About this file
This document contains the minimum requirements and specifications for a self-powered soil chamber that the USDA-ARS Sustainable Agricultural Water Systems Research Unit requires to assess greenhouse gas fluxes from agricultural soils. The chamber must be compatible with 20 cm soil collars, integrate with infrared gas analyzers, and have the capability to monitor soil moisture and temperature. Key requirements include a 20 cm bowl diameter, at least 8 GB of memory, GPS integration with 2.5 m accuracy, operating temperature range of -20 C to 50 C, and the ability to power a gas analyzer with 10 to 17 V of DC power for 34 hours or more using 2 batteries. The instrument must also include WiFi, SDI-12, USB, and Ethernet connectivity.
This is a Request for Quotation (RFQ) issued as a Total Small Business Set-Aside by the USDA-ARS Pacific West Area for a self-powered soil chamber and associated 0.5 m cable. The NAICS code is 334516 with a small business size standard of 1,000 employees. Offers are due by August 5, 2024 at 3 pm EDT and should be submitted to shelley.steen@usda.gov.

Minimum Requirements and Specifications for Smart Soil Chamber Matthew Roby, USDA-ARS Sustainable Agricultural Water Systems Research Unit
Background and Scope We require a self-powered soil chamber to assess the spatial variability of greenhouse gas fluxes from agricultural soils. The chamber will be integrated with infrared gas analyzers to monitor fluxes of carbon dioxide, water vapor, and nitrous oxide. The chamber must be self-powered, compatible with 20 cm soil collars, and capable of integrating with auxiliary sensors to monitor soil moisture and soil temperature.
Specifications and Requirements
· The chamber must have a bowl diameter of 20 cm.
· The chamber must include at least 8 GB of memory.
· The chamber must be capable of integration with GPS with an accuracy of at least 2.5 m.
· The instrument must be able to operate in temperatures ranging from -20 °C to 50 °C.
· The instrument must include a thermistor to measure air temperature with an operating range from -20 °C to 70 °C with an accuracy of ±0.5 °C.
· The instrument must include a barometric pressure sensor with an operating range of 50 to 110 kPa (kilo Pascals) with an accuracy of ±0.4 kPa.
· The instrument must be capable of providing 10 to 17 V of DC power to a gas analyzer.
· The instrument must provide 34 hours or more of operation when using 2 batteries.
· The instrument must include Wi-Fi compatibility for communication with computers and an SDI-12 interface for connecting soil moisture and temperature sensors.
· The instrument must include connectivity ports to communicate with analyzers and computers, including USB-A, USB-B, and RJ-45 Ethernet ports.
