QUESTIONS AND ANSWERS 12760419Q0034

Can we get additional time to prepare our proposal? Yes, the RFQ dates is hereby extended a week to July 29, 2019.

Mt. Harrison, ID site questions:

1. The provided antenna loading calls out corner reflector type antennas @ 60’, 55’, 50’ and 45’. Do you know what these are? Are they small 2’ HP dishes? If they are dishes can you tell me what GHz these dishes are operating at? I just need to know model # or dimensions of the corner reflectors, so we can make sure we design the towers correctly.

Technician has changed those corner reflectors to Omni Antennas = MPN DS4A06F36U-N 4each height listed on request form

1. Antenna loading calls out AT-150 type antennas. This appears to be a radio or a receiver of some sort. Is this to be an ANT-150F2 antenna or is it something different?

Correct ANT150 F2 6 installed and 2 mounts for future installation. Heights and leg info on request form

1. Do we need to supply / install all the antennas and lines called out? If so do, we need to supply / install (6) AT-150 type antennas and (4) corner reflectors? If this is the case, we will need the exact model numbers for those antennas and reflectors and which ones we need to supply and install? Or will this material be provided?

Vendor will provide antennas for a full turnkey installation

1. NFPA 780 is being called out in the SOW. This would require a vertical lightning rod at the top of the tower and (3) horizontal rods extending horizontally out from each tower leg. We have never done this in the past for the USFS. We would also have to provide an EE stamped rolling sphere design which can cost $1,500 to $3,500 to complete. Is this the intension of the SOW or can we ignore this requirement?

A pre install grounding/lightning protection design should be included in the bid. It does not have to be an EE stamped design but it does need to be included. Keep in mind that this is a mountain top site with expected very high resistivity.

1. Provided BOM pricing sheet calls out tower demo. Do you have any info on this existing tower?

4. Pictures of the exiting tower would be helpful?

4. Is the tower climbable?

This is a new tower so no old towers exists to demolish. If demo is called out on the BOM than it is an error.

1. Can we get a cement truck up to the site?

Yes

1. Will the Forest do road improvements and clear the rocks?

Forest will do some road improvements for washouts but several rocks cannot be moved. Clearing the site of rock (if any) will need to be done by the vendor

1. Do you have wage rates? Not applicable

1. Is Buy American required? Yes except for information technology items

1. What is the required period of performance for this work? Currently we are at 18 to 20 weeks for tower steel. This would put us past the September timeframe mentioned in the provided SOW. We would be able to complete the geo report and resistivity testing this year but that is about it.

The POP would go through the summer of FY20. It is expected that testing gets done late summer, manufacturing/delivery over the winter in to spring and then install mid-summer.

Newport Ranger Station Tower site questions: SEE PICTURE BELOW 80’ tower requested Class II (the request form is in error and says 100’ and class III). The Newport tower should be an 80’ Class II tower. The BOM is correct with its 80’ height. The request form for that tower has two errors: 1) lists the incorrect height of 100’ 2) lists the new tower to be a class III

1. Do we need to supply / install the two antennas and lines being called out? Or will this material be provided?

Yes a full turnkey install with manufacturer buying everything is expected. The tower must be load capable of installing 2 additional ANT150F2 type antennas at a later date.

St. Jacques, MI site questions:

The old Saint Jacques tower is a 100’ (Now 50’ due to breaking in middle) aluminum tip tower with cement foundation. The antenna is a Commscope DB-224-C spec sheet attached.

1. Do we need to supply / install the one antenna and line being called out? Or will this material be provided?

Vendor supplied and installed. Commscope DB-224-C

1. NFPA 780 is being called out in the SOW. This would require a vertical lightning rod at the top of the tower and (3) horizontal rods extending horizontally out from each tower leg. We have never done this in the past for the USFS. We would also have to provide an EE stamped rolling sphere design which can cost $1,500 to $3,500 to complete. 17. Tower height? Was 100’ but broken in middle so now 50’

17. Tower model if any? The tower is an aluminum tip tower so climbing is unnecessary

Would you like the foundations priced based on “normal” soil conditions since geotechnical data is not provided? The foundation should be priced on rocky ground.

Do the files “GPAT_LMR_fy_19_Life_Cycle”, “LMR_materials_ACT_FY19” and “Sources Sought” truly belong with this solicitation? They seem unrelated to me. This isn’t a Sources Sought, it’s an RFQ.

On the 508 information, if it’s not applicable, please annotate that. I realize this is probably a back office exception but I still need the documentation.
