length.

7. What are the desired contents and formatting for the price proposal?

Answer: No required format. A copy of the schedule was provided. And Per question 12 the schedule is corrected to reflect an 8 month period of performance instead of 1 year.

8. How is the M-Pages software currently hosted? Will the contractor need any special access to the software in order to perform the PWS tasks, particularly task b for executing performance improvements? If the software is hosted on-prem, would physical access be required to access the system?

Answer: Similar to the M-PAGES documentation, the software itself is also hosted GitHub and we provide access per request. We are not looking for the contractor to access our system, but rather provide the code lines based on development that is conducted on the contractor’s IT infrastructure. (Please note: we update the M-PAGES on a regular basis, once the contract is awarded, NGS will provide latest version of the M-PAGES software will be shared with contractor. )

9. The current proposal submission deadline is on a Saturday. Would NOAA consider a submission deadline extension to 7/31 at the earliest? This would also allow offerors more time to factor the Q&A responses into responses.

Answer: Being Extended to July 31, 2023 at 6:00 p.m.

10. Is the primary place of performance expected to be at the contractor’s site?

Answer: As mentioned in question 8, we expect the contractor to use their IT infrastructure. As such, the contractor primary place of performance should be their offices, or wherever the contractor’s site is located.

11. Will travel be required for this effort?

Answer: No. All communication with the contractor can be done via email and Google Meet calls.

12. Schedule and Solicitation differ on the Period of Performance:

Answer: Period of Performance on the Schedule is changed from 1 Year to 8 Months. 8 Months from the Date of Award

Except as provided herein, all terms and conditions of the document referenced in item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.
