Sheet1
| Question No. | Document Reference | Question | Answers |
| 1 | BOM, R4, R6, R9 | Listed under each Tower project request document for the 3 sites included in the proposal – R4_Mt. Harrison, R6_Newport, and R9_St. Jacques, the Scope on the first line describes the requirement for one (1) tower per site location. However, in the BOM, under each site location, there are multiple units listed under the QTY column for several of the line items. First, can the USDA confirm that only one (1) Tower per location is what is being requested? Secondly, can USDA provide further clarification on why multiple units are listed under the QTY section of each site location in the BOM pricing sheets? | The number represented 20 foot sections to make the total height for accounting purposes. |
| 2 | General RFQ | How many existing towers at each location will be decommissioned? | one |
| 3 | Request for Quote | Are there any Wage Determinations (WD) or Collective Bargaining Agreements (CBA) that would apply to this requirement? If so, can the USDA provide the applicable WD and/or CBA documents? | Not applicable |
| 4 | GPAT_LMR_FY_19_Life_Cycle | Can the USDA provide the standard for the GPAT that would be applicable to this requirement? | On the 508 information, if it’s not applicable, please annotate that. I realize this is probably a back office exception but I still need the documentation. |
| 5 | R4, R6, R9 | Under the Logistics section of each Tower Project Request form, it indicates that the tower can be stored at the location until the time of install. Can the contractor assume then that there will be adequate storage space available for all applicable materials for these tasks that would be provided by USDA and that no separate on-site storage will be required to be provided by the contractor? | No closed storage facitilties available, district office has room to store equipment. |
| 6 | BOM | On each site pricing sheet, there is a listing for a Geo Tech Site Survey which is to be provided by the contractor and priced in the proposal along with the pricing for the Tower Installation. The pricing for the Tower Installations can vary greatly based on the results of the Geo Tech Site Survey. The specifications needed for the foundation requirements will be based upon the results of the Geo Tech Survey. There is not enough information included the RFQ requirements to be able to provide an accurate design of the foundation and be able to provide a price estimate for this portion of the task to determine whether or not blasting, rock coring, or rock anchoring would be necessary. How would the government advise responding to the proposal based on these unknown variables? | The foundation should be priced on rocky ground. |
| Would you like the foundations priced based on “normal” soil conditions since geotechnical data is not provided? | The foundation should be priced on rocky ground. | ||
| 7 | R6 | For the Newport Ranger Station Tower site, could the USDA provide additional detail regarding the location? There was no data found based on the coordinates and details provided in the R6 Tower Request Form. | The tower is 120 feet from the equipment room and will be trenched, no ice bridge. |
| Can we get additional time to prepare our proposal? | Yes, the RFQ dates is hereby extended a week to July 29, 2019. | ||
| Mt. Harrison, ID site | The provided antenna loading calls out corner reflector type antennas @ 60’, 55’, 50’ and 45’. Do you know what these are? Are they small 2’ HP dishes? If they are dishes can you tell me what GHz these dishes are operating at? I just need to know model # or dimensions of the corner reflectors, so we can make sure we design the towers correctly. | Technician has changed those corner reflectors to Omni Antennas = MPN DS4A06F36U-N 4each height listed on request form | |
| Antenna loading calls out AT-150 type antennas. This appears to be a radio or a receiver of some sort. Is this to be an ANT-150F2 antenna or is it something different? | Correct ANT150 F2 6 installed and 2 mounts for future installation. Heights and leg info on request form | ||
| Do we need to supply / install all the antennas and lines called out? If so do, we need to supply / install (6) AT-150 type antennas and (4) corner reflectors? If this is the case, we will need the exact model numbers for those antennas and reflectors and which ones we need to supply and install? Or will this material be provided? | Vendor will provide antennas for a full turnkey installation | ||
| NFPA 780 is being called out in the SOW. This would require a vertical lightning rod at the top of the tower and (3) horizontal rods extending horizontally out from each tower leg. We have never done this in the past for the USFS. We would also have to provide an EE stamped rolling sphere design which can cost $1,500 to $3,500 to complete. Is this the intension of the SOW or can we ignore this requirement? | A pre install grounding/lightning protection design should be included in the bid. It does not have to be an EE stamped design but it does need to be included. Keep in mind that this is a mountain top site with expected very high resistivity. | ||
| Provided BOM pricing sheet calls out tower demo. Do you have any info on this existing tower? Tower height? Tower model if any? Pictures of the exiting tower would be helpful? Is the tower climbable? | This is a new tower so no old towers exists to demolish. If demo is called out on the BOM than it is an error. | ||
| Can we get a cement truck up to the site? | Yes | ||
| Will the Forest do road improvements and clear the rocks? | Forest will do some road improvements for washouts but several rocks cannot be moved. Clearing the site of rock (if any) will need to be done by the vendor | ||
| Do you have wage rates? | Not applicable | ||
| Is Buy American required? | Yes, except for information technology items | ||
| What is the required period of performance for this work? Currently we are at 18 to 20 weeks for tower steel. This would put us past the September timeframe mentioned in the provided SOW. We would be able to complete the geo report and resistivity testing this year but that is about it. | The POP would go through the summer of FY20. It is expected that testing gets done late summer, manufacturing/delivery over the winter in to spring and then install mid-summer. | ||
| The Tower Project Request states that the shelter has already been purchased and placed at site. Is the shelter fully installed? Is all radio equipment inside shelter? | Yes, the building is installed, and all radio installed. | ||
| Newport Ranger Station Tower site | 80’ tower requested Class II (the request form is in error and says 100’ and class III). The Newport tower should be an 80’ Class II tower. The BOM is correct with its 80’ height. The request form for that tower has two errors: 1) lists the incorrect height of 100’ 2) lists the new tower to be a class III | ||
| Do we need to supply / install the two antennas and lines being called out? Or will this material be provided? | Yes a full turnkey install with manufacturer buying everything is expected. The tower must be load capable of installing 2 additional ANT150F2 type antennas at a later date. | ||

| Provided BOM pricing sheet calls out tower demo. Do you have any info on this existing tower? | The existing tower is located on the hill above the office and will need to be removed after the new tower is completed. The old tower is 40'. | ||
| Tower height? | 40 | ||
| Tower model if any? | 2ft face probably a ROHN | ||
| Pictures of the exiting tower would be helpful? | |||
| Is the tower climbable? | Small ROHN tower | ||
