DIVISION 1 - GENERAL REQUIREMENTS
SECTION 01000 – DEFINITION OF BID ITEMS AND MEASUREMENT AND PAYMENT
PART 1 - GENERAL
A. SUMMARY
1. The intent of this section is to explain, in general; what is and what is not included in a contract item; the limits or cut-off points where one item ends and another begins; and method of measurements and basis of payment for work items listed in the Schedule of Items.
2. Work: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it, and carrying out all duties and obligations imposed by the contract on the Contractor.
3. Payment: For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications and as shown on the drawings.
4. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
B. UNITS OF MEASUREMENT
1. Payment shall be by units defined and determined according to U.S. Standard measure and by the following:
2. Lump Sum: Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.
PART 2 - METHOD OF MEASUREMENT
A. GENERAL
1. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

2. LUMP SUM QUANTITIES (LSQ)
a. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall be measured complete and in-place.
PART 3 – DEFINITION OF CONTRACT ITEMS
A. SCHEDULE OF ITEMS
1. The project Schedule of Items includes Base Items and Optional Bid Items. Optional Bid Items will only be awarded if necessary, Base Bid Item will all be awarded as part of this contract. Provide item pricing for all items listed in the Schedule of Items including all Optional Bid Items. Contract award will be made for all Base Items. Those items listed as Optional Items (if applicable) will be awarded based on available project funding.
B. DEFINITION OF BID ITEMS
1. Base Items:
a. Base Item No. 1– Mobilization, Demobilization, Bonding and Insurance
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.
b. Base Item No. 2– Demolition
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary including all demolition AS SHOWN ON THE DRAWINGS and removal and disposal of materials off of the National Forest.
c. Base Item No. 3 –Precast Concrete Utility Building
i. Measurement: This item is measured as a Lump Sum quantity.

ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor, and incidentals required for the installation of the new utility building. This work includes but is not limited to clearing and grubbing, stubbing out utilities, foundation materials, ordering and setting the building, backfilling, touch up of building, and anything else associated with a finished utility building.
d. Base Item No. 4 – Water Treatment System and Electrical Work
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required as shown on the drawings and specifications. This shall include but is not limited to the installation of all plumbing, start up of system, electrical, and mechanical components AS SHOWN ON THE DRAWINGS.
e. Base Item No. 5 – Water Distribution Line Installation
i. Measurement: This item is measured as a Linear Foot quantity.
ii. Payment: The contract linear foot quantity shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary to complete the work as shown on the drawings and specifications. This shall include but is not limited to excavation, bedding, burial depth of 3’, backfill and compaction, finish grading, and connecting to buildings’ water systems.
f. Base Item No. 6 – Hydrant Faucet
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary to complete the work as shown on the drawings and specifications for the installation of water hydrants in the distribution lines AS
SHOWN ON THE DRAWINGS.
g. Base Item No. 7 – Well Exploration and Water Testing
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for water testing and well testing as described in SECTION 01600 of the specifications.

2. Optional Bid Items:
a. Optional Bid Item No. 1 - Replace Well Pump, Drop Pipe, and Electrical to Pump
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for replacing existing well pump, drop pipe and electrical to well pump as described in in the applicable portions of SECTION 15300 and SECTION 15310 of the specifications.
b. Optional Bid Item No. 2 – Abandon Existing Well; Drill and Install a New Well
i. Measurement: This item is measured as a Lump Sum quantity.
ii. Payment: The contract lump sum price shown in the Schedule of Items shall include all materials, equipment, labor and incidentals required to perform all operations necessary for abandoning existing well according to SECTION 02100 of the specifications and drilling and installing a new well up to 120’ depth and not less than 100’ including casing, grout, drop pipe, well pump, cap, seals, and electrical as described in SECTION 15300 and SECTION 15310 of the specifications.
c. Optional Bid Item No. 3 – Additional drilling and Installation of a New Well (greater than 120’ depth)
i. Measurement: This item is measured as a Linear Foot quantity.
ii. Payment: The contract linear foot price shown in the Schedule of Items shall include all materials, equipment, and labor for continued drilling and installing of a well in the case that the required depth of the new well under Option Item 2 is greater than 120’ and includes the additional casing, grout, drop pipe, and electrical as described in SECTION 15300 of the specifications. This is for additional depth only and does not include the well pump and other incidentals as included under the lump sum quantity of Optional Bid Item No. 2.

