Construction Specification 420 – Site Preparation
1. Scope The work shall consist of the excavation and/or earthfill placement required by the drawings and specifications.
2. Classification Site preparation will be classified in accordance with the following definitions.
Class A Site Preparation. Site preparation requiring a combined volume not more than 200 cubic yards of required excavations and/or earthfill placement.
Class B Site Preparation. Site preparation requiring a combined volume of 201 to 400 cubic yards of required excavations and/or earthfill placement.
Class C Site Preparation. Site preparation requiring a combined volume of 401 to 600 cubic yards of required excavations and/or earthfill placement.
Class D Site Preparation. Site preparation requiring a combined volume of 601 to 900 cubic yards of required excavations and/or earthfill placement.
Class E Site Preparation. Site preparation requiring a combined volume of 901 to 1200 cubic yards of required excavations and/or earthfill placement.
Class F Site Preparation. Site preparation requiring a combined volume of 1201 to 1500 cubic yards of required excavations and/or earthfill placement.
Class G Site Preparation. Site preparation requiring a combined volume of 1501 to 2000 cubic yards of required excavations and/or earthfill placement.
3. Excavation Excavations required to prepare the site shall be done in accordance with the requirements of Construction Specification 21 – Excavation. All excavations shall be unclassified excavations. The depths of excavations as shown on the construction drawings are approximate. The actual depth and extent of excavations will be determined after examination of materials encountered.
Suitable materials resulting from required excavations shall be used for the required earthfills and backfills. Any materials not utilized in the required fills shall be disposed of in the waste area. These materials shall be approved on site prior to placement.
In Construction Specification 21 – Excavation, the following shall apply:
Section 4, Use of excavated materials – Method 1 – There is no guarantee that materials obtained from the specified excavations may be used directly in specified fill areas. Stockpiling of selected materials to insure their availability for use in specific zones of the fill areas may be required.
Additional compensation will not be made for stockpiling of excavated materials. Cost for stockpiling of excavated materials shall be included in the compensation for the bid items for Site Preparation.
Section 5, Disposal of waste materials – Method 2 – The disposal of the excavated materials shall include transporting, depositing, and spreading the materials to and on the designated fill or waste areas. The surfaces of waste areas shall be dressed to be reasonably smooth and to be free of mounds, dips, windrows, or depressions which would prevent the safe operation of ordinary farm equipment thereon and the finished surface of waste areas will not be made. Cost for disposal of excavated materials and dressing of the surfaces of waste areas will be included in the compensation for the bid items for Site Preparation.

4. Earthfills Earthfills required to prepare the site and during construction shall be placed in accordance with the requirements of Construction Specification 23 - Earthfill. All compaction shall be Class C in accordance with Section 6 of Construction Specification 23 - Earthfill. Compaction shall be accomplished by two (2) passes of the hauling equipment or an approved equivalent method. The in place moisture content of the earthfill material shall range from 12% to 18% by weight as determined by NRCS personnel using the feel method, or other appropriate methods. The moisture content of the backfill materials when placed shall be adjusted as necessary to meet the requirements. Earthfill lifts shall not be greater than 9” thick prior to compaction and the maximum allowable particle size shall be 6”.
Earth backfill lifts adjacent to pipes shall not be more than 6” thick prior to compaction, and the maximum particle size shall be 3”.
5. Measurement and payment The number of each class of site preparation will be counted. Payment for each class of site preparation shall be made at the contract lump sum price for that class of site preparation. Such payment will constitute full compensation for all labor, equipment, materials and all other items necessary and incidental to the completion of the work.
Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and items to which they are made subsidiary are identified in Section 6 of this specification.

