Meeting Notes:

Meeting began at 10:00 am eastern time.

• Amendment 3 was released July 15, 2019.

• This project is construction. Contractors will be required to follow the Davis-Bacon wage determination for the county. The wage determination is attached to the solicitation (Attachment 7).

• The solicitation is posted on FedBizOpps. Contractors can find all the information by going to fbo.gov and putting 12FPC119B0004 in the keyword search. Amendments will be posted to FBO and it is the contractor’s responsibility to check the website and pull the information.

• The response date has been changed to July 31st, 2019 at 3:00pm Eastern Time.

• This project is set aside for Small Business. The NAICS code is 237990 with a size standard of $36.5 million.

• The period of performance will be two periods: 11/15/2019 to 03/31/2019 and 11/15/2019 to 03/31/2021 due to constraints under the Endangered Species Act.

- If work is completed within the first period, there will be no second period.

• Due to the dollar value, a bid guarantee is not required but a payment bond will be required.

• Bids will need to be emailed to Phil Reimnitz, Contracting Officer, at philip.reimnitz@usda.gov

• Contractors need to make sure that their SAM (System for Award Management) is active and up to date.

• Ray Toor is the COR (Contracting Officer’s Representative), at ray.toor@usda.gov, 270-339-2401

Questions from meeting

Q. What is the protocol for the payment bond?

A. The payment bond will most likely be inapplicable for this contract unless the bids are at or above $150,000. Payment bonds do not have to be included in with the bid.

If a payment bond is required, the winning contractor will turn in at a later date.

*Contractors were given Section J. as well as the Practice Standards Code 666 *
