About this file

This document contains an amendment to a federal solicitation for construction services. The Mark Twain National Forest is seeking to replace an existing low water crossing with a box culvert. The selected contractor will remove the current structure and install the new culvert. The estimated price range for all work is between $500,000 and $1,000,000. The solicitation is set aside exclusively for small businesses with average annual revenue below $36.5 million. Interested parties must register in the System for Award Management prior to award. The final solicitation and drawings will be issued electronically on or around August 12, 2020 through beta SAM. A mandatory site visit will also be held. The amendment provides answers to contractor questions, clarifying acceptable design alternatives and material specifications for the project.

Q1: Is the Government open to an alternate box culvert design if the proper skew is maintained?

A1: Reference Attachment 3, 602.03 – which refers to FP 104.03(b)(2). Drawings can be considered for box culverts that have minor changes but they would have to be from a qualified ENG and bear the seal/signature.

Q2: Is there any additional detail for the wing walls such as profile or reinforcement diagrams?

A2: No, since it’s unknown if the wing walls will have to be squared up or not depending on the grade there are no additional details on the plans. Contractors should bid appropriately for this contingency.

Q3: Precast suppliers have said type 5 cement is typically rare for applications in MO and in the Midwest, it calls for a high sulfate content, which they say is typically for coastal areas handling sea water. Is there any other mix design acceptable?

A3: A locally available MODoT approved mix that meets the strength requirements per the drawings and specifications would be acceptable.

Q4: The top panel of the boxes call for epoxy mesh, and suppliers have relayed to me that this is usually an all or none addition, can the design team review this or explain the reasoning?

A4: Contractors should bid appropriately to add the epoxy mesh to the entire box culvert.
