C. SCOPE OF WORK

FOR

PROTECTIVE SECURITY DEVICES FOR VACANT

PROPERTIES

SOLICITATION NUMBER P-005451

The Philadelphia Housing Authority has a need for a qualified Contractor to provide "Protective Security Devices" for vacant properties at various conventional and scattered sites on an as-needed basis.

I. OVERVIEW

The Philadelphia Housing Authority has a number of vacant properties comprised of single apartments within a complex, detached housing buildings and high-rise locations. These vacant properties have experienced a high rate of break-ins of intruders for vandalism, theft, unauthorized occupation or other illicit actions. PHA is taking measures to ensure that these properties are adequately secured.

Services shall be furnished on an as needed basis for a base period of two (2) years with an option to renew for three (3) additional one-year periods.

II. SCOPE OF SERVICES

Contractor shall provide services in response to a work authorization request form signed by a designated duly authorized representative of PHA.

Contractor shall respond to a work request within 48 hrs.

A. MATERIALS AND ACCESSORIES

1. Door Protective Device

(a)Provide minimum of one entrance to each unit. The entrance doorway must have a minimum clear opening ·of 20" wide by 66" high to allow access.
(b)The entrance must be lockable and keyless releasable internally. A peephole should be fitted to assist in safe exiting.
(c)The surface of the exterior protective device shall have a protective decorative finish to prevent corroding and allow graffiti removal.

2. Window Protective Device

(a) Contractor shall provide sealants to seal openings when temperature control is required by PHA, i.e., winter season.

(b) The surface of a window protective device shall have a protective decorative finish to prevent corroding and allow for graffiti removal.

3. Locks for Entrance

(a) Entrances must be secured with multi-point locking system and a high security lock with a key restricted section.

(b) Door locks shall be approved mechanical locks with a minimum of 1000 differs or with self-powered digitally code locks with minimum of 3000 differs.

B. INSTALLATION

1. Installation must comply with the manufacturer's specifications and recommendations for installation of protective devices, hardware, and other components of the work.

2. Installed equipment will remain in place for a minimum of four (4) weeks and a maximum of one (1) year. Contractor must provide reports detailing the location and length of time equipment has been in place for each installation.

C. DEMONSTRATION

Contractor must provide a factory-authorized service representative to demonstrate and train PHA personnel.

D. PERFORMANCE REQUIREMENT

1. Engage an experienced installer who has completed installation of work similar in material, design, and extent to that indicated for this Project and who is acceptable to the manufacturer.

2. All proposed security devices and component parts must be quality controlled through a system of inspection procedures, maintenance programs and on-site quality management monitoring

3.All installed devices must not cause damage to the structure of the building.
4.The fixing method of the equipment to the building shall not hinder the ongoing maintenance or refurbishing work and shall not cause significant damage.

E. EQUIPMENT REMOVAL

1. Contractor will remove equipment upon request with a PHA Work Authorization.

2. At contract completion or termination, all equipment will be removed from PHA properties in conjunction with PHA issued schedule of removal.

F. PRODUCT SUBMITTALS

1. Submit the following in accordance with specifications:

(a) Product data for each type of device assembly specified, including details of construction relative to materials, individual components, profiles, and fire protection ratings.

(b) Shop drawing(s) showing fabrication and installation of devices and components, including details of each device type, elevations of device assembly, anchorage and accessory items.

(c) Samples, 3-inch (75cm) by 5-inch (125-mm) minimum size, of each panel face material showing factory-finished color and texture.

(d) Documentation of installed devices at other locations.

G. INVOICE PREPARATION

1. Billing and Payment

(a) The Contractor shall submit billings in the form of itemized invoices to PHA on a monthly basis.

(b) A separate invoice shall be submitted for each location.

(c) Each itemized invoice shall contain the following details:

· Contract Number

· Invoice number

· Order date

· Billing date

· Billing period covered

· Description of item(s) and/or services included unit cost and monthly cost

· Code number as assigned by PHA

(d) A monthly invoice summary sheet shall accompany the itemized invoices. The summary sheet shall be organized and subtotaled by the code number. The summary sheet must include:

· Address

· Invoice number

· Date installed

· Billing period

· Materials/services supplied

· Cost per line item

III. PROPOSAL SUBMISSION AND REQUIREMENTS

A. Offers and modifications thereof shall be submitted electronically via Bonfire (https://pha.bonfirehub.com/portal/?tab=openOpportunities).

B. Proposal Contents and Format: Each proposal must include sufficient information to all allow PHA to verify all of the Offeror’s claims of meeting the RFP requirements. All Offerors shall submit the information in the following order:

1. Cover Letter: A maximum one-page cover letter must be included. This page must include:

· Name of Firm

· Organizational structure of the firm (e.g. corporation, partnership, etc.)

· Address, telephone number and facsimile number of the firm’s office

· Name, telephone number and facsimile number of the firm’s representative who is designated as primary liaison to this solicitation

· Name, telephone number, facsimile number and e-mail address of the representative who is authorized to bind the firm in contract.

2. Statement of Qualifications: This section of the proposal should establish the ability of the Offeror to satisfactorily provide the required work by demonstrating competence in the performance of the services to be provided and a record of satisfactory performance on similar projects.

(a) Profile: Provide a narrative description of your capability, capacity and relevant experience working on projects similar to this work, the location of the office or facility from which the required services will be administered and the number of years providing said services. Submit the resumes and/or qualifications of all members of your firm who will be working on this project.

(b) Work Plan: Provide detail information on your methodology in meeting the requirements identified in the scope of services. The information should include your inspection procedures, maintenance programs and on site quality management monitoring.

(c) References: Submit a minimum of three (3) references for which your firm has successfully provided services similar in nature, size and scope to the requested services. The references must relate to work completed within the last two (2) years. References must include the following information:

· Company's name, address, telephone number and email address

· Contact person's name and title

· Performance dates.

3. Additional Data & Attachments: Material and data not specifically requested for evaluation, but which the Proposer wishes to submit may be included, but only in the "Additional Data" section.

4. Proposal Form (Section H): Cost proposal shall be submitted on the forms provided in Section H. Rates shall be inclusive of all costs, i.e., overhead, profit, transportation, reimbursable, indirect costs, supervisor's time and all other costs associated with performing this effort.

5. Certifications and Representations of Offerors: Submit Section I of this solicitation package.

6. Affirmative Action Plan (Section J): Include a narrative describing how the company intends to meet Affirmative Action goals for this effort. If applicable, Offerors must fill out pages J-24 and J-26 and indicate "N/A" on pages not applicable.

7. Section Three (Section K): Include a narrative describing how the company intends to meet the Section Three goals for this effort. If applicable, Offerors must fill out pages K-35 and K-42 and indicate 'N/A" on pages not applicable.
