REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES
127EAW23R0018 - STF Window Replacements
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Are the additional building that are in the option at the same locations that are named in the statement of work? And where would I find this information in the SOW.
USFS Response – Optional work items are located at buildings within the Groveland Ranger
Station compound. This includes barracks number 1001, 1006, 1014, 1015, and 1404. The
Quarters Window Replacement Plans include an area map on sheet G-03 which identifies the location of each facility included in this contract. Additional details on the optional work items are found on sheet C-04 through C-07 within the plans.
RFI #2 – Is there a window spec?
USFS Response – Please refer to the Statement of Work for specifications relating to this project.
RFI #3 – ARE THE EXISTING WINDOW BLINDS TO BE REINSTALLED OR ARE THEY
BRING REPLACED. THEY LOOK IN PRETTY BAD SHAPE FROM THE PICTURES.
TAKING THEM DOWN AND TRYING TO PUT THEM BACK UP COULD CAUSE DAMAGE
TO THEM THAT THE GOVT WILL MAKE THE CONTRACTOR RESPONSIBLE FOR. IS IT
POSSIBLE TO INSPECT THEM BEFORE THEY ARE TAKEN DOWN TO DETERMINE IF
THEY ARE IN A CONDITION TO BE REUSED?
USFS Response – Existing window blinds are to be removed and reinstalled. If blinds are in a condition that will not allow reinstallation, the Contractor shall notify the Government and the
Government will furnish workable blinds for installation by the Contractor. At the Contractor’s request, a pre-work inspection of blinds can be made to document existing conditions.
RFI #4 – Is it govt. intention for contractor to reuse existing exterior and interior trim or replace?
USFS Response – The Contractor shall furnish and install new exterior and interior trim in accordance with Specifications 06200 Finish Carpentry.
RFI #5 – Color indicated in SOW is white. Just want to confirm that is desired color for both int/ext. of windows.
USFS Response – Confirmed, interior and exterior of all windows to be white.

RFI #6 – SOW 1.01 B indicates “flanged type windows:” which will likely require siding modification. Are remodeler type windows acceptable in 1014 and 1015 since there is suspected to be ACM? (This could reduce ACM impact)
USFS Response – CHANGE: Replacement type windows in lieu of flanged type windows are acceptable.
RFI #7 – SOW 3.02 A requests testing to be done with window manufacturer’s representative present. Is this cost impact factored into govt. estimate?
USFS Response – CHANGE: A manufacturer’s representative will not be required to be present during testing. The Government shall be notified 5 business days in advance of testing to allow a
Government representative to be present. Testing shall be performed in reasonable quantities – all windows on one building shall be tested during the same occurrence unless otherwise approved. If retesting is required following correction, single window testing occurrences shall be permitted.
RFI #8 – SOW 3..02 A 1, requests “Test: Conduct in accordance with AAMA 502” That would require 3rd party testing, specialized equipment and may end up costing as much as the vinyl sliders. Is this cost impact also figured into govt. estimate?
USFS Response – CHANGE: In lieu of testing in accordance with AAMA 502, the following procedure will be permitted:
Water penetration testing is conducted by spraying water on to the exterior face of the assembly at the required rate of 5 gph/ft2. During testing, the interior face of the test area is inspected for water leakage. Testing continues for 15 minutes.
All other manufacturer (non-field) testing requirements shall be held.