SECTION 01010 - SUMMARY OF THE WORK
PART 1 - GENERAL
A. Scope: This project involves construction of a new water treatment facility and water distribution for the Taylor Guard Station. The Contractor shall provide all labor, materials, incidentals necessary to complete the work. Items of work include but are not limited to: site excavating, demolition, buying and installing a new building, installation of new piping and mechanical equipment, installation of electrical system, installation of electrical controls, installing and connection and to a new water distribution system and misc work required to provide a completely operational water system. Contractor shall also prepare and supply and OM Manual for the completed system.
B. Location of the Work: The project is located on the Gunnison National Forest, Directions to the site are as follows: From Gunnison, Colorado, travel north on Highway 135 to Almont. Turn northeast on CR 742 for 22 miles. Turn right on CR 209, Cottonwood Pass Road for 2 miles and the Taylor Guard station will be on your right.
C. Proposed Work: The principal features of work to be performed under these specifications include but are not limited to the following:
1. Water testing shall be perfomed prior to starting construction. Results of water testing shall be submitted to CO in their entirety and CO shall have 15 days to modify the contract or give written permission to proceed.
2. Site demolition shall include removing old hydrants and old treatment building and contents.
3. Site work shall include the installation of the water treatment building, installation of HDPE water lines from the existing well to the treatment facility and installing new HDPE distribution lines to three Quarters buildings, 3 trailer pads, and an Administrative building.
4. Installation of plumbing on site includes furnishing and installing water meter, flow restrictor, backflow preventer, water filtration system, chlorine disinfection system, valves, booster pump, pressure tank, baffle tanks, distribution lines, hydrants, curb stops, drains, service to four buildings, water line from well to treatment building and remaining plumbing inside the new water treatment building.
5. Installation of all electrical work on the new water treatment building. Work includes furnishing and installing service to building, lighting, service panel, alarm, installing pump, installing control equipment, install electric heaters and thermostat and all other electrical work needed to have an operating system.

D. Drawings: The construction drawings which accompany these specifications and form a part of this contract are numbered and titled as listed below:

E. Existing Utilities and Facilities: The Contractor shall be responsible for location of any and all buried utilities. The Contractor shall exercise caution when excavating in areas where buried utilities are anticipated. Government furnished drawings are schematic in nature and do not indicate exact location for existing utilities. Existing utilities and facilities not specified for removal or abandonment which are damaged by the Contractor during construction activities, shall be repaired at the Contractor's expense.
F. Coordination of Work: There may be other contractors at the project site performing work under other contracts. In the event this causes a conflict with the Contractor's performance under this contract, the Contractor will attempt to coordinate work activities with the other contractor(s) to avoid delays or work stoppages. If conflicts cannot be resolved, the Contractor shall notify the CO of the problem and shall submit recommended solutions.
G. Schedule of Work: The Contractor shall submit a plan documenting with timelines how the project work will be performed.
H. Material Substitutions: The Contractor shall not substitute any material from the specifications or drawings without written approval of the CO. This set of specifications has been approved by the USDA Forest Service Regional Engineer.

SECTION 01550 – GOVERNMENT FURNISHED MATERIALS.
PART 1 – GENERAL
A. SUMMARY
Applies to materials that shall be provided by the Government and installed by the Contractor.
B. INSPECTION
The Contractor shall notify the Contracting Officer (CO) at least 5 calendar days prior to picking up or returning Government-furnished materials.
C. LIABILITY
The Contractor's liability for Government-furnished material shall start at the time he accepts the materials at the project site, and shall terminate upon completion and final acceptance of the work.
D. REPLACEMENT AND/OR SUPPLEMENTAL MATERIALS
Any defective materials discovered prior to the Contractor's acceptance of the materials shall be replaced by the Government.
The Government shall not replace any materials that, in the opinion of the CO, are damaged or lost due to the Contractor's negligence after the Contractor accepts the materials. Such materials shall be replaced at the Contractor's expense.
PART 2 – PRODUCTS
A. GOVERNMENT-FURNISHED MATERIALS
Government-furnished materials shall be limited to:
1. Lock Cylinder: Forest Service keyed cylinder for Yale Lock specified in accordance with Section 08711 - Finish Hardware.
PART 3 – EXECUTION
A. GENERAL
Installation and testing of Government-furnished materials shall comply with the applicable contract specifications covering work requiring the use of such materials.

