BLANKET PURCHASE AGREEMENT
Heavy Equipment Rental
1. Background
The Rio Grande National Forest (RGNF) requires competitive sources for the rental of heavy equipment (without operator) for use by our road and trail crews for the summer season. The equipment will be used primarily for maintenance and some reconstruction of high altitude trails and dirt roads as well as maintaining facilities and campgrounds throughout the Forest.
Delivery and pick up site: Vendor will be required to deliver and pick up equipment at the Administrative Site, 0291 County Rd. 26, Monte Vista, CO 81144.
Forest Service (FS) may use the equipment on other Forests as work becomes available.
The FS will haul the heavy equipment to work locations within the rental period using a dump truck and low-boy trailer. The trailer used for hauling the heavy equipment is rated at 50,000 pounds.
The heavy equipment must meet the size and weight specifications compatible with this type of transport.
Loss, Damage Destruction or Repair: See Provision 452.237-70 Loss, Damage, Destruction or Repair. (FEB 1988)
Inspection of equipment: Delivery and pickup will occur Monday – Thursday, 8:30am – 4:00pm, as pre-and post-inspections of equipment will be required.
The RGNF seeks to streamline the acquisition process by taking advantage of strategic procurement for renting heavy equipment such as graders, backhoes, excavators and mini-excavators.
2. Description of Agreement
The Blanket Purchase Agreement (BPA) will utilize Schedule of Items and the equipment specifications to define the requirements of the equipment needed for each call placed.
Vendor shall furnish the equipment, when requested by authorized Forest Service personnel.
Rental period: Between April and November of each year. Minimum rental period of one month to maximum of six (6) months. BPA calls for rental of equipment are not guaranteed, but based on need and available funds for the season.
Rental insurance: The Government is self-insured and will not pay additional rent insurance.
Any regular equipment maintenance or wear and tear repairs will be the expense of the Contractor/equipment owner.
Multiple awards may be made under this BPA.
Equipment downtime: In the event the equipment breaks down, contractor will be required to repair the equipment within 48 hours of notice of equipment failure. If equipment cannot be repaired, the contractor will be required to replace the equipment with a replacement unit that meets the same specifications within one week of determination of non-repair.
