RFP# 12905B25R0012 - Chiller Replacement at USSL (Riverside, CA)

Amendment # 0002

Questions and Answers

1. The Drawings and specification don’t explicitly state that new equipment must be integrated into the existing BAS, while the specification outlines requirements for DDC system and mention integration with the Niagara Framework and BACnet protocols. Please clarify if integration is required in this contract? If so, please provide TEMPERATURE CONTROLS drawing which shows control scope, control diagram, sequent of operation, and other relevant information.

a. ANSWER: Please refer to “Design Analysis section 2.3.6”: The new chiller must be seamlessly connected to the existing Johnson control system with BACnet to maintain functionality and integration with the existing infrastructure. This involves ensuring the new chiller is BACnet-compatible and properly configured to communicate with the Johnson Controls system. Coordination with the control contractor and chiller manufacturer will facilitate a smooth transition, including updating system programming, testing communication protocols, and ensuring system alarms and notifications are properly integrated to maintain reliability and quick response to any issues.

Sequence of operations for Primary headered chilled water system

The primary headered chilled water system consists of two chillers in parallel, primary chilled water pumps, isolation valves, check valves, and a bypass valve. Chillers are enabled or disabled to match cooling capacity to the building load. Isolation valves are connected to the chillers to prevent water from flowing through a disabled chiller. The pumps are piped in a headered configuration and are sequenced to match the chiller’s chilled water flow requirement. The pump speed (variable speed pumps) is modulated to control the building dP to the dP setpoint . The pumps have check valves, which prevent back flow when a pump is disabled. Finally, for variable speed chilled water pumps, the system is equipped with a bypass valve that modulates open as the building flow decreases below the minimum flow setpoint.

In a variable speed configuration, the appropriate number of pumps needed to supply the required chilled water flow are turned on. The pump speeds are modulated to maintain the di erential pressure (dP) setpoint near the end of the building’s chilled water loop. As the number of pumps and the speed of the pumps change, chilled water flow through the chillers and the building changes.

With a command to start the chiller, the master chiller determines which chiller will become the lead chiller based on the configuration of Lead Lag Select and Lead/Lag Balance Delta . The lead chiller is always started first and the lag chiller is held at 0% capacity by the master chiller, forcing the lag demand limit value to 0%. If Lead Pulldown Time has been configured, the lead chiller will continue to operate alone for that specified time. After the Lead Pulldown Time timer has elapsed, and when the lead chiller is fully loaded, either all available compression is on or at the master demand limit value, then the lag start timer is initiated. When the pulldown time and lag start time have elapsed and the combined leaving chilled water temperature is more than 4°F (–2.2°C) above the setpoint, then the lag chiller is started.

The lag chiller will start with the master chiller forcing the lag chiller demand limit value to the master’s demand limit value. The master will then be responsible for water loop capacity calculation and will determine which chiller (lead or lag) will increase or decrease capacity. When the load reduces, the lag chiller will be the first chiller to unload. To accomplish this, the lead chiller setpoint is decreased by 4°F (–2.2°C) until the lag chiller unloads.

E200 it is calling for new 2 ½ " conduit and conductors from MDS to each new chiller unit (CH1 and CH2), on the plan page E101 note 2 it states to re-use existing underground conduit, with new conductors, then split o to the new units from the pull box. Should we assume, the existing underground conduit can fit a total of (6)300 and (2) #4 new conductors or do you want us to bid as new overhead conduit and conductors all the way back to MDS? If new, would we need to core any walls?

a. ANSWER: There are two (2) 2 ½” underground conduits to the existing pull box from the electrical room. Each conduit can accommodate four (4) 300Kcmil conductors.

a. ANSWER: Work hours are 7am to 4:30pm M-F

42. When replacing control valves at each of the air handlers, can this work be performed during normal working hours? The air handler will have air flow but no chilled water going through the coils, hence , no comfort cooling. Please clarify.

a. ANSWER: No, the air handling unit (AHU) must be shut down during the control valve replacement. Although airflow would remain, disabling chilled water flow through the coils would eliminate cooling and dehumidification, potentially leading to humidity issues within the building. Therefore, this work should not be performed during normal occupied hours.

a. ANSWER: Since the system has VFD, this is an electric two position valve not proportional.

71. There are no GPM values for AHU valves. We will need this information to size the valves properly. Sizes listed may work fine but need to verify with the proper GPMs. This is especially true for pressure independent valves, as they only go by GPM for sizing and need to set at the factory. Please Advise

a. ANSWER: Per chiller replacement as-builts from 2010, AHU-3 gpm is 360. All others marked null. See AHU schedule for existing as-builts

72. This is also true for bypass valve. The idea is to maintain GPM flow thru chillers, so valve needs to be sized properly. Please Advise.