SECTION 01600 – WATER AND WELL TESTING.
PART 1 - GENERAL
A. SUMMARY
Applies to testing of the water and well prior to construction at the site.
B. INSPECTION
The Contractor shall report findings required below the Contracting Officer (CO) and allow 15 calendar days for the Government to either allow the contractor to proceed in writing or make changes to the Contract in writing before proceeding with construction.
C. TESTING LAB
The Contractor shall use a Colorado Certified Laboratory for testing as approved by Colorado Department of Health and Environment.
D. WATER TESTING SHALL CONFORM TO 5 CCR 1002-11 COLORADO PRIMARY
DRINKING WATER REGULATIONS.
Contractor must meet Colorado regulations for water testing and conform to water operator practices when testing drinking water.
Opening well and work in around well must be performed by a contractor licensed in pumps and wells by Colorado Division of Natural Resources.
PART 2 – PRODUCTS
A. TESTING MATERIALS
Contractor shall provide testing materials and follow CDPHE practices.
PART 3 – EXECUTION

SECTION 01640 - USE OF GOVERNMENT FACILITIES, UTILITIES, ETC.
PART 1 - GENERAL
A. Scope: Applies to Government facilities at the worksite available for use by the Contractor.
B. Storage Area: An area in the vicinity of the worksite shall be made available for use as a storage area. Arrangements will be made with the COR for the site.
C. Utilities: There is electricity available at the work site.
The Contractor may use water from the existing well water system for construction purposes.
Water quantity is limited to a maximum rate of 500 gallons per week. The Contractor will be responsible for making any temporary connections or extension equipment necessary to utilize the water supply.

SECTION 01650 – SUBMITTALS
PART 1 - GENERAL
A. SUMMARY
Submittals apply to all equipment and components in the treatment and distribution system and well and water testing. O&M manual and as-built drawings shall be submitted prior to closeout.
B. REQUIREMENTS
The Contractor shall submit cut sheets for all components of the treatment system included by not limited to the baffle tank, check valves, flow reducing valve, booster pump, pressure tanks, electrical components, distribution lines, and hydrants. O&M Manuals for the entire system including opening, shutting down, replacement parts, and maintenance of the system.
Once submittals are submitted in writing and received by the CO, Government shall have 7 days to review. Acceptance or rejection shall be returned to the Contractor in writing.
As Built drawing shall show the location of buried water lines, power, hydrants, and any other pertinent information related to the O&M of the system.
PART 2 – PRODUCTS
A. CUT SHEETS
Cut sheets shall include all product information, warranty information, manufacturers contact information, directions for use of product, and any other pertinent information related to the product.
PART 3 – EXECUTION
A. GENERAL
Once submittals are approved, the products may be installed and the cut sheets entered int the O&M manual by the Contractor.
O&M manual shall be a bound binder with all product information and operating instructions for the entire systems. As-builts shall also be included in the O&M manual.

DIVISION 2– SITE WORK
SECTION 02070 – SELECTIVE DEMOLITION
A. Description: This section specifies the abandonment of the existing water distribution system at the contracting officer direction. This section also specifies removal and disposal of the existing well building.
B. Definitions:
1. Removal: Remove all designated items except those indicated to be reinstalled, salvaged, or to remain the Goverment’s property. All items designated for removal become the property of the Contractor and shall be removed from Government land and legally disposed of.
2. Existing to Remain: Protect property and equipment, designated to remain, from damage and soiling during selective demolition.
3. Abandon: Remove items indicated that are visible above ground. Below ground utilities may remain in place. Utilites that interfere with construction shall be removed to the limit required for new construction or as SHOWN ON THE DRAWINGS.
PART 2 - PRODUCTS (Not Applicable)
PART 3 - EXECUTION
A. General: Excavation and backfill shall be as specified in Section 02226. Excessive settlement or other evidence of improper backfill shall be corrected by reopening the excavation to the depth required for proper refilling and compaction.
B. Examination: When unanticipated mechanical, electrical, or structural elements that conflict with the intended function or design are encountered, investigate and measure the nature and extent of the conflict. Promptly notify the CO.
C. Utility Services: Maintain utilites indicated to remain in service and protect them against damage during selective demolition operations.
D. Items to be removed: Items to be removed are a well building and components, outdoor toilet AS SHOWN ON THE DRAWINGS and any other, above-ground equipment not designated to remain in use.

E. Disposal: Promptly dispose of demolished materials. Do not allow demolished materials to accumulate on-site. Do not burn demolished materials.
F. Clean Up: After demolition work has been completed, finish all disturbed areas, to a smooth, uniform grade and texture, well blended to the original contours, showing minimum evidence of construction activity.

