Re: RFQ 127EAX21Q0012 BAER Gates Project Award Announcement

Dear Participant:

The purpose of this letter is to provide notice of award for Request for Quotations (RFQ), referenced above, for the Tonto National Forest, BAER Bush & Central Fire Gates.

Eight (8) offers were received in response to the RFQ posted to BetaSam on April 8, 2021. A Technical Evaluation Panel (TEP) was set up to review submitted offer in accordance with criteria set forth in FAR 15.101-1:

15.101-1 Tradeoff process.

(a) A tradeoff process is appropriate when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror.

(b) When using a tradeoff process, the following apply:

(1) All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation; and

(2) The solicitation shall state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.

(c) This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The perceived benefits of the higher priced proposal shall merit the additional cost, and the rationale for tradeoffs must be documented in the file in accordance with 15.406.

and Section M of the solicitation:

SECTION M – EVALUATION FACTORS FOR CONTRACT AWARD

M1.0 Basis for award: Offers will be reviewed for conformance to the requirements of this RFQ. Award will be made based on the Lowest Price Technically Acceptable (LPTA) offer that meets or exceeds the acceptability standards for technical factors. Failure to provide adequate information for Technical factor a, will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.

Under LPTA:

1. Evaluation factors and significant subfactors that establish the requirements of acceptability shall be set forth in the solicitation.

2. Tradeoffs are not permitted.

3. Offers are evaluated for acceptability but not ranked using non-cost/price factors.

M2.0 TECHNICAL CAPABILITY REQUIREMENTS:

Technical Capability shall be submitted in the form of a statement or document that demonstrates the contractor’s capability to perform the work to meet or exceed the requirements of this solicitation.

In order to meet the Technical Capability Requirements, offers shall address the following factors:

Factor a - Provide specific written information that an evaluation team can gain a better understanding of your firm’s ability to install double gate at an intersection in accordance with the requirements of this solicitation specifications. You may provide your own drawings, illustrations, documents, or photos to support your capability to perform the work.

Factor b – Provide specific written information of your firm’s ability to acquire the gates required for this project, if you were awarded this project.

Past Performance is required to be submitted for any federal procurement. List similar projects within the last 3 years that demonstrate the contractor’s capability to perform the subfactors in the technical requirements. Past performance is necessary for the Contracting Officer to determine the contractor has the past experience necessary to perform the work. Past performance will not be used to determine Technical capability acceptability requirements.

Offerors may provide your own drawings, illustrations, documents, or photos to support your capability to perform the work.

M3.0 Price – Competitive offers will establish price reasonableness. Therefore, when contracting on a firm-fixed-price basis, comparison of the proposed prices will satisfy the requirement to perform a price analysis (cost analysis need not be performed). Contracting Officer intends to award without discussions, offerors shall provide their best prices up front. Lowest price will serve as a final determining factor for award under LPTA.

(When the Contracting Officer considers Past Performance as an additional evaluation factor, it shall be evaluated in accordance with FAR Subpart 15.305).

The Contracting Officer reviewed all of the TEP’s work in assessing each offer, then the recommendation for award and the following offer was determined to be best value for award:

PG&E LLC, 102 S. Madison Avenue, Yuma, AZ in the amount of $ 129,325.00

Item Numbers: 1, 2, 3, & 5 $ 99,940.00 Additive Items: $ 29,385.00

Total Price $129,325.00

Upon receipt of this email document, you will have been provided the award debriefing. If you desire an additional debriefing, you have three-days after receipt of this notice to make that request.

The Government appreciates your participating in this procurement and looks forward to your involvement in future federal procurements. If you have any questions, please contact the undersigned by email or by phone

Sincerely, /s/ Michelle Bahr