6. Items of Work and Construction Details The class of site preparation is based on quantities derived from preliminary survey data. Variations in these quantities may be possible when the work is actually performed. However, modification to the contract will not be made for work performed in excess of these estimated quantities except under the following conditions:
a. The variation must exceed 10% more than the maximum quantity established for the class of site preparation and have a minimum contract value for the additional work in excess of $1,000.00. (The contract value is to be determined by dividing the lump sum amount in the bid schedule by the applicable maximum yardage for the class of site preparation shown for the contract item in the table of quantities.) If the variation exceeds 10% and $1,000.00, the class of site preparation will be adjusted and paid for at the rate for the adjusted class.
b. It is the Contractor’s responsibility to submit proof that the estimated site preparation class in question exceeds the percentage and cost parameters in item (a) above. Proof will consist of applicable survey data or other measurements made by a qualified surveyor in accordance with recognized professional practice and the contract specifications.
c. The survey data or other measurements as applicable shall be presented to the NRCS prior to any work on the contract item for which the quantity is questioned. Three (3) working days shall be provided to the NRCS to verify data prior to the beginning of work for this contract item.
d. A final survey or other measurements as applicable shall be made and presented to the NRCS after the work is completed which will allow measurement for the quantity in question. If this survey data indicates justification for a contract modification within the parameters of item (a) above, it will be made in accordance with the changes clause contained in the contract.
Site Preparation shall include the removal of existing culverts, headwalls, concrete, and concrete riprap as shown on the drawings or marked in the field. Site preparation also includes any salvaging and placement of existing rock or concrete rubble as shown on the drawings or staked in the field. Site preparation includes the installation of county furnished culverts as shown on the drawings.
SECTION 6, Construction Specification 23, Earthfill; Any damage to the existing or installed structures as a result of compaction activities shall be repaired or replaced by contractor at contractor’s time and expense.
Road surfacing material (gravel, asphalt, and oil sand) shall be stockpiled separate from other excavated materials. Stockpiled road surfacing material shall be placed after all other earthfill and earth backfill has been placed, including any additional fill materials if provided by the county.
The stockpiled road surface materials shall be placed as a final surface.
The items of work subsidiary to Site Preparation are
a. Clearing as specified in Construction Specification 1.
b. Removal of Water as specified in Construction Specification 11.
c. Excavation as specified in Construction Specification 21.
d. Earthfill as specified in Construction Specification 23.
e. Construction Surveys as specified in Construction Specification 7.
f. Contractor Quality Control as specified in Construction Specification 94.

Construction Specification 432 – Sand-Cement Bag Riprap
1. Scope The work shall consist of furnishing and installing the sand-cement bag riprap on fill slopes, cut slopes, stream banks, culvert entrances, and outlets or at other locations as designated on the drawings.
2. Materials Bags of sand-cement bag riprap shall be of cotton, burlap, or fiber reinforced paper capable of containing the aggregate-cement mixture without leakage during handling and placement. Bags previously used for other materials that will adversely affect the mixture shall not be used.
Capacity shall be not less than 0.75 cubic feet nor more than two cubic feet.
Aggregate for sand-cement bag riprap shall be a mixture of sands and gravels composed of hard, durable particles, free from injurious amounts of organic impurities. Mixture shall be well graded from the 3/4-inch size to the No. 200 sieve with not more than 7 percent by weight passing the No. 200 sieve.
Cement for sand-cement bag riprap shall be Type I or II Portland Cement. Cement which has been damaged, or which is partially set, lumpy, caked, or with foreign matter shall not be used.
Dowels used to connect adjoining courses shall be No. 3 rebars (3/8-inch) unless otherwise specified in SECTION 7 and shall be set 1-inch below exposed surfaces of the bags. Special anchors as needed shall be as specified in SECTION 7 or as designated on the drawings.
3. Aggregate-cement mix Aggregate and cement shall be mixed at the maximum ratio of 5 parts aggregate to 1 part cement by weight, and shall obtain a minimum compressive strength of 500 psi in 7 days. The amount of water used shall be just enough for proper cement hydration.
4. Subgrade preparation The subgrade surfaces on which the sand-cement bag riprap is to be placed shall be cut or filled to the lines and grades shown on the drawings or as approved. Vegetation, surface irregularities, and loose material shall be removed. When fill to subgrade is required, it shall consist of approved materials.
Compaction of fill material shall be as specified in Construction Specification 420, Section 4, or as designed on the drawings.
Sand-cement bag riprap shall not be placed until the subgrade preparation is completed and the surfaces have been inspected and approved.
5. Placement The bags for sand-cement bag riprap shall be uniformly filled to the maximum capacity that will permit satisfactory closure of bags. Closure shall be by typing, sewing, or by other approved method that prevents leakage. The use of pre-mixed and closed bags may be used subject to approval. The bagged riprap shall be hand placed with the closed ends facing the same direction, with close, broken joints. Bags placed in course above preceding course shall be offset from the lower course to form a 0.5:1 (H:V) slope unless otherwise specified on the construction drawings.