SECTION 02100 WELL
ABANDONMENT
PART 1 - GENERAL
1.1 DESCRIPTION
A. This section describes well abandonment procedures.
B. When an adequate supply of water is not reached or the quality of water is not satisfactory, the CO may determine that it is not feasible to continue and abandon drilling at any depth.
1.2 RELATED SPECIFICATIONS
A. Well abandonment shall comply with the more stringent of the following:
1. The contract requirements as specified herein, or;
2. The State of Colorado Rules and Regulations for Water Well Construction, Pump Installation, Cistern Installation, and Monitoring and Observation Hole/Well Construction, 2 CCR 402-2 effective date September 1, 2016.

1.3 QUALITY ASSURANCE
A. Well Work Qualifications
1. One of the following qualifications is required:
a. Water Well Driller or Pump Installer licensed in Colorado
b. Professional Engineer registered in Colorado
c. Professional Geologist as defined in the Colorado Revised Statutes 23-41-
208(b)
d. A person directly employed or under the supervision of a licensed driller, professional engineer, or professional geologist"
PART 2 – MATERIALS
2.1 GROUT MATERIALS
A. Neat Cement: A slurry of cement and water with no more than six (6) gallons of water per 94-pound sack (Portland cement ASTM C-150). Fly ash may be blended with Portland cements for grouting wells. The water-cement ratio for grout slurries blended with fly ash must not exceed 5 gallons of water per 86-pound sack of blended cement.
B. Cement-Bentonite: A slurry of cement, bentonite and water. The amount of bentonite added must not exceed 8% bentonite per dry weight of cement. The volume of

additional water used in preparing these slurries is limited to three quarters (0.75) of a gallon per 94-pound sack of cement for each 1% of bentonite added.

PART 3 – EXECUTION
4.1 CASING
A. Cut casing off two feet below existing grade.
4.2 GROUTING
A. The well shall be grouted from the bottom of the well to the top of the casing with cement grout. Cement grout shall be struck level with the top of the casing.
B. The tremmie method shall be used to place grout.

4.3 CAPPING
A. After grouting, a steel cap shall be placed on the casing in such a manor as to create a watertight seal.
4.4 FINISH GRADING
A. After capping the casing the area shall be backfilled with on-site material.
B. Backfill shall be rounded 6” above the surrounding natural ground.
4.5 RECORDS
A. Well Abandonment reports as required by the State shall be completed and submitted to the CO by the Contractor.
END OF SECTION
DIVISION 2 – SITE WORK
SECTION 02221 - TRENCHING, BACKFILLING AND COMPACTING FOR UTILITIES
A. Scope: This section specifies excavation and backfill for utilities, including excavation; furnishing, hauling and placing of backfill material; disposal of excess or unsuitable backfill material; and grading.
B. Class of Material: Material to be excavated for installation of utilities is unclassified.
C. Disposal Site: The disposal site will be chosen by the COR after consultation with the Contractor.
The site, or sites, will be located within 1000 feet of the trenching work.
D. Underground Utilities: Underground Utilities include electrical and propane lines from tanks to buildings.
PART 2 - PRODUCTS
A. Bedding Material: Fine soil or sand, 100% passing the #8 sieve, or CDOT Class 6 crushed aggregate.
B. Select Excavated Material: Excavated material containing no rocks larger than 6 inches in largest dimension.
C. Topsoil: Soil or loam containing no rock larger than 2 inches.
D. Underground Detection and Marking Tape: Metallic core, plastic marking tape, printed with the words "Warning - Buried Waterline" or "Warning - Buried Electrical Cable" or similar wording depending on the utility buried underneath.
A. General: Trench excavations shall be the shortest route possible (line of sight from source to treatment building). Contractor may request alternate trench routes for his/her convenience. All such alternate route changes shall be approved in writing by the CO prior to starting work.
Maintain trench excavations to guard against and prevent injury to employees and the public.
Provide adequate shoring and bracing as required.
Minimum depth of soil cover for utility lines (measured from the top of the pipe, conduit, or cable to final construction ground elevation required):

