SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 SCOPE OF CONTRACT

The intent of this contract is to secure forestry related services to perform fuelbreak maintenance activities on 84 acres of mixed chaparral shrub lands adjacent to the Los Piños CCC Camp and El Cariso Village (2 units) AND fuelbreak construction activities on an additional 71 acres of mixed chaparral shrub lands adjacent to El Cariso Village and along South Main Divide Rd (3 units) just east of Elsinore Peak , in eastern orange and western Riverside Counties, California and within the Trabuco Ranger District of the Cleveland National Forest. Contractor activities include cutting of live and dead shrubs with chainsaw, hand piling activity slash in addition to any existing dead and down woody debris; and covering piles with kraft paper.

One optional item is included in the contract for completing a foliar application of herbicide on 106 acres during a second entry within one year of completing cutting and piling tasks. Herbicide application would be confined to units LC-4,6,10,11. Award is dependent on contractor price and available funding.

Services would be performed Fall 2021.

Contractor Responsibility: The Contractor shall provide everything--including, but not limited to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government.

C.2 Project Location & Description Location: The Project is located on the Cleveland National Forest, Trabuco Ranger District.

The project area includes 4 units totaling 106 acres located within the Upper San Juan Creek Watershed, located along Long Canyon Road, in east Orange County, Ca.

Legal Land Description: Section(s) 18-20 T6S. R5W. San Bernardino Baseline and Meridian.

An additional 2 units totaling 48 acres are located within Upper San Mateo Creek Watershed, located along South Main Divide Road, in western Riverside County, Ca.

Legal Land Description: NE ¼ Section 1 T7S. R5W., N ½ Section 6 T7S. R4W., SE ¼ Section 31, T6S. R4W. San Bernardino Baseline and Meridian

Driving Directions Long Canyon Units: From the intersection of I-15 and SR-74, head west through the city of Lake Elsinore for 4.4 miles, turn left onto SR-74 for 6.5 miles, Turn Right onto Long canyon Road for 1.7 miles and arrive at the Los Piños CCC camp entrance 9 (LC -4).

The remaining units are located back along Long Canyon Road.

Unit Description: LC-4 surrounds the Los Piños CCC Camp. Shrubs and Oak woodlands have been treated prior in 2007 and 2010. Shrub height is generally < 6 feet. Elevation is 3,000 feet and slopes are generally < 35 percent. LC-6 and 10 are downhill, north of Long Canyon Rd and just west of El Cariso Village. LC-6 was treated in 2011 and in 2019. Shrub heigh in LC-6 < 4’, slopes generally < 35 percent. LC-10 has seen treatments along its western half, but acres directly adjacent to the private property line have gone untreated. Shrub height < 6 feet. Slopes are all < 35 percent. LC-11 has not been treated prior. It is located to the south of Long Canyon Road and extends 50’ out from the road edge. Slopes are subtle and shrub height is generally < 6

ft. Unit boundaries which are not defined by the roadway will be designated with blue flagging placed eyesight apart. 2 pieces of flagging will be tied on abrupt changes in boundary direction.

Driving Directions South Main Divide Units: From the intersection of I-15 and SR-74, head west through the city of Lake Elsinore for 4.4 miles, turn left onto SR-74 for 5.1 miles, Turn Left onto South Main Divide Road and follow it for 6.2 miles till you arrive at SMD-6.

Unit Description: Units run parallel to South Main Divide Road extending 150’ from the edge of the road shoulder on both sides, uphill and downhill except for the southern boundary on SMD-6 which is 100’ feet from road shoulder to keep treatments outside the designated San Mateo wilderness. Shrubs, generally < 8 feet in height, have not been treated prior. Unit is located along the upper portion of the slope at 3,200 feet in elevation. Topography on the unit varies, however the majority of the slopes are under 35% with a moderate number of short runs to 55 percent, and very little ground with short pitches in excess of 55 percent. Boundaries which do not coincide with the road will be delineated with blue flagging placed eyesight apart. 2 pieces of flagging will be tied on abrupt changes in boundary direction.

Exclusions (non-work areas): Control areas, if present; and limitations on work performed will be noted in C.5 and boundaries delineated on the ground by with pink and black checkered flagging. If alternate colors are used to distinguish between control areas, colors will be known to contractor prior to commencement of work.

Accessibility: Project areas can be accessed from established highways and forest system roads as seen on the contract area maps. Project areas are accessible with a 2-wheel drive passenger vehicle, pickup truck, or van. Contractors vehicles shall be parked on public roads and units’ access through National Forest land unless access through private property is arranged by Forest Service prior to use.

Any prospective contractor desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing from the Contracting Officer soon enough to allow a reply to reach all prospective contractors before the solicitation closing date. Oral explanations or instructions given before the award of a contract will not be binding.

C.8-2 Specifications C.8-2.1 Chaparral Fuelbreak Construction and Maintenance C.8-2.1.1 Thinning of Shrubs and Small Trees w/ Chainsaw – Cut and sever ALL dead shrubs.

Additionally, cut and sever below the lowest live limb 75 percent of live shrubs in an irregular fashion.

Leave untreated islands which represent the pretreatment species composition, generally no greater than 0.25 acre in size, in an irregular pattern and shape distributed randomly throughout the unit.

