SECTION C - DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT
(PWS)
C.1 INTRODUCTION
C.1.1 Scope of Work
The scope of work for this service contract is to provide drinking water and wastewater system operations and maintenance for the following three (3) public drinking water systems and one (1) wastewater treatment plant in accordance with the following Performance Work Statement along with Arizona Department of Environmental Quality (ADEQ) and Forest Service (FS) regulations (FSM 7420).
The systems include:
1. Rattlesnake Water System, Cave Creek Ranger District.
2. Goldfield Water System, Mesa Ranger District.
3. Tortilla Campground Water System, Mesa Ranger District.
4. Tortilla Campground Wastewater Treatment System, Mesa Ranger District
The period of performance shall be 12 months after award.
C.2. LOCATION/DESCRIPTION/BACKGROUND
C.2.1 Water System Locations
For locations of the three water systems and wastewater treatment system, see Attachment 1.
C.2.2. Water Systems Description
Rattlesnake WS Rattlesnake Water System (PWS AZ0407875) is classified as a public, transient, non-community water system. It consists of a photovoltaic power system using 3 banks of tracking solar arrays, a 360 foot deep groundwater well equipped with a submersible pump, one small bladder-type pressure tank, one chlorinator, a water filter, and a 6,000 gallon underground fiberglass storage tank. Water is pumped to the tank then gravity fed to the distribution system. The system is wired for a back-up portable generator. The distribution system supplies a day-use picnic area with flush toilets and hydrants.
Operation of the water system is classified through ADEQ as Grade I Treatment and Grade I Distribution. The water system Microbiological Sample Siting Plan (MSSP) is provided in Attachment 2.
Goldfield Water System (WS) The Goldfield water system ( AZ0407873) is classified as a non-public, transient, non-community system. The system is used year-round. The water system consists of a ground water well, submersible well pump, sediment filters, chlorine injection system, hydropnematic tanks, water softener (not in use), booster pumps, 16,000 and 6,500 gallon water storage tanks, float switches and electric controls. The water distribution system provides potable water to the entire Goldfield Administrative Compound. The water system Microbiological Sample Siting Plan (MSSP) is provided in Attachment 2
Tortilla CG WS The TNF Tortilla CG Water System (PWS AZ0407864) is classified as a public, transient, non-community water system. The facility includes one groundwater well and submersible pump, a chlorination system, a 15,000 gallon underground fiberglass storage tank, and a distribution system that serves the Tortilla Campground and the FS administration compound. Operation of the water system is classified through ADEQ as Grade I Treatment and Grade I Distribution. The water system Microbiological Sample Siting Plan (MSSP) is provided in Attachment 2.
Tortilla CC WWS The Tortilla CG Wastewater Treatment System (WWTP Sys. #100560) is classified as a Class 2 WWTF and the collection system is classified as a class 1 collection system. The treatment plant is made up of two aerator tanks and two lagoons arranged in series. During operation, raw sewage enters the first aeration tank and gravity flow occurs into the second aeration tank, then into the first lagoon, then into the second lagoon, with the quality of water improving in each successive tank or lagoon. The plant receives and treats sewage from Tortilla Campground, which includes 77 sewer connections - one at each RV site; 6 buildings – each containing 4 flush toilets; and one RV dump station.
C.2.3 System Monitoring and Reporting
The lab performing water system tests must be certified by the State of Arizona. These water systems are required to test for the following:
• Total Coliform: The system is required to be tested for total coliform monthly; samples are to be taken according to the attached Microbiological Site Sampling Plans. If any routine sample tests positive for the presence of coliform bacteria, immediately contact the COTR. Repeat samples must be collected. Follow ADEQ guidelines for repeat sampling. The Contractor is responsible for the cost of repeat sample testing.
If any repeat sample tests positive for total coliform, immediately contact the COTR. In conjunction with the FS, and as outlined by ADEQ and FS Manual 7420, begin the process of public notification and system closure. Continue working with the FS to correct whatever caused the positive test.
• Nitrate and Nitrite: While only one is required, the Forest Service will require the Contractor to test for both Nitrate and Nitrite yearly.
• Total Coliform, Nitrate, and Nitrite ADEQ reporting forms shall be submitted to the COTR 30 days after sample was taken.
C.3. PERFORMANCE WORK STATEMENT