1. Power Lines - 24 inches
2. Waterlines - 36 inches
3. Detectable Metallic Underground Tape - 12 inches
B. Excavation: All excavation shall be by open-cut from ground surface.
The sides of trenches shall be kept as nearly vertical as practicable. In no instance shall the trench from 6 inches above the top of the pipe to the bottom of the trench be more than 16 inches wider than the outside diameter of the pipe. Minimum trench width shall be 12 inches.
Trenches more than 5 feet deep shall be sheeted, shored, braced, or sloped before any worker is allowed in the trench. When soil conditions are unstable (vertical wall will not remain in place), trenches shallower than 5 feet shall also be sheeted, shored, braced, or sloped.
Excavate trenches for waterlines and direct burial cable 3 inches below required minimum depth.
Protect the excavation from frost action.
Prevent water accumulation in excavations. If clay soil becomes saturated, compact after it has dried.
Depressions in the trench bottom shall be excavated with hand tools to accommodate valves, fittings, etc.
The use of trench digging machines shall be permitted; except in places where they may cause damage to existing structures, utilities, or trees designated to remain; in which, hand methods shall be employed.
C. Backfilling and Compacting: Place 3 inches of bedding material in the trenches, as SHOWN ON THE DRAWINGS, prior to installation of waterline or control cable. Ensure bedding material is at a moisture content suitable for compaction. Compact the bedding material with plate compactor with a minimum of 3 passes. After installation, place 3 inches of bedding material along sides and over top of pipe or cable.
Backfill shall not be completed for waterlines until pressure and/or leakage tests have been performed and the pipeline is approved by the CO. Sufficient backfill shall be placed to prevent pipe movement under pressure tests. All joints, valves, etc., shall remain uncovered for inspection purposes during testing. After leak testing has been successfully completed, finish placing bedding material and complete compaction.
Place select excavated material in 12 inch lifts or less to within 12 inches of final grade.
Compact each lift with 3 passes of mechanical compactor.

Install plastic warning tape over the full length of trenches as SHOWN ON THE DRAWINGS.
Finish backfill will normally consist of select excavated material. Mound and compact backfill as SHOWN ON THE DRAWINGS. In roadways and parking areas, decomposed granite or crushed aggregate base shall be used for finish backfill material.
D. Disposal of Excess Excavation and Unsuitable Material: Surplus excavated material and unsuitable material remaining on the site upon completion of the backfilling shall be disposed of by the Contractor at local sites approved by the CO.
E. Final Finish: After the utility installation and backfill has been completed, finish all disturbed areas, except trench area required to be mounded, to a smooth, uniform grade and texture, well blended to the original contours to allow drainage, showing minimum evidence of construction activity.

DIVISION 2 – SITE WORK
SECTION 02226 – EXCAVATION AND BACKFILL FOR BUILDINGS
A. Description: This section specifies excavation and backfill for structures, including excavation;
furnishing, hauling and placing of backfill material; disposal of excess or unsuitable backfill material; and grading.This includes foundation for CXT Sweitzer utility building shall be placed as SHOWN ON DRAWINGS and staked by CO.
B. Class of Material: Material to be excavated is unclassified.
C. Disposal Site: The disposal site will be chosen by the CO after consultation with the Contractor.
The site, or sites, will be located within 500 feet of the excavation work.
D. Underground Utilities: Underground electrical utilities are expected.
PART 2 - PRODUCTS
A. Bedding Material: CDOT Class 6 crushed aggregate base.
B. Select Excavated Material: Excavated material containing no rocks larger than 2 inches in largest dimension.
A. General: The Contractor shall be responsible for final building location and finish floor elevation. COR will give approximate location within 5 feet. Contractor determined finish floor elevation shall ensure positive surface water drainage away from building. Final building location and finish floor elevation shall be approved in writing by CO prior to foundation being constructed. The Contractor shall be responsible for establishing all reference stakes or any other staking needed to control his operations.
Limit the disruption of existing landscape to minimum required to complete the project.
B. Excavation: Conform to the dimensions and elevations MARKED ON THE GROUND and as
SHOWN ON THE DRAWINGS. Undercutting will not be permitted.
C. Overexcavation: Fill with select excavated material or bedding material. Ensure material is at a suitable moisture content for proper compaction. Place material in four inch maximum layers and material shall be moistened or dried to a uniform moisture content greater than 7 percent suitable for compaction. A whacker type compactor shall be operated over the full width of each layer until no visual displacement occurs but no fewer than 6 complete passes.

D. Backfilling: Backfill with bedding materials in maximum 6-inch lifts. Ensure material is at a suitable moisture content for proper compaction. Compact each lift with mechanical tampers a minimum of three passes over the entire layer. Tracked or wheeled equipment shall not be operated on the backfill as compaction machines.