Islands, as well as unit boundaries, should have a wavy form or outline to provide a natural appearance.

Tree form oaks such as coast live oak, regardless of size shall not be cut.

Manzanita is the preferred leave shrub species but may be cut to meet targeted shrub cover removal. Leave shrubs of any species shall not be pruned or limbed to create an unnatural appearance.

Shrubs shall be severed below a 4-inch height.

Dead or otherwise hazardous trees within the Fuelbreak boundary shall be cut regardless of dbh.

C.8-2.1.2 Pile Location - Piles shall be at least 15 feet from shrub islands, the drip line of residual trees and the project boundary unless approved by the COR.

Slash shall be bucked to 4-foot lengths to facilitate tight piles.

C.8-2.1.4 Pile Size – Unless approved otherwise by the COR in writing, maximum pile size shall be 10 feet in diameter by 6 feet in height, and minimum pile size shall be 5 feet in diameter by 3 feet in height at the time of final inspection.

C.8-2.1.5 Pile Covering – All constructed piles shall receive one – (1) 4-foot-wide by 6 foot long sheet, or multiples sheets to cover 60 percent of the surface area, whichever is greater; of 70 wt. Kraft paper at the 2/3rd depth of the pile.

Contractor shall pile additional material (top third) on top of the Kraft paper to prevent paper from moving off the pile by environmental conditions.

On hillsides, paper shall be shifted to downhill side of pile to allow for ease of ignition.

C.8-2.1.6 At Second Entry, Apply Herbicide to Sprouting Shrubs

a. Herbicide application will be performed utilizing a backpack sprayer with foliar hand wand to target sprouting shrubs species 1-year post hand treatment.

b. The contractor will supply all herbicide mixtures and spraying equipment as part of the cost of the crew. The herbicide will most likely be a California registered solution of imazapyr (ex. Polaris or Habitat). An herbicide using the active ingredient triclopyr (ex. Garlon 3a, Vastlan) may be used in parts of the contract area to avoid impacts to non-target plant species – especially oak trees. The herbicide solutions will be mixed for a low volume foliar application for backpack sprayers as directed by the product labels.

c. The herbicides will be mixed according to the product label with a methylated seed oil surfactant (ex. MSO, JBL oil plus) and a registered marking dye. No diesel or other petrochemical based surfactants may be used. The formulation used must have final approval by the COR and will be mixed to label specifications for low volume foliar application.

d. Herbicides will be applied according to label direction. For imazapyr this will mean covering the crown of the plant and approximately 70% of the total plant surface.

For triclopyr, sufficient spray volume to obtain uniform coverage of all foliage, stems and root collar will be applied to all target plants.

e. The contractor will follow all Local, State, and Federal laws applicable to herbicide/pesticide application in forestry/wildland settings. These included laws related to having proper storage (leek-proof) containers for transportation and spill kit, licensed pesticide applicator, conducting or supervising the mixture, and application of herbicides in the project area, ensuring that proper safety gear is provided and used by workers.

f. No herbicides will be mixed, nor will any spray equipment be rinsed or cleaned, within 150 feet of surface waters. Herbicides will be mixed over some type of spill apron or impervious service to prevent the spill of full highly concentrated chemicals.

g. Any spills will be cleaned up immediately and will be reported immediately to the COR for required notifications and reporting.

h. No spray activities would be allowed if wind velocity were to exceed 5 mph.

i. Herbicide treatments will not occur within 100 feet of sensitive plants. These areas will be marked by the Forest Service prior to treatment.

j. No herbicide application is permitted if precipitation is occurring or imminent within

24 hours.

k. Herbicide mixing will not take place within 150 feet of water or stream channel.

l. Herbicide treatments with imazapyr will not occur within twice the dripline (distance from edge of canopy to trunk) of any oak tree.

m. The contractor must report to the Forest Service and the total amount of herbicide mix applied (including water) and chemical formulation and location applied detailed for each day. These totals can be presented in one summary report at the end of treatment.

C.8-3 Contractor-Furnished Equipment Unless otherwise specified herein, the Contractor shall provide all labor, transportation, materials, and equipment necessary to perform the work as described herein.

The Forest Service anticipates the use of chainsaws and manual labor to complete the tasks stated under C.8-2.1

C.8-4 Government-Furnished Property See Section G.

C.8-5 Public Safety A safety plan will be discussed with Contractor upon award and may vary on complexity and proximity to high use areas.

Project areas are located along paved roads, near residential areas, near popular recreation areas, and along power line roads with live wires. Therefore, warning signs, flaggers, and/or other safety precautions, dependent on operations, shall be employed by the contractor to ensure public and employee safety. Warning signs must meet standards set forth in the California Manual on Uniform Traffic Control Devices.

C.8-6 Salvage Rights No salvage rights exist under this contract.

C.8-7 Road Maintenance Road maintenance is not required. All roads shall remain open, unobstructed, and free of trees and/or slash at all times during the Contractors’ operations. Any damage caused by contractors’ activities to gates, drainage structures or deleterious roadbed re-shaping shall be repaired at the contractors’ expense and under the direction of the Contracting Officer
