Questions & Answers:
Q1: On sheet 7 of the plans, the notes call for a 2”x2” nominal cross section dimension of the wood stakes for the wattles. Typically, these stakes are 1”x2” and a 2”x2” is for concrete work. Will the typical 1”x2”x24” stakes be allowed?
A1: Yes, 1”x2”x24” stakes will be allowed.
Q2: It states that the payment for the roadway embankment will be made by quantity in place. Sheet 13 implies that the project will have excess material. Does the in place quantity only account for the material used in the roadway? Or does “in place” include the placed in the stockpile area?
A2: It includes in the stockpile area.
Q3: There are no borings provided. If the contractor encounters rock excavation during the road construction would the project lines and grades be modified? Or would the contractor be expected to have that contingency in his bid?, Or would it be subject to a change of site condition?
A3: If this were to occur it would be dealt with as a differing site condition – see FAR 52.236-2.
Q4: The plans and specifications do not specifically address temporary traffic control. Do you know if the Forest Service intends to close the road and campground completely ahead of the construction area or will the road and campground stay open during construction?
A4: Red Bluff will NOT be closed during construction. It is possible that with advance notice FS may be able to accommodate short closures. That is NOT guaranteed and offerors shall bid assuming the site will remain open to the public.
