About this file
This document is a Solicitation for the Spotted Lanternfly (SLF) Program Chemicals, issued by the USDA Animal and Plant Health Inspection Service (APHIS). The solicitation seeks to establish a firm-fixed price Blanket Purchase Agreement (BPA) for pesticides to control Spotted Lanternfly in six states: New Jersey, Delaware, Pennsylvania, Virginia, Maryland, and West Virginia. The contract will consist of one base year and four option years, with a total potential duration of five years.
The solicitation requires vendors to provide specific pesticide products, including Garlon 4 Ultra, Element 4, Pathfinder II, Mad Dog Plus, Talstar P, Bisect L, Tempo SC Ultra, and Golden Pest Spray Oil, in 2.5-gallon or 420-gram containers. The procurement will be evaluated using a lowest price technically acceptable methodology, and the opportunity is set aside for small businesses. Vendors must be able to store chemicals and ship to multiple locations, with products compatible with backpack sprayers, misters/foggers, and hydraulic/spray guns. Questions are due by January 8, 2026, and the government intends to make a single award from this solicitation.

If this variation delays completion, the Contractor may request a time extension in writing. The request must be received by the Contracting Officer within 10 days of the delay's start or within such further period granted by the Contracting Officer before the final contract settlement.