DIVISION 3 – CONCRETE
SECTION 03310 –CONCRETE FROM PACKAGED DRY MIX FOR MINOR STRUCTURES
A. Scope: Consist of constructing small concrete structures, such as thrust blocks, pipe supports, utility pads, post hole fillers, and concrete items requiring ¼ cubic yard or less in accordance with the details SHOWN ON THE DRAWINGS and in conformance with the requirements of this specification.
B. Nothing in this specification shall preclude the Contractor from using concrete as specified in
Section 03300 for concrete items specified here.
A. Portland Cement: ASTM C150, Type I or Type IA.
B. Dry Mix: The prebagged concrete mix shall be made using a dry, preportioned, blended mix meeting the requirements of ASTM C387 for 28-day, 3,500 psi concrete.
C. Water: Water shall be clean and free from alkali and other deleterious materials. Water shall be added to each bag as recommended by the manufacturer.
A. Job Mixing: The dry concrete mix and water shall be thoroughly mixed as recommended by the manufacturer. Mixing must be done in either a mechanical mixer or in a wheelbarrow. Concrete shall be mixed and placed while fresh. Any concrete in which initial set has begun shall be wasted. In any case, the elapsed time from placement of the first batch to placement of the last batch necessary to complete a specific concrete item shall not exceed 1 hour.
B. Placing and Finishing: The fresh concrete shall be placed in the forms and rodded as necessary to remove the air pockets. The exposed surfaces of the concrete shall receive a medium trowel finish.
Concrete used for waterline thrust blocks shall be placed against the excavation in the direction of intended thrust resistance. Exposed surfaces shall only require a tamped finish.
C. Protection from Cold: The Contractor shall ensure that the air surrounding the fresh concrete be kept at a temperature above 50F for a period of 5 days after the concrete is placed.
D. Curing: If determined necessary by the CO, exposed surfaces shall be covered with plastic sheeting after the concrete has taken its initial set.

DIVISION 15 – MECHANICAL
SECTION 15010 - GENERAL PROVISIONS
A. Scope: Work under this division includes labor, materials, equipment, testing, etc., required to complete the mechanical systems work as SHOWN ON THE DRAWINGS and specified herein.
B. Drawings: The drawings indicate the general arrangement of the mechanical work. Details of proposed departures due to actual field conditions or other causes shall be submitted to the CO for approval.
The Contractor shall carefully examine the drawings and shall be responsible for the proper fittings of materials and equipment as indicated without substantial alteration. If the Contractor notices any conflicts between drawings and specifications and applicable codes, he shall notify the CO.
B. Submittal Data and Shop Drawings: Submit one copy of submittal data and shop drawings for all mechanical equipment to the Contracting Officer for approval prior to ordering or fabrication of the equipment.
C. Codes and Standards: The following shall govern the equipment furnished and installation thereof except as otherwise specified herein:
1. Electrical appliances and equipment required shall be Underwriter's
2. Laboratories, Inc., (UL) approved and listed.
3. Plumbing Systems - Plumbing installation shall be in accordance with local codes and regulations, the latest edition of the International Plumbing Code (2018), and the requirements of this specification. In case of conflict, the more stringent requirements shall prevail. State license contractors are required.
4. Electrical Systems - Electrical installation shall be in accordance with local codes and regulations, the latest edition of the NFPA 70 National Electrical Code (2017 edition), and the requirements of this specification. In case of conflict, the more stringent requirements shall prevail. State license contractors are required.
5. Well – All mechanical installations within the well casing shall be performed per the State of Colorado Water Well Construction rules 2 CCR 402-2. State license contractors are required.
6. Motors shall be rated in accordance with the National Electrical Manufacturers Association (NEMA) standards.

D. Servicing, Adjusting, Testing: The Contractor shall furnish materials and equipment required for servicing, adjusting, and testing of the mechanical systems. The Contractor shall retain ownership to all servicing and testing equipment after the servicing, adjusting, and testing is completed.
E. Pipe Testing: Piping systems shall be tested and witnessed by the COR prior to concealment.
Ensure that the test pressures which might damage fixtures or equipment do not reach such units by valving them off or otherwise isolating them during the test. Test procedures shall be as follows:
1. Domestic waterlines - 100 psig hydrostatic test (see Section 15213)
F. Flushing: Before final connections are made in the piping systems, all piping shall be blown out, rodded out, or washed out for the complete removal of all foreign material. The Contractor shall furnish all temporary connections, valves, etc., required for this purpose.

