Fish Creek Aquatic Organism Passage – Bridge Isntallation
Pre-Bid Tour Notes
A pre-bid tour for the above project was held on April 25, 2018 from 10-11:30 AM at the project site.
The following personnel attended the pre-bid tour:

Contract requirements and documents were reviewed by Steven Ray. The following items were clarified.
1. Traffic Control - The general note on drawing sheet 2 concerning Traffic Control was clarified to allow complete closure of FS road 22S05 to all traffic for the project. Road 21S01 may be closed to the public to allow for equipment staging, but must provide for administrative access. A revised drawing sheet 2 is attached. Contractors may choose to build a pioneer road for contract use only across Fish Creek using a culvert; however, disturbance must be limited to within 30’ of the downstream edge of the road prism fill slope, and the area must be completely restored at the completion of the project.
2. Stream Restoration work – Stream Restoration work that is outside the scope of this bridge contract is mentioned in the Special Note in Section C.1 and on drawing sheet 2 under Demolition and Disposal. The stream restoration work extends about 90’ upstream of the bridge and 132’ downstream; approximately 250’ total. The stream restoration work will be performed by a partner (Plumas Corporation) separately from the bridge contract, but in conjunction with it. The bridge contractor is responsible for the work described in the contract documents within the footprint of the road prism. The partner is responsible for the work upstream and downstream of the road. However, close coordination will be required, especially for dewatering, borrow material for the stream restoration work, and work sequencing. Stream restoration work will take up to one week to accomplish, and needs to be completed after the abutments and riprap are placed but before the bridge deck is placed. The Fish Creek Crossing Design Report is attached for reference.
3. Excavation and Haul – The Demolition and Disposal general note on drawing sheet 1 specifies that 150 CY of excess excavation (rocky material preferred) be stockpiled at the project site for use by the stream restoration contractor. The schedule of items shows 1100 CY of roadway excavation and haul to a disposal site. If the roadway excavation material is rocky material, the stream restoration work could use up to 600 CY of material. If this occurs, the quantity of roadway excavation and haul will be reduced as a contract modification.
4. Required Permits – The district Hydrologist is applying for 401 and 404 permits for the overall project (bridge installation and stream restoration combined) and will be responsible for water quality monitoring. Permit requirements will be shared when they are available.
5. Asphalt Disposal – Asphalt removed from the roadway in chunks for bridge installation must be disposed off-Forest in an approved manner. However, if asphalt is removed with a grinder, the asphalt grindings (1” max size) may be added to the stockpile of grindings at the disposal site.
6. Technical Proposals – Steven Ray reminded everyone to include bridge construction expertise, experience, and reference projects in their technical proposals; and pointed out that the method of evaluation is low bid technically acceptable.
