REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW23R0018 - STF Window Replacements

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – RFI#3 Indicated some blinds being in poor condition based on pictures. Were there any pictures published of the interior conditions, such as trim and the blinds? All we saw were the pics from exterior. If there weren’t any interior pics published, is it possible to get a few showing typical conditions of existing trim/finish around current windows?

USFS Response – Photos of “typical” indoor conditions will be provided by COB, Friday April

14th.

RFI #2 – Govt. has specified the rate of 5 gph/ft2 for 15 minutes. Will spraying windows with shower setting on nozzle attached to end of garden hose be sufficient or does govt. require a spray bar rig with multiple nozzles at locations spaced horizontally and vertically?

USFS Response – A spray bar rig will not be required. A nozzle attached to the end of a garden hose is sufficient provided the resulting flow rate meets the specified testing flow rate.

RFI #3 – Is the water for this testing to be govt or contractor supplied and if govt supplied, is the water suitable for this use?

USFS Response – Government-supplied suitable water sources are located within 100ft of each building.

RFI #4 – Will contractor be allowed to isolate the window with plastic and tape during testing to insure only the window and installation are being tested and not the siding around the window?

USFS Response – The minimum exposed area for testing shall include the window, trim, and any seams between the new installation and existing siding.

RFI #5 – Is there Lead Based Paint on the trim being removed on any of the buildings?

USFS Response – Top coats of paint on all window trim are not lead based, however there is a possibility of the presence of lead based paint beneath these coats. The Contractor shall be responsible for testing for lead based paint. If lead based paint is discovered on the window trim to be removed, the Contractor shall notify the Government prior to conducting work to determine an appropriate course of action.
