Site driving direction: From l$4 West, take exit 216 (lD-25) .2 miles, turn right on lD-77 south to Declo / Albion about

17.6 miles. Turn right on Howell Ganyon Road, past Pomerelle Ski Resort, then right on Forest Road 549.

Staging Area driving directions: Same as the site, excpt stop at the Parking lot of Pomerelle Ski Resort, half way up the mountain.

fl yes: The road is in great condition, can handle heavy equipment, has no sharp turns and has plenty of room at the top for large equipment.

Description of installation site: Site is in an area that is designated "Communications" and the shelter has already been purchased and placed at the site. The road to the site has been washed out in placces and there are large sharp rocks in the road that will require caution while navigating. Site is 1.1 miles from the paved road.

Site Specific Statement of Work:

lnstall 60 foot tower with Sage Grouse Protection. To prevent birds of prey from using the tower as an ambush po¡nt, the tower will require perch deterrents on hor¡zontal elements that provide a large (>180 degrees) unobstructed view of the surrounding ground, and not on elements that have restricted space for landing and don't allow a wide field of view. Perch deterrents should typically be installed on the tops of structures and on horizontal elements that jut away from the main body of a tower.

Vendor Bid Requirements:

. The Radio Communications Tower otfered shall be equal with the detailed requirements listed below (unless otherwise noted).

. These specifications are not all inclusive.

. At any time the specifications in this request are in conflict, the vendor should utilize the more stringent specifications.

. The bid submiss¡on from each vendor will include:

o Exactly what they are offering for each category by manufacturer, brand and model.

Supporting data, including catalog pages, specification sheets, or similar data to support statements made.

o Documentation for installation, operating and maintenance for each component of the system.

o Complete as-built and installed diagram (3 hard copies and one software copy in format as directed by local forest engineer), to include tower, antenna placement, foundation, and ground field.

o A plan or timetable to complete installation of the tower, ground system, foundation and attachments.

o A letter from the manufacturer that the tower and all coaxial cables will support the proposed tower for a minimum of ten (10) years from purchase date.

Basic Specifications

Additional Requirements for Wind & lce Load Calulations for all High elevation sites lf tower is provided by contractor it must be designed for these additional criteria ln addition to the requirements of ANSI/flAnA-222, wind and ice loadings must meet the following minimum criteria or requirements for variance:

(1) Wind Load. 70 MPH minimum

(2) Radial lce Load. Weight of radial ice shall be 56 pounds per cubic foot. Radial ice loads are .25" minumum

(3) Rime lce Load. Rime ice loading is generally an unstable condition that occurs in light winds and specific moisture and temperature conditions. Rime ice should be considered for total tower loading, without wind and radial ice loading. Weight of rime ice shall be 30 pounds per cubic foot. Rime ice loadings are 10" ta 12" minimum

General Considerations

All materials to be installed in accordance and in compliance with Motorola's R56 Standards for lnstallation of Communications Equipment.

Waveguide Ladder

. Waveguide ladder shall support a minimum of two (2) runs of cable over the current antenna system, . The waveguide ladder shall haueYo" holes to accommodate Coax hangers.

. The vertical spacing between waveguide ladder rungs shall not exceed three (3) ft, . Allwaveguide/cable to be secured to waveguide ladder.

Climbing Ladder a Climbing ladder to be provided that extends from the base to the top and situated for convenient climbing of tower, Climbing ladder to provide anti-climb protection to discourage un-authorized climbers

Safety Climb Cable a a

Safety climb cable is to be provided that extends from the base to the top and situated for convenient climbing of tower.

The fall stop assembly must be removable to prevent weathering and corrosion, lce Bridge

. lce bridge to be installed from the tower to the building entrance panel, . Must provide protection to the cables from falling ice and provide a means to support the cables from the tower to the building.

. The lce bridge is to be self-supporting, galvanized, connected to the tower or building and include a perforated or solid cover.

. Common use of Rohn 25G tower sections is NOT acceptable.

. Feedlines are to be supported via trapeze kits and appropriate hangers, Page 4of7

Entry Panel(S) a Entry panel(s) - minimum of 2 entry ports will be installed at building entrance and will include all necessary weather proof boots and cushions to accommodate the required number of antenna cables, All unused holes will be sealed with appropriate product plugs (silicon or foam is not acceptable,), Must allow for the minimum expansion of 2 additional antenna cables, Ground Dispersion System

The vendor is to design and install a ground field and ground system around the base of the tower. The total ground resistance of this system to be five (5) ohms or less, Vendor to demonstrate and provide certification of measurement using the Standard Three Point/Fall of Potential method.