SECTION 15050 - BASIC MATERIALS AND METHODS
A. Scope: Basic materials and methods applicable to the various sections of this division of the specifications, including connecting the new treatment building to the well head and to the new water distribution system.
B. Brand Names: Certain materials and equipment in this specification are specified by manufacturer and catalog numbers. The manufacturer and catalog numbers are used to establish a degree of quality and type for such equipment and material. Should the Contractor desire to furnish other equipment and materials than those specified by name and catalog number, the Contractor shall submit copies of plans, specifications and details for review and approval prior to installation. The Contractor shall bear all costs associated with the substitutions which include the costs associated with re-approvals from the Colorado Department of Public Health.
A. General Requirements:
1. Pipe sizes SHOWN ON THE DRAWINGS shall be nominal diameter.
2. Pipe lengths on the drawings are horizontal projected lengths.
3. Pipe and fittings shall be new, clean, and free of defects.
B. Galvanized Steel Pipe and Fittings: ASTM A 53, Schedule 40. Threaded and coupled or flanged fittings, ANSI B16.
C. Polyvinyl Chloride (PVC) Pipe and Fittings:
1. Pipe: ASTM D 1785, Schedule 80 for pipe inside of Water Treatment building limits.
2. Fittings: Schedule 80 - ASTM D 2467.
D. High Density Polyethylene (HDPE): High Density Polyethylene plastic pipe shall be PE-3408 as defined in ASTM D 1248, with a minimum cell classification of 345434C in accordance with ASTM D 3350-93. The pipe shall be SDR11 (160 psi) pipe and comply dimensionally with ASTM 3035. All HDPE pipe shall bear the seal of the National Sanitation Foundation. The joining method shall be butt fusion method and shall be performed in strict accordance with the pipe manufacturer’s recommendations.

Tees, reducers, and transition fittings for making connections to galvanized steel pipe or PVC pipe shall be approved fittings as recommended by the pipe manufacturer.
E. Insect Screen for Pipe Vents and Drains: Stainless steel wire cloth, 24x24 mesh.
F. Flat Steel Suction Strainer: Zinc plated, 16-gauge, cold-rolled steel strainer with threaded end to attach to GSP pipe, Part # SSS6, as manufactured by Campbell Manufacturing, Inc., Bechtelsville, PA, (800-523-0224.
G. Pipe Hangers: Fed. Spec. WW-H-171, Type appropriate for the installation and as indicated below:
1. Hangers coming in contact with bare copper pipe shall be isolated from steel building structure with EPCO Dielectric Hanger Connector Model 38-S.
2. Single pipe hangers for uninsulated pipe and hot pipes shall be Symbol 19-400A as manufactured by Auto-Grip Division, Automatic Sprinkler Corporation.
3. Single pipe hangers for insulated pipe shall be "Insul-Speed" by Auto-Grip Division, Automatic Sprinkler Corporation.
4. Suspended pipe shall have adjustable pipe hangers. Chain or perforated strap hangers will not be permitted.
H. Electric Heaters: Stainless Steel electric heaters with thermostat and output greater than 15,000 BTuH and compatible with the building electrical service shall be installed in the treatment building as SHOWN ON THE DRAWINGS. Wall mounted unit heaters shall be designed to be used in treatment buildings and to withstand corrosion from Chlorine.
A. Piping: Install piping without springing or forcing, and clear all windows, doors, and other openings. Excessive cutting or other weakening of the building structure to facilitate piping installation will not be permitted.
Provide sufficient swing joints, anchors, expansion loops and/or devices necessary and install so as to permit free expansion and contraction without causing undue stresses. Make all changes in direction with fittings. Support piping independently of all equipment so that its weight shall not be supported by the equipment.
Install vertical risers plumb and straight, horizontal lines parallel with walls and partitions.

Provide shut-off valves and unions suitably located, to isolate each item of equipment, branch circuit, or section of piping.
Provide drain valves at all low points of each system to enable complete drainage.
Cutting pipe for closure or other reasons shall be in a neat manner by methods which will not damage the pipe.
Field-cut ends shall be squared off by grinding or filling; ends shall be reamed with all chips and flakes removed; push-on joint end shall be beveled.
Field-cut threads or machined joints shall be made with sharp tools and equal to sharp finished ends.
When work is not in progress, securely close open ends of pipe and fittings.
Lay pipe up-grade with bells facing the direction of laying.
Joint deflection, if allowed, will be in accordance with the pipe manufacturer's recommendations.
Provide dielectric (insulated) couplings when dissimilar metals are joined.
Patch locations where water lines previously entered facilities. Caulk and paint location to match exterior siding. Repair interior of the penatrations also.
B. Hangers and Supports: All piping shall be adequately supported from the building structure by means of hangers and supports to prevent sagging, pocketing, swaying, or displacement. Piping shall be supported to maintain required grading of mains, to prevent vibration, and so arranged as to provide for expansion and contraction.
C. Cutting and Patching: The Contractor shall be responsible for all cutting and patching of new and existing work necessary for the completion of the work under this division. No cutting shall be done without the approval of the CO as to location, method, and extent of cutting.
Patching in every instance consists of completing the work to match and blend in with the adjoining existing work insofar as methods, materials, colors, and workmanship are concerned.
Patches which are clearly obvious on completion will be rejected and ordered redone.
D. Exterior Piping (Buried): Galvanized steel pipe shall be used for any portion of buried water line extending above ground.
Pipe sleeves, when SHOWN ON THE DRAWINGS, shall be adequately sealed against water intrusion.

