Statement of Work for KTM and DCS repair
Background The Kineto Tracking Mount (KTM) is not in a useable state until this repair is completed. The Digital Control System (DCS) is the spare unit for both KTMs #229 and #304, both mobile units.
Without this repair and upgrade, there will be no spare of this critical component. The KTM is inoperable without a DCS.
Scope The L3-Brashar Kineto Tracking Mount (KTM 229) is being upgraded to meet new and original operating specifications. The upgrade includes integrating sensors to become a true mobile optical tracking asset of the Atlantic Test Range (ATR). The upgrades will allow us to use the KTM in various remote missions and applications to support flight test support requirements.
Specifically, the KTM is being configured, to support Tomahawk events starting in June of 2020.
If the inductosyn and resolver are not replaced, the KTM will be at significant risk of failure in the field without notice.
Objectives/Tasks To repair the KTM and the DCS, to support Tomahawk event in June 2020.
Delivery Items This statement of work is broken into two Delivery Orders, which correspond to the two proposed CLINs/DOs in the contract. At award, only CLIN 1 will exercised.
CLIN 1 – KTM 229 elevation inductosyn/resolver field replacement:
- Perform on-site field replacement of the elevation inductosyn/resolver in mobile KTM 229. Pax River will provide high-bay workspace, crane, and certified personnel to assist.
- Measure and characterize optical performance parameters of the encoders to verify that accuracy remains within factory specifications after completion of replacement effort.
CLIN 2 – Mobile KTM spare DCS repair and upgrade
- Repair DCS unit by replacing faulty components/subsystems and test for operation.
- QTY 1 Install new CPU.
- Verify new CPU functionality on KTM assembly.
- Update DCS to Mobile NITRO Configuration
a. Includes self-locating GPS interface (to include antenna)
b. Includes additional LAN card
c. Includes additional Digital I/O Updates to SCC card
d. Test Mobile NITRO DCS per TP
• Period of performance/ Delivery
- All items shall be received within 60-120 days after receipt of order (ARO). We need it for the Tomahawk tests coming in June 2020.
