MEMORANDUM FOR RECORD

SUBJECT: Pre-Proposal Meeting Minutes – Solicitation No. 1282AT20R0003, CLRD, Fort Collins Admin Storage Building

1. The table below reflects the queries raised during the pre-bid meeting held on 7 July 2020 and any questions asked by potential bidders outside of the meeting as of the date of this letter.

1. Does there need to be wall sheathing under the T1-

11 siding?

Yes, please include this in you bids.

2. Will power be available? Yes power will be available from an adjacent building.

3. Can the site be visited again before the bid deadline to allow an engineer to inspect the existing slab and footings?

Yes. Please contact Steve Wood steve.wood@usda.gov or Michele White Michele.white@usda.gov with at least 24 hours’ notice. The same applies to interested offerors who did not attend the pre-bid meeting.

4. Will there need to be a ramp into the building? No.

5. Will the Forest Service be responsible for moving all of the items stored around the slab?

Yes, the Forest Service will remove everything on the slab and within 40 feet of the slab.

6. Is OSHA 10 certification required? No.

7. Section C.2 Page 8 of 30 states Contractor is to re-use existing cast-in-place concrete foundation.

Further, Section C.2.1 requires the Contractor to design and engineer the structure for Government approval. Site inspection confirmed existing threaded anchor bolts for previous structure foundation are present but many are bent over, corroded and have +/-2" exposed. Government does not appear to have as-built drawings for this foundation confirming depth, thickness, reinforcement and anchor bolt length. This information will be needed by the Contractor's Structural Engineer to complete and stamp the design calculations for wind and snow load, etc...

Because the Government intends to evaluate all proposals on an equal footing ('apples to apples') without knowing exactly what will be required to do or add to the existing foundation required by the Contractor's P.E. until the project is awarded, shall each Bidder use an engineering allowance established by the Government to address this unknown condition? See Photos.

It is intended for the contractor to conduct whatever investigation is needed to determine the structural integrity of the existing foundation.

The anchor bolts were discussed at the pre-bid meeting and the contractor has the option of using the existing bolts (if deemed structurally acceptable) or drilling and epoxying new anchor bolts.

The contractors bid should include an allowance for all required engineering.

8. Does the new building require gutters and downspouts?

No gutters or downspouts are required.

9. SF 1442 Section 12a. requires P&P Bonds and Section 13 requires Offer Guarentee whereas Section H Item 7.1 states bonding is not required.

Please verify if a 20% Bid Bond for all Bidders and 100% Payment and Performance Bonds are required for the selected Contractor.

Item 7.1 is an error. This project does require bonding for bids over $30k. If the bid amount is over $30k, offeror should submit a bid bond that is 20% of the bid value in response to the solicitation and 100% if awarded the contract. To accommodate the delayed response, the proposal due date is extended to 5 August 2020.

10. Please clarify if the (4) overhead doors are to be located on the same side of the building or if there will be two doors on either side allowing for vehicles to drive through.

Yes the doors are all o the same side of the building.

11. Please confirm that building design will be completed after the project is awarded.

Yes the design will be completed after award.

12. Please confirm last day for questions. Original Response: Last day was 07/29/2020 with the extension to the proposal due date of 31 July 2020.

Updated Response: Since the solicitation due date is extended to 5 August 2020 under amendment 0002, the new cutoff for questions and answers is 3 August 2020 NLT 1300.

2. The meeting ended with the opportunity for contractors to ask any additional questions. There were no additional questions raised from the attendees.

3. The cutoff for questions pertaining to the subject solicitation is Monday, 3 August 2020 NLT 1300 MT. All inquiries must include the solicitation number in the subject of the email. Emails MUST be sent to BOTH the CO and COR. Please note that this pre-bid meeting was not mandatory so all participating offerors may submit questions up to the date shown above. All questions and answers will be shared with all offerors for consideration.

4. Proposal are due by Wednesday, 5 August 2020 NLT 1500 MT.
