APPENDIX A
SOUTH RIM FUEL REDUCTION & BIOMASS REMOVAL STEWARDSHIP
Contract Stewardship Service Item and the associated cutting units for non-sawlog harvesting are listed in the table below. Specific details designating Included Timber and Timber Subject to Agreement are described in the treatment descriptions in subsequent sections, and in Appendix B.
*Estimated Acres – Estimated based on gps surveys for borders and remote digitizing from LiDar data for slope breaks and unworkable areas.
**Tonnage – A conversion factor of 1 ccf = 1.71 tons was used.to estimate quantity (tons) of material to be removed. Unit tons of biomass for removal were based on total tons by treatment, distributed by estimated acres of the unit. Actual amount of material per unit may vary. Volume (ccf) was calculated from an acre based cruise or a dimensional conversion (for decks).
Table 1. Stewardship Service Items. Mandatory and optional Stewardship service items by estimated acres of slope treatment material to be removed.

ACTIVITIES REQUIRED FOR STEWARDSHIP CONTRACT ITEMS
1. Treatment Unit Boundaries
1.1 Unit Boundaries: Treatment Units are identified on Contract Area Map. Fuel Treatment Unit boundaries are designated by Blue and Yellow flagging along unit perimeter. Boundary corners (where meeting a forest system road or private property boundary) are double flagged and most often identified with cutting unit number on the flagging. Private property boundaries are designated with red flagging and/or with metal signs.
1.1.1 Biomass Removal unit boundaries are designated by White flagging along unit perimeter. Boundary corners (where meeting a forest system road) are marked by pink tracer paint showing two vertical dots facing into the unit and vertical lines facing the boundary line. Biomass Removal treatments are described Appendix A (3.4) and Appendix B.
2. Trees Designated for Cutting:
2.1. Fuel Treatment and Biomass Removal Trees Designated for Cutting. Subject to conditions identified below in 2.1.1, 2.1.2 and 2.1.3 within specified Fuel Treatment and Biomass Removal units (cutting units) as identified in Table 1 and shown on the Contract Area Map, the Contractor shall cut all dead (no green needles) or dying trees (at least of 2/3rd of crown actively fading from top down or 3/4 of the circumference of the bole has successful bark beetle attacks) 3 inches DBH through 39.9 inches DBH. Additional trees to be cut, if any, are marked with blue or green paint. Cutting unit boundaries and other trees that shall be left uncut are marked with pink, orange, or red paint. Minimum specifications of Included Timber & Timber Subject to Agreement for Removal are identified in Division A of Appendix B. All designated trees within removal areas are required to be removed as included timber as described in Appendix A 3.4. If a tree marked for retention is a hazard to operations, the tree may be felled, limbed, topped and left in place. When it is necessary to delete previously marked trees, a unique tree marking paint color such as black will be marked over or adjacent to the original mark. Any black tracer paint cancels the previous paint color.
2.1.1. Leave Trees: The contractor shall not fall or remove any tree marked with orange, pink, or red tracer paint above and below stump height, oaks greater than 12 inches dbh, hardwoods located near seep areas, or trees otherwise designated for retention.
2.1.2. Oak Treatments: When removing oak snags Contractor shall minimize damage to oak sprout by leaving 1/3- ½ of sprouts undamaged.
2.1.3. Snag Retention: Retain conifer snags at 4-6 trees per acre of the largest trees and all trees over 40 inches dbh.
3. Treatment Specifications
3.1 Falling and Piling by Slope
3.1.1 Fall & Pile 0-35% slopes - Falling and Piling trees designated for cutting in Appendix A (2.1) on slopes between 0% and 35% with the objective of concentrating fuels for future disposal by Forest Service.
Falling & Piling methods shall include manual or mechanical within the limitations of Appendix A (3.2 and 3.3).
3.1.2 Fall & Pile 36-45% slopes - Falling and Piling trees designated for cutting in Appendix A (2.1) on slopes between 36% and 45% with the objective of concentrating fuels for future disposal by Forest Service.
Falling & Piling methods shall include manual or low ground pressure mechanical equipment within the limitations of Appendix A (3.2 and 3.3).
3.1.3 Fall, Limb and Top 46% and greater slopes – Falling, limbing and topping trees designated for cutting in Appendix A (2.1) on slopes greater than 46%. Trees will be topped to an 8 inch top. Falling methods shall only include manual methods Appendix A (3.2).
