Q4: Is there a specific software required when the awarded contractor sends the ghant chart/work schedule?

A4: Section 52.236-15 of the solicitation, Schedules for Construction Contracts, describes the requirements for the work schedule submission. No specific software is required, but a progress chart is required. A ghant chart is preferred in pdf form.

Q5: Are material specification due in a certain amount of time after award?

A5: Material specifications are due prior to the preconstruction meeting, which usually takes place within 2 weeks after award. Other submissions, such as the various plans appointment letters, have deadlines after the award. Reference the solicitation for these (see previous section of this letter “Required Contractor Submittals”).

Q6: Are temporary roads required on any of these job sites?

A6: Temporary roads around the construction sites are not required. Traffic may be routed around or through the site on the existing right-of-way.

Q7: Is there required testing for the earthfill compaction?

A7: No. IAW Construction Spec 420 – Site Preparation, Section 4, all compaction shall be Class C in accordance with Section 6 of Construction Specification 23 – Earthfill. Compaction shall be accomplished by two (2) passes of the hauling equipment or an approved equivalent method.

The in place moisture content of the earthfill material shall range from 12% to 18% by weight as determined by NRCS personnel using the feel method, or other appropriate methods. The moisture content of the backfill materials when placed shall be adjusted as necessary to meet the requirements. Earthfill lifts shall not be greater than 9” thick prior to compaction and the maximum allowable particle size shall be 6”.

SPECIAL NOTE ON COMPACTION AROUND STRUCTURES (INCLUDING CULVERTS):

Unless otherwise specified heavy equipment including backhoe mounted power tampers or vibrating compactors and manually directed vibrating rollers shall not be operated within 2 feet of any structure. IAW Construction Spec 420, Section 4, earth backfill lifts adjacent to pipes shall not be more than 6” thick prior to compaction, and the maximum particle size shall be 3”.

Also, IAW Construction Spec 420, Site Preparation, Section 6, Paragraph 3, any damage to the existing or installed structures as a result of compaction activities shall be repaired or replaced by contractor at contractor’s time and expense.

Q8: What compaction is required?

A8: Class C compaction is required. See previous answer for specifics requirements and referenced specifications.

Q9: Will the county supply additional earthfill, if necessary, for the construction?

A9: Jasper County is not obligated to provide necessary earthfill. The contractor is required to procure earthfill as necessary for the construction of the site. The contractor may work through the county to procure necessary earthfill.

Q10: Is there a list of sites we will visit today?

A10: Yes. We will visit sites 1-03, 1-04, 1-07, and 3-03. There are timber headwalls constructed during a previous contract that we will visit on the same road as 1-07 (Neches Drive), and we will also visit a previously built cement bagwall site on County Road 168.

Q11: Do the pilings require concrete caps?

A11: Yes, the concrete caps are rounded on top, and extend 4” into the top of each piling IAW page 37 of the construction drawings, “WALER AND CABLE DETAIL, SIDE VIEW”.

A12: No. 1-07 is not a dead-end road. Residents will have reasonably easy access to either side of the construction site.

Q13: Will trees have to be removed on 1-07?

A13: Mainly just brush is to be removed. If a larger tree is in the way of construction, it’s removal should be discussed with the engineer.

Q14: Are the walers welded to the pilings?

A14: No, the walers are intended to be floating, only supported by the force acting on them from the cables. During construction, the waler may be supported by welding angle iron to several pilings to support the waler before it is attached to the cables.

Q15: How many times can the pilings be spliced?

A15: Pilings may be spliced once per piling IAW the drawing note on page 37, “PILING

PLACEMENT AND DEPTH”.

Any activity, such as cable or culvert installation, shall be done in an expedient manner so as not to cause excessive delay.

Q22: How should the contractor ensure compaction around culverts and walls?

A22: Compaction around structures is to be accomplished IAW Construction Spec 23 – Earthfill, Section 6, Paragraph 2, and IAW Construction Spec 420, Section 4. Within 2’ of any structure (includes culverts, bagwalls, and timber headwalls), earthfill lifts are to be no greater than 6” prior to compaction. Compaction within 2’ of structures shall be accomplished by hand tamping or manually directed power tampers, plate vibrators, walk-behind, miniature, or self-propelled rollers.

No heavy equipment is to be used for compaction within 2’ of any structure. Also, see answer 7 in this document.

Q23: On the quantities table in the drawings, is the number listed (for bagwalls) the number of bags required for that site, or is it the square feet of bagwall for that site?

A23: The number listed in the quantities table is square feet of bagwall for that specific site (same for timber headwalls). Since cement bag dimensions vary slightly from brand to brand, it is the responsibility of the contractor to calculate the number of bags required to build the square footage for each site.
