United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS)

Plant Protection Quarantine (PPQ)

1.0 BACKGROUND

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) operates out of Moore Air Base at 22675 N. Moorefield Rd, Edinburg, TX 78541.

Wood‐boring insects are some of the most serious exotic plant pests threatening forest and environmental resources. The USDA APHIS PPQ has been tasked by Congress with detecting, monitoring, and managing these insects. The impact of these insects, should they become established, would have irreversible impacts on natural resources, hinder trade, and increase costs of productions.

Eradication and/or control responses are estimated in the millions of dollars if these insects go undetected in our environment.

Semiochemical lures when combined with a variety of traps, including wood boring funnel traps have been shown to be an effective monitoring tool for non‐indigenous bark and wood‐boring beetles.

Various trap and lure combinations have enabled the USDA to better contain and monitor potential infestations of these insects. Twelve‐unit, green multi‐funnel traps coated with Fluon® (a fluoropolymer shown to increase catch of cerambycids on intercept panel traps) are comparable to purple prism traps in both catch and detection rates for adult Emerald Ash Borer beetles.

2.0 OBJECTIVE

The objective of this acquisition is to obtain whole multi‐funnel units and replacement parts to detect and monitor exotic pest infestations.

3.0 CONTRACT TYPE

This is a firm fixed price purchase order.

The unit price shall include all costs associated with furnishing and delivering all materials and for performing all work required under the contract in a complete and acceptable manner.

4.0 PERIOD OF PERFORMANCE

The order period of performance extends from the Date of Award to November 30, 2022.

5.0 SPECIFICATIONS

The products must meet the following specific requirements to ensure the needs of the program are met. No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract.

A. Product Specifications:

APHIS PPQ, through peer reviewed literature, has found that green, Fluon® ‐coated, multi‐ funnel traps in conjunction with semiochemical lures can be used to target invasive wood boring insects. The USDA is seeking to purchase 12‐funnel, wet option, wood boring multi‐funnel traps, also known as Lindgren Funnel Traps, in Green. Program may request the product color to be modified without impact to pricing.

The traps shall:

Be made of UV protected plastic to protect against color fading and deterioration.

Be durable and capable of lasting at least 3 field seasons.

Be constructed using 100% interchangeable parts:

o Collection Cups o Funnels (middle and end) o Tops o Plastic ladders (or “pins” or “legs”) – all sizes as appropriate o All hardware

Have a hemispheric plastic canopy (top) meeting the following conditions:

o Protect against rain entering the trap o Provide a mechanism to attach the trap in a vertically hanging position

Contain 12 uniform Fluon® coated funnels attached to the canopy and each other by strong plastic pins or “ladders” which are replaceable and removable.

o Ladders must not be coated in Fluon® o Black color

Contain a sturdy eyebolt hanger Collection Cup:

o Fits into the bottom funnel by twist –tight motion o Has a 1/2” diameter drain hole ¾ of the distance from the bottom of the collection cup. The drain hole shall be covered by a mesh fine enough to prevent bug escape unless a series of small drain holes are stamped into the plastic.

o Is able to hold liquid along with insects (wet collection) o The collection cup must have a solid bottom with no hole.

All plastic parts except for the ladders and cups (which may be produced in black and white, respectively), described above must be a specific green color. The plastic used to construct the traps must have a wavelength of 526nm, 47% reflectance to 530 nm, 57% reflectance.

B. Packaging Specifications:

1. Each package must be identified on the outside of the shipping containers with:

a. Manufacturer’s name

b. Product Name – “Green Multi‐Funnel Trap coated with Fluon”

c. Product Color

d. Quantity per container

e. Procurement Number

2. Complete Traps

a. The individual traps must be packaged so upon removing from packaging there is minimal assembly required of the traps; at a minimum, Ladders, Funnels, and Top must be assembled.

b. Packages are evenly packed with the same number of traps per box not to exceed 5 complete traps per package.

c. No repackaging of shipments will be required to complete a trap. For example, if the manufacturer chooses to ship 5 traps per box, each box must always contain all components for 5 traps.

d. Each shipment will include a packing slip identifying the following:

i. Manufacturer

ii. Government Procurement Number

iii. Quantity Shipped

3. Replacement parts

a. When replacement traps parts are ordered, each part type will be packaged in separate packages. For example, if tops and cups are ordered. Packages must only contain tops or cups. Replacement parts will be funded according to the pricing schedule.

C. Shipping Specifications:

Material shall be packed for shipment in such a manner that shall ensure acceptance by common carriers and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification rules, or regulations of other carriers as applicable to the mode of transportation.

D. Sampling and Testing As part of the USDA APHIS quality assurance, the government reserves the right to conduct quality testing. The USDA APHIS PPQ may perform such testing addressing the key aspects of the trap, including:

• Durability of the plastic used

• Ability of parts to be interchangeable

• Assembly time of traps upon receipt

• Color

If a contractor is found to have provided products that do not meet the prescribed specifications, the contractor shall provide working replacements for these products at no cost to the government.

At the request of the contractor, APHIS PPQ will provide representative samples of the failed products. Contractors may be required to arrange for return shipping costs.

E. Order Acceptance Criteria Each order’s acceptance will focus on the following factors:

• Condition of shipping containers upon arrival – those with obvious defects from the shipping process will be rejected. Additionally, replacement products must be sent to offset this loss at no expense to the government.

• Apparent similarity of trap components

• Overall readiness of the traps to be deployed (meets product specifications)

Traps. Field staff will determine whether the traps are capable of lasting 3 or more field seasons.

Ability of parts to be interchangeable Assembly time of traps upon receipt

Samples must be received by EOB on the date that the RFQ submission period closes.

Any unused samples will be destroyed after award of the contract. It should be understood that evaluations are final and evaluators are not to be contacted. Any questions concerning the evaluations and determinations shall be directed to the contracting staff: Katie Maloney (katie.maloney@usda.gov) and Leah Schultz (leah.h.schultz@usda.gov).