After placement, the bag shall be rammed or packed against adjacent bags to form a consolidated mass and to produce the required thickness as specified in SECTION 7.
Concrete for sand-cement bag riprap shall not be mixed nor placed when the daily minimum atmospheric temperature is less than 40F unless facilities are provided to prevent the concrete from freezing. The use of accelerators or antifreeze compounds will not be allowed.
In hot weather the Contractor shall apply effective means to maintain the temperature of the concrete for sand-cement bag riprap below 90F during mixing, conveying and placing.
6. Measurement and payment METHOD 1 – For items of work for which specific unit prices are established in the contract, the quantity of sand-cement bag riprap installed within the specified limits shall be measured to the nearest square foot. Area computed shall be the slope length as measured from the tip of placement to the lower limits of placement times the distance. Deduction in area will not be made for any void or embedded item that is less than five square feet. Payment for sand-cement bag riprap will be made at the contract unit price and includes the bags, aggregates, portland cement, dowels, and special anchors. Such payment will be considered full compensation for all labor, materials, equipment, and all other items necessary and incidental to the completion of the work.
METHOD 2 – For items of work for which specific lump sum prices are established in the contract, the quantity of sand-cement bag riprap will not be measured for payment. Payment for sand-cement bag riprap will be made at the contract lump sum price and shall constitute full compensation for all labor, materials, equipment, and all other items necessary and incidental to the completion of the work.
ALL METHODS – The following provisions apply to all methods of measurement and payment.
Compensation for any item of work described in the contract but not listed in the bid schedule will be included in the payment for the item of work to which it is made subsidiary. Such items and the items to which they are made subsidiary are identified in SECTION 7 of this specification.

7. Items of Work and Construction Details Items of work to be performed in conformance with this specification and the construction details therefore are:
a. Bid Items 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26 – Sand Cement Bag Wall
b. This item shall consist of furnishing and installation of the sand cement bags for the bag walls including all rebar and other hardware necessary for the completion of the sand cement bag wall as specified and shown on the construction drawings for Sites 1-01, 1-02, 1-04, 1-05, 1-06, 1-11, 2-04, 2-05, 3-02, 3-04, 3-05, 4-01, 4-02, 4-05.
c. The bag thickness shall be approximately 4-5 inches. Pre-fabricated and filled bags will normally weight approximately 80 lbs.
d. The bags shall be sprayed with water every 20 inches in height. After completion of the Sand Cement Bag Riprap, the bags shall be continued to be sprayed with water for four consecutive days maintaining a moist surface for the bags to set properly. Creek water, or water found on site from ponding or runoff, shall not be used to hydrate the bags.
e. The water supply shall be composed at minimum of a 250-gallon water tank with a pump capable of applying 20 gpm using a 1” to 2” hose/nozzle combination from the pump.
There shall be no separate compensation for the pumping system or water required.
f. For earthfill compaction requirements behind the walls, refer to Construction Specification 420, Section 4.
g. Concrete bags are limited to commercially available premixed cement bags specified by the manufacturer for erosion control. Bags shall consist of biodegradable “scrim” material.
h. Dowels used to anchor the foundation course shall be No. 4 rebars (1/2-inch).
i. Special anchoring in the event of encountering hard rock prior to achieving desired cutoff depth shall be required.
(a) This anchoring shall consist of embedding the specified rebar 12” into the rock either by driving or in predrilled holes.
(b) Grout of the same materials as within the bags shall be used to fix the rebar into any predrilled holes utilized.
j. In Section 6, Measurement and payment, Method 1 shall apply.
k. As appropriate, a portion of each of the following items of work is subsidiary to this bid item:
(a) Pollution Control as specified in Construction Specification 5.
(b) Construction Surveys as specified in Construction Specification 7.
(c) Contractor Quality Control as specified in Construction Specification 94.
(d) Geotextile as specified in Construction Specification 95.