E. Electric Heaters: shall be securely wall mounted and meet manufacturer recommended clearances and installation instructions. Thermostat shall be placed at eye level wall mounted in building unobstructed.

SECTION 15100 - VALVES, SPECIALTIES, AND ENCLOSURES
A. Description: Furnishing and installing valves, specialties, enclosures, and material related to their installation at the locations SHOWN ON THE DRAWINGS.
PART 2 - PRODUCTS
A. Curb Stops: Curb stops shall be ball-type valves, bronze construction, Buna-N rubber seals and seats, threaded end connections, threaded body for Minneapolis pattern valve box. Ford B11-333M (3/4"), B11-666M (1-1/2"), and B11-777M (2"), as manufactured by Ford Meter Box Co., P.O.Box 443, Wabash, IN 46992 (219-563-3171) or approved equal.
B. Ball Valve: Ball valves shall be True Union, PVC body, threaded connections, EPDM “O” ring seals, as manufactured by Spears Manufacturing or approved equal.
C. Check Valves: Spring-loaded, conical disc check valve. Check valve shall be the silent type and operate correctly in the vertical or horizontal position. Valve shall have stainless steel guide rod and spring, brass disc, threaded ends.
Provide Watts Series 007 “Double Check Valve, as manufactured by Watts Industries, 815 Chestnut St., North Andover, MA 01845 (www.wattsreg.com), or approved equal.
D. Constant Flow Regulator: Flow regulator, bronze body, 1-1/2-inch Female NPT end connections, regulates flow at 8.0 gallons per minute. Provide Griswold Controls flow regulater Model 3531 (Form F-2989). Model may be modified upon results of well testing and potential award of option items for well.
E. Hose Bibs: ½-inch, single faucet without threaded connection, rough brass body.
F. Valve Boxes: Valve box construction and materials as SHOWN ON THE DRAWINGS.
G. Valve Operators: Operating rods, keys, wrenches, and special tools required to operate valves and open service box lids shall be standard commercial types. Fabricated rods, keys, wrenches, and/or tools shall not be supplied unless approved by the CO and if standard commercial types are not available.
H. Pressure Gauges: General service type; 3-1/2 inch diameter white dial; minimum range of 0 to 100 psig; standard glass, corrosion, weather, and dust resistant case; 316 s/s bourdon tube and tip material, 1/4 inch NPT lower convection, stem mounted, Ashcroft No. 1009 or approved equal.

I. Meter: The meter shall be a disk-type, in-line meter, with lead-free bronze housing, hermetically sealed register, molded thermoplastic measuring chamber with tamper-resistant features. Meter size shall be 1.0".
Meter shall be rated for an accuracy of + 2 percent of actual flow between normal operating range of 1 to 50 gallons per minute. The meter shall be supplied with unions. Provide Neptune Model T- 10, Neptune Technology Group, Tallasee, AL 36078 (800-633-8754) or approved equal.
A. Install valves at locations SHOWN ON THE DRAWINGS.
Valves buried in the ground shall be installed with galvanized steel pipe on both sides as SHOWN
ON THE DRAWINGS.
Install valves on horizontal pipelines with stems vertical and pointed upward. Install valves on vertical pipelines with stem pointing toward direction of access.
B. Install valve boxes with all buried valves as SHOWN ON THE DRAWINGS.
C. Supply two of each special key, wrench, or tool required for opening valve box lids, operating valves, or for other uses required by the type of valves and valve boxes installed.
D. Pressure gauges shall be installed with a gauge cock between the supply piping and the elastomeric bladder.
E. The water meter shall be installed with standard pipe unions at each end.
F. Install all other equipment in accordance with manufacturer’s instructions and as SHOWN ON THE
DRAWINGS.
G. Set pressure relief valve to 75 psi unless directed otherwise by the COR.
H. Flush, pressure test, and disinfect all water treatment piping and equipment in accordance with
Section 15213, 3.03 and 3.04.

A. Installation: Trenching shall be performed in accordance with Section 02221. Pipe shall be installed in accordance with Section 15050, the manufacturer's installation guide for the type being installed and as SHOWN ON THE DRAWINGS.

The Contractor shall locate components near building walls in a manner that maximizes useable building floor space while maintaining easy access for operation and maintenance of the system.
