Q3: Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)?

How many days the training will be (e.g. how many days in a year)?

Government Response:

No overseas travel will be required for the contractor. All training will be conducted on-site.

Q4: Please confirm what would be the Education requirement/Degree requirement for this role?

Government Response:

The contractor shall provide clinical support services from Certified Nursing Assistants (CNA). Services shall be rendered by contractors who possess Professional certification such as LVN, RN or CNA as required by the state of California. Per AGAR 452.246- 70, Licenses and Permits -

The Contractor shall be responsible for obtaining any necessary licenses and permits, giving all notice and complying with any applicable federal, state, local, and municipal laws, codes, ordinances, and regulations in connection with the business carried on under this contract.

Q5: Please confirm the experience requirement for this role? (e.g. how many years of experience required)

A minimum amount of experience is not required for services in the PWS per the solicitation. For factor 2 – Past Performance, the contractor’s past performance will be evaluated for award. For an offer to be eligible for award, it must have either a Satisfactory or neutral past performance. Offers with negative past performance information from any source may not be considered for award. Lack of relevant and recent past performance information and any PPQs not received from references submitted by the Offeror shall be rated as a “Neutral.” When performance is evaluated, the outcome is either Satisfactory (Pass) or Unsatisfactory (Fail). Unsatisfactory performance will disqualify an Offeror from award. Satisfactory or neutrally rated past performance will be rated as Pass.

Q6: Under PWS paragraph 3.3. it says about On-site manager weekend dayshift and On-site manager of nursing assistants 7 nights a week. Please confirm what are/is the qualification requirement(s) of the On-site manager?

Government Response:

The on-site manager shall possess the same professional certifications as stated in the response to Q4 above. However, this contractor support shall perform supervisory roles and responsibilities over the other CNA support staff during each shift. LVN/RN certified contractors may perform these services, but it is not required to fulfill the terms of the PWS.

Q7: We are a self-certified small business for the above mentioned NAICS code and small business size standard on Sam.gov, are we eligible to submit a response for the set aside based on self-certification?

Government Response:

Yes. The active SAM record must reflect that your company has self-certified as a small business for the applicable NAICS at the time of quote submission.

Q8: Our small business certification through the SBA is in process, are we eligible to submit a response if our SBA certification is in process?

Government Response:

Offerors must be qualified as a small business under the size standards in this solicitation. This will be verified by reviewing the entity record on SAM.gov website.

Q9: Can our subcontractors have the SBA small business certification to meet the 100% Total Small Business Set-aside? Or the small business certification have to come from prime only?

Government Response:

A commercial or individual subcontracting plan will not be required from small business offerors. Each offeror must meet and self-certify as a small business for the size standard of the NAICS in order to be eligible for award.

Q10: Can we submit a bid using a Teaming arrangement with the small business as prime and the subcontractor as a self-certified small business in order to the meet the 100% Total Small Business Set-aside requirement?

Government Response:

No, teaming arrangements with subcontractors will not be evaluated or considered. Each offeror must meet and self-certify as a small business for the size standard of the NAICS in order to be eligible for award.

Q11: We are a WBE certified firm through the WBENC, will you accept the WBENC certification to qualify us for the small business set aside?

Government Response:

Women’s Business Enterprise (WBE) is not considered a small business category for the solicitation. Please be sure the SAM entity record reflects self-certification for the size standard of the NAICS.
