About this file
This document is a set of Questions and Answers (Q&A) related to Solicitation 127EAS24Q0029 for janitorial services at the Sierraville Ranger District. The key details are:
The incumbent contractor is currently providing services under Contract 127EAS21C0034, which includes another location not part of the current solicitation. No bonding is required, but there are insurance requirements. Offerors are advised to review the USDA's Designated Biobased Products List to ensure proposed products meet the stated standards. A non-mandatory site visit is scheduled for April 4, 2024, and all work must be performed during the ranger station's operating hours when Forest Service employees are present. This is not a lowest price, technically acceptable procurement; award will be based on the vendor demonstrating responsibility. The work requires routine service 3 times per week, with specific task frequencies at the contractor's discretion to meet performance requirements. No separate past performance documentation is required beyond responding to relevant questions in the Capability Questionnaire attachment.

Q&A for Sierraville Janitorial, Solicitation 127EAS24Q0029
Q1: Who is the incumbent and what is the annual cost to the government at this present time.
A1: Services have been provided at this location under contract 127EAS21C0034. The previous contract includes another location that is not part of the current solicitation effort. You can access publicly available award information on SAM.gov or FPDS.gov.
Q2: I looked up the old contract 127EAS21C0034 on SAM, but it has another office on it in Truckee, is this part of the contract?
A2: Services have been provided at this location under a previous contract that included the Truckee office. That office is not part of the current solicitation effort. This solicitation and resulting contract are for the Sierraville Ranger Station only.
Q3: Is bonding required?
A3: No bonding is required. There are insurance requirements listed in the solicitation.
Q4: How do I know if my products are acceptable as bio-based?
A4: You can view the Department of Agriculture (USDA) Designated Bio based Products List (DBPL) here: https://www.biopreferred.gov/BioPreferred/faces/Welcome.xhtml You can also read labelling on products you already use to determine if their bio-based content meets the standards posted on the biopreferred.gov website.
Q5: Is there a site visit, site walk, bid walk?
A5: There is a site visit/pre-bid conference scheduled for April 4, 2024 at 2:00 pm.
RSVP using the following online form is due on or before 2:00 pm on April 2, 2024.
https://forms.office.com/Pages/ResponsePage.aspx?id=5zZb7e4BvE6GfuA8-g1Gl5fR5rV-9LxMlXn7BZU83eBUOEtISFA5RlZYN1pET0RXWkZVTkZMTVdFMC4u The site visit is not mandatory but highly encouraged to ensure understanding of the site location and level of effort and time that will be required to complete the work.
Q6: Can we work nights and weekends?
A6: No. All work must be scheduled during hours that the ranger station is open with Forest Service employees present. Details on this are in the solicitation documents.
Q7: Do you require a local vendor preference?
A7: There is no requirement for vendor location; however, there can be significant amounts of snow in winter months, so a vendor commuting from out of the area may not be able to reach the site consistently. It would be up to the contractor to maintain staff with the ability to reach the site in all weather conditions as long as the ranger station staff are still making it to the site and the office is open.
Q8: Will the award be made based on lowest price and based on the vendor demonstrating he/she is the most responsible bidder?
A8: No, this is not a low price/technically acceptable (LPTA) procurement. Please see 52.212-1 Instructions to Offerors and 52.212-2 Evaluation in the solicitation.
Q9: Weekly Cleaning service: Is this to be completed 1 time per week on Monday, Wednesday, or Friday or 3 times per week Monday, Wednesday, Friday?
A9: The expectation is that routine service will occur 3 times per week. While it is up to the contractor to determine how often each task needs to be done to meet the performance requirements, there are some items (such as trash removal) that most likely will need done at every service to maintain the standard.
Q10: What are the specific requirements for past performance?
A10: There are no specific requirements for a separate document of past performance information that must submitted under this solicitation. The Capability Questionnaire attachment has some past performance/experience questions that must be answered within the Capability Questionnaire, and vendors are welcome to submit past performance references in addition to the Capability Questionnaire if they wish.