A design layout will be provided of the proposed grounding system prior to work starting (This may require documentation by an EE), All ground field connections and connections to the tower are to be exothermic welds using #2 solid copper cable or larger, The vendor will connect to all metal structures within 15' of the nearest approach of the ground field conductors. This includes, but is not limited to, buildings, site fencing, propane tanks, generator, lce Bridge, exterior ground bar, etc, These connections to be via exothermic weld when possible or a non-reversible ground lug connection otherwise, lf ground lugs are used, they are to be of the appropriate finish to prevent corrosion due to galvanic action.

Copper Ground Bar

Copper ground bar, 4" x 24" x 114 to be installed beneath the buildings enhy panel(s), External ground bar to be connected to the grounding conductors of the ground field using #2 solid copper cable or large. The below grade grounding connections are to utilize the appropriate antioxidant compound, and to be weather sealed, Each coaxial cable shall be grounded, using the appropriate sized ground strap, to the tower at the antenna, to the tower ground bar at the tower base and to the external ground bus bar at the building entrance, The tower ground bar is to be tinned copper. Attachment of the tower ground bar to the below grade ground may be with tinned non- reversible compression lugs and tinned #2 solid copper cable. Ground attachment points on the tower may make use of existing bolts, or may use beam clamps of galvanized or stainless steel construction Antennas and cabling to include antenna mounts, cable hoisting straps, cable attachment clips, grounding kits, external and tower ground bars as necessary to meet R56 installation requirements, An internal MGB will be installed in a location near the building entry according to R56

Standards a o a

Gable Runs (Select Cable)

Andrew LDF4-504 112" cable (or equal) to be used for all runs, Vendor must supply documentation of cable specifications, All cables will be secured to tower using appropriate hangers, Cables to be installed on the cable ladder in an orderly fashion, with the highest antenna lines to be toward the center of the ladder, All cables will be grounded at the antenna, at the bottom of the tower and at the building entrance as stated above, Coaxial cables are to be labeled at the point where they leave the tower and at the inside termination, This labeling shall include the antenna make and model, frequency range, and location on the tower. The interior labeling may be label printer tape, and the outside labeling shall be stamped metal, laminated cardstock, or similar weatherproof method.

All cables are to be terminated with N Male connectors (or as needed for direct attachment to antenna and Polyphaser protector), Cable shield ground attachment points and antenna connections are to be weatherproofed to industry standards, using mastic and tape or cold shrink protection, if mastic is used; a courtesy wrap is to be installed on antenna connections, Coaxial Cables will be secured to the standoff using an appropriate hanger (zip ties of metal banding will not be acceptable,) a a a

. Coaxial line lightning/surge protection device, similar to Polyphaser lS-5ONX-C2-MA will be installed near to the internal MGB and grounded to the MGB (per R56 standard section 5.5.1.8)

All antennas except dish and yagi to include an '18" to 36" standoff mount that attaches to single leg. Any standoff mounts are to be adjustable for leg tilt if present, so that antennas are installed vertically. All side-mounted antennas are to be secured to the tower at the top and bottom of the antenna mast or as otherwise directed by local telecom personnel, lf specific antennas are stated below no antenna substitutions are allowed, All antennas will be identified and a list of the locations on the tower will be provided upon completion.

Storage of Equipment

The vendor will be responsible for acquiring and paying for all storage facilities required to house heavy equipment and all material required for this project.

Access To Site . Public roads to site will be accessible with travel available late spring through late fall.

At the site, it will be the vendo/s responsibility to provide access to the construction site for their heavy equipment . lf no access road is provided, it is the responsibility of the vendor to return any and all areas to access to their original conditions, . lt will be the vendor's responsibility to repair any damage to access road by project equipment and return it to it's previous condition

Excess Earth All excess soil will be disperse according to the local Forest Service units regulationsa

Existing Tower Removal

. Removal of existing and/or replaced towers and materials to be discussed and offered as an option from the selections above.

. Excess Material from the tower removal will be the responsibility of the contractor to dispose of . The removal of existing towers or Telecommunications structure will be done in a way that no damage will occur to remaining structures/ equipment . Any damage caused by the removal of the structure will be the responsibility of the contractor to repair . All concrete foundations and/or anchors will be removed to 18" below grade

Additional Comments

The 2 Non-Forest Service AT-150s are part of the 10 antennas documented. They will support the Civil Air Patrol and Aphis ruSDA).
