SECTION C-DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Wild Horse and Burro Veterinary Care BPA 2021
The Wild Horse Program on the Carson National Forest (NF) will require veterinary services.
We regularly require veterinary services during processing wild horses or burros for adoption and sale. Processing consists of aging the animals, collecting blood samples for Coggin’s Test, administering vaccinations, and performing castrations on stallions and jacks. Other veterinary services are occasionally required such as performing certification of health and responding to emergencies either in person or by phone. Due to the potential requirements in various locations, in the instance that the BPA contractor cannot meet the needs of the Government, a non-BPA awarded vendor may be used on a case by case basis to meet the Government’s needs.
The wild horses are primarily gathered from the two Wild Horse Territories (WHT) on the Carson National Forest, the Jicarilla WHT on the Jicarilla Ranger District and the Jarita Mesa WHT on the El Rito Ranger District. The horses are usually transported to the Southwest Region Wild Horse Admin Site at 7 road 5050 Bloomfield NM (Bloomfield corrals).
Occasionally there is a requirement for veterinary services at the short-term holding corrals at the El Rito Ranger District office in El Rito NM.
In some cases the Carson NF will receive wild horses or burros from other National Forests and make them available for adoption at the Bloomfield corrals. Those animals could require full or partial processing and may require incidental veterinary care while residing in the care of the Carson NF.
The regular requirements for veterinary services will be at the Bloomfield corrals where there are several configurations of holding and training pens. There is an alley that funnels into a hydraulic veterinary chute specifically designed for wild horses. The Forest Service Wild Horse and Burro (WHB) team will provide personnel to move animals into the chute and restrain them while the doctor works.
Veterinarians are welcome to provide additional personnel such as veterinary assistants, or even veterinarians training for wild horse work.
The work is dangerous and there are occasions when personnel get injured. The wild horses and burros could be expected to strike, kick, bite, and otherwise thrash in the chute regardless of the restraint provided. Prospective contractors wishing to perform regular processing service need to have five years of experience working extensively with wild horses that have been recently captured from the range. Less than five years’ experience is acceptable if the prospective contractor has processed over 200 recently trapped wild horses. If additional licensed veterinarians are attending, they could be billed as either wild horse experienced DVM or DVM in wild horse training.
In the case of irregular service requirements in other localities or when an experienced wild horse veterinarian is not available, the Forest Service will still need to procure service from a willing veterinarian licensed in that state who also maintains any required Mobile Facility License and Controlled Substance License and DEA number.
Prospective contractors need to be able to make farm calls to the location the Forest Service requires them within two weeks of the request. One-week delays for inclement weather which makes it impossible to process horses will be acceptable. Calls for emergency or urgent care need to be accommodated within 12 hours of the request after phone consultation within 6 hours of the Forest Service calling. After hours emergency call fees would be authorized for unscheduled farm calls after 5:00 pm and before 8:00 am.
The amount of veterinary service required is dependent on the numbers of wild horses and burros removed from National Forests lands each year. The numbers removed from the Carson NF is expected to be about 100 horses per year until the free roaming populations begin to get under control. Burros removals from the Kaibab NF are expected to be at 70 per year for several years until the free roaming populations begin to get under control. Federal budgets and priorities can be expected to fluctuate, and, in some years, less than 25 horses or burros could be processed.
The volume of the irregular work such as euthanasia, emergency calls, and animal exams are unknowable however one or two a year of each could be expected. For the attached Schedule of Items a “Large Animal Examination” would be expected to address the reason of an unscheduled urgent or emergency call, and does not necessarily indicate a need for a full body routine examination. Health certificates are requested when horse and burros get transported into or out of New Mexico which happens on average 5 times a year.
Forest Service fleet horses which are trained and used to administer grazing allotments and various recreation projects, will be overwintered at the Bloomfield corrals opportunistically and they may require veterinary services as well.
