Q & A for Solicitation 12639523Q0267
| 1) | The RFP states, on pages 3-6, that CLINs 0001, 1001, 2001, 3001, and 4001 (i.e., Design and Conduct State level exercises (workshops, tabletops, drills and functional) as determined by the VS NTEP Working Group) shall be provided monthly, but does not specify the number, size, or type of each exercise to be provided. Please explain how offerors should price this. For example, should offers provide a price for each type of exercise (i.e., workshop, tabletop, drill, and functional exercises) depending on size (i.e., small, medium, and large size/number of participants)? Without further guidance, offerors cannot price these CLINs. Answer: Price should be based on information provided in Statement of Work. See Amendment 0002 Section 1.3.1 for additional information. |
| 3) | Sections 1.3.1.2 (page 12), 1.3.2. b and c (page 14) , and Section 4 Travel (page 16) all indicate that travel costs are not to be included in the cost proposal. The solicitation indicates that compensation for any contractor travel, after being approved, will be negotiated, and paid out of resources separate from the contract award. Can you verify if this interpretation is correct, and provide clarification if it is not? Answer: See Amendment 0002 for additional travel requirements and details. Travel shall be included in the fixed unit prices (not separately priced). |
| 4) | Under the description of Deliverables in Sections 1.3.1.1 and 1.3.12 (page 11) the development of a Master Scenario Events List (MSEL) was not included. Is the development of a MSEL a task and deliverable that should have been included in the description, and should prospective bidders include the development of a MSEL as part of their projected costs? Answer: See Amendment 0002, with revision to Sections 1.3.1.1 |
| 5) | Section 9.0 (page 19) states that the winning contractor cannot begin work in support of the VS NTEP prior to its staff successfully completing federal background checks. Is this correct and if so, what is the expected time required to receive this clearance? Answer: See Amendment 0002 with revisions to Section 9.0. The contractor's employees are not expected to have routine unaccompanied physical access to a Federally controlled facility and/or routine unaccompanied access to a Federally-controlled information system. |
| 6) | Standard Form 1449 (Rev. 11/2020) (page 1) and Section 4.1 (page 18) state that the award is for one-year with four option years. Section 52.217-9 c (page 30) states that the total duration of the contract is three years and six months. Can you please clarify the period of performance with option years included? Answer: The award will be for one (1) year with four (4) option years. See Amendment 0002 for correction to 52.217-9. |
| 7) | Section 452.204-71 c (page 31) suggests that a USDA LincPass will be required for contractor staff working on this project. Please clarify if USDA LincPasses will be issued to contractor staff. Answer: Does not apply. See Amendment 0002 which includes removal of 452.204-71. |
8) If a bidder annually updates its SAM reps and certs, does that bidder need to complete the reps and certs pages in Section 52.212-3 c (page 42), and include them with the bid proposal? Answer: No. See “Instructions to Quoters” for quotation submission requirements.
9) Is there a mechanism for electronic submittal of bids? If so, what is that process. If a bid is mailed, is this the correct address: USDA APHIS VS Area Office, Raliegh; 930 Main Campus Drive, Suite 200; Raleigh, North Carolina; 27606? Is this address accessible by Federal Express shipping? Who should be identified as the receiver of the package? How many copies of the proposal should be included if the proposal is mailed? Answer: All questions and quotes must be submitted to Contracting Officer Latisha Hollman via EMAIL ONLY to Latisha.A.Hollman@usda.gov.