3.1.4 Optional Piling 46% and greater slopes – Within areas where falling, limbing and topping treatment occurred on slopes 46% and greater, hand piling shall occur with the objective of concentrating fuels for future disposal by the Forest Service. Piling shall be done in accordance with Appendix A (3.3).
3.2 Falling Specifications:
3.2.1 Mechanized Felling Requirements: Mechanized equipment may be used to fell trees in areas with slopes up to 45% (manual felling is also acceptable). All falling of designated trees shall comply with specifications in Appendix A (3.1).
3.2.2 Manual Felling Requirements: Manual felling is acceptable on all slopes. In areas with slopes 46% and greater, manual felling (hand felling) is the ONLY acceptable method. All falling of designated trees shall comply with specifications in Appendix A (3.1).
3.2.3 Directional Felling: Unless otherwise agreed, Included Timber and other cutting operations shall be directionally felled away from system roads, lava caps, meadows, hardwoods, fences, gates, cattle guards, power lines, survey monuments, control areas, reserve trees, sensitive plants, noxious weed sites, stream courses, NFS trails and other ownerships. Such directional felling shall not be required when in the faller’s judgment it is unsafe to do so.
3.3 Piling Specifications:
3.3.1 Material Required to be Piled: All trees designated for cutting, associated material (slash), and existing down material meeting the following minimum size requirements: 3 inches diameter and 3 feet in length shall be piled in accordance with Appendix A (3.3.2, 3.3.3, 3.3.4, 3.3.5, and 3.3.6). Piling of existing down material is not required in Hazard Tree Removal Units with the exception of unit 104.
3.3.2 Pile Standards: Piles shall be tight and as free of dirt as possible. Piles that contain more than 10% dirt will require rebuilding. Unless otherwise agreed, piles shall be located at least 50 feet from: the nearest live tree, retained snags, stream courses, and control areas. Placement of piles should be 15 feet from Forest Service system roads. Soil and duff will not be piled. Piles shall be no greater than 20 feet in height and 41 feet in length. Piles shall be no smaller than 4 feet in height and 6 feet in length. Material extending 3 feet or more outside the edge of a pile shall be lopped off and placed back onto the pile. A minimum 8 foot fuel break shall be cleared of all but fine material around each pile and an 18 inch wide fire line shall be cleared to mineral soil around the outer ring of the fuel break. In areas where there is a potential for burning material to roll, fire lines, shall be trenched on the downhill side of each pile to adequately prevent material from crossing fire lines. Trenches shall be constructed by hand unless otherwise agreed. In addition to trenching, material shall be piled perpendicular to the slope to prevent it from rolling.
3.3.3 Placement of Paper/Plastic: All piles shall be covered on the top with a minimum of a 4 by 4 foot piece of Kraft paper or polyethylene sheeting 4 mil thick and covered with enough slash to ensure the paper does not fly away. The purpose of this is to maintain a dry area in the pile to ease ignition operations in the future.
3.3.4 Mechanized Piling Requirements: Mechanized equipment may be used to construct piles on slopes up to 35%. On slopes 36% to 45%, only low ground pressure equipment may be used (<15 psi, verification of psi rating may be requested).
3.3.5 Manual Piling (Hand Piling) Requirements: Manual piling is acceptable on all slopes. In areas designated with slopes 46% and greater, manual piling (hand piling) is the ONLY acceptable method.
(REFER TO pile standards). On slopes 46% and greater, only material 8 inches or less in diameter are required to be piled.
3.3.6 Retention of Down Wood: Retain at least 5 of the largest down logs per acre. Logs are a minimum of 10 feet in length and a diameter of 15 inches at midpoint. Down logs should be greater than 100 feet from the nearest road
4 Biomass Removal Specifications: All cut and existing down material within Biomass Removal units identified in Appendix A, Table 1 and shown on the Contract Area Map meeting minimum specifications identified in Division A of Appendix B shall be removed as included timber as described in Appendix B. Roads utilized for removal of biomass are subject to H.8 and shall be maintained in accordance with specifications identified in Appendix C.
4.1 Within each unit the estimated tonnage and acres designated for removal are indicated on the associated Contract Unit Map as well as outlined in Appendix A. Payment for Biomass Removal service items will be made based upon the tonnage removed as stated in Section B.2 - Schedule of Items. Actual tonnage removed may vary by unit but unless otherwise agreed shall not exceed the total contract tonnage.
4.1.1 Limitations for Mechanical Cutting and Skidding/Yarding Equipment: Equipment for skidding material shall be limited to slopes of 35% or less except for short pitches (less than 100 feet) on slopes up to 45%.
