1. Please confirm all personnel planning to work onsite for this project shall complete the two hour NBAF Site Security and Safety Orientation training.

a. Currently, we do not required visitors to do training if they are escorted by a badged contractor.

2. Will a project exemption certificate be provided for tax exemption purposes?

a. An exemption will be requested.

3. Regarding calendar invites mentioned in the scope of work, how often is the

USDA expecting these to be distributed and to approximately how many people shall the invite be distributed to? This will help in figuring correct management time into proposal costs.

a. Calendar invites need to be sent when contractor is working on-site. This maybe distributed to around 15 people.

4. Scope of work section 3.4.1.2 states “The equipment needs to be working to the original NBAF design capabilities…”. Please provide more information on what the NBAF design capabilities are. Further, can USDA provide the original startup, commissioning, and operations reports from the original installation (for proper sequence of events)? Further, with this equipment, there is not an Arc Flash sticker indicating an arc flash assessment had been conducted, therefore, the work will need to be done in a de-energized state.

a. Since the whole system is Schneider Electric (Square D) equipment, the contractor needs to work with Schneider Electric to provide the NBAF campus with all manufacturers design capabilities. USDA will LOTO the equipment. USDA will give permission to the contractor if they provide us a signed NDA for the staff that will view the documents.

5. Regarding scope of work section 3.4.1.6, are redline as-builts and generic diagrams acceptable or is the USDA expecting CAD drawings and BIM files to be updated. Will USDA supply existing as-builts, diagrams and equipment lists?

This information will be needed to update electrical and control drawings to make any changes to or reference for verification that terminations of conductors are where they were to be landed by design.

a. At this time redline as-built drawings are acceptable. You should have the current set but if you need any more USDA will provide them.

6. Will USDA utilize a “sign off” or checklist sheet to verify commitments have been met for this project? If so, please provide a copy.

a. At this time USDA doesn’t have a checklist but the contractor will need the POC/SME review the contractors work before equipment is closed.

Also, provide service report and/or commissioning report of all the items on the PWS before we accept the work.

7. Regarding Section 5.0, please clarify what is meant by “or equivalent”. Are the contractor personnel required to be factory trained? Or can the contractor provide past performance information demonstrating capability to perform the installation and commissioning of this project if not factory trained?

a. The contractor can provide past performance information demonstrating capability to perform the installation and commissioning of this project if not factory trained but the contractor needs to follow all manufacturer installation and commissioning procedures. Programming and final commissioning needs to be done by Schneider Electric or a letter in writing that they approve another company to provide the work.

8. How much programming has been completed on the existing system? Please provide programming documentation from start-up and commissioning activities.

a. Zero on-site programming.
