About this file

This document is an amendment to a solicitation for three automated laboratory tube labeling systems. The U.S. Department of Agriculture Animal and Plant Health Inspection Service seeks two Scinomix Sci-Print VXL systems with liquid filling capabilities and one Scinomix Sci-Print VXL with a VXQ tube handling system. The systems must label, fill, cap, rack, sort, and read barcodes on cryovials and 15mL or 50mL conical tubes. The response due date is extended to February 25, 2022. The solicitation is set aside for small businesses with less than 1,000 employees. Questions were received and answered regarding tube and label specifications, barcode reading capabilities, and liquid dispensing requirements.

The amendment revises the specifications to require labeling of 15mL conical tubes rather than 25mL. It also provides examples of tube and cryovial sizes. Clarification is given that two deck plates may be needed to accommodate different tube diameters.

RESPONSES TO QUESTIONS

1. Question: Looking for 3 VXL units total, correct?

Response: Yes. See Section 4.0 This requirement is for the following brand name or equal item(s): Two (2) Scinomix Sci-PrintVXL with liquid filling option and one (1) Scinomix Sci-print VXL with VXQ fully automated vial and tube handlers.

2. Question: Will all units be using 25 and 50 conical tubes? Can you send links of tubes being used (samples will need to be provided with order) Response: See Amendment 0001. Section 4.1 has been revised to specify “Uncap cryo vials, 15 mL conical and 50 mL conical tubes.”

Are you looking to use these sizes with VXQ?

Response: The proposed product must meet all of the salient characteristics listed in the solicitation. See provision 52.211-6, Brand Name or Equal. If we use conicals it will be 15 and/or 50 ml tubes (See Amendment 0001). We mostly will need to accommodate various sizes and types of cryovials.

4. Question: Item “G” – is barcode on bottom 2D data matrix?

Response: Yes, this is a Tube base reader (data look-up)

5. Question: Item “H” – you will need an additional barcode reader oriented to read on the side

a. Barcode can not read on plates/racks on VXL – can you clarify expectations?

Response: It must read tube labels as specified. The proposed product must meet all of the salient characteristics listed in the solicitation. See provision 52.211-6, Brand Name or Equal.

6. Question: Do you have a label size preference?

Response: The proposed product must meet all of the salient characteristics listed in the solicitation. See provision 52.211-6, Brand Name or Equal. The labels we use, we can get from Computype, 1 15533502 TS818P/TR612Z .59x1.75 3200/RL C, that is partially clear and partially opaque, but Scinomix has a similar label.

7. Question: What liquid would you be dispensing with peristaltic pump?

Response: Mostly media (use Sci-pump # 1063 or equivalent)
