SCHEDULE NOTES
1) For Guatemalan vendors, the vendor’s price shall include Guatemalan National Value Added Tax
(12% Impuesto Valor Agregado IVA) as required by local statutes. The USDA is tax exempt. The vendor will include “IVA” in their line item price and on their invoices; however, the USDA will provide La Constancia de Exensión de IVA (Tax Exemption Certificate) and pay the net price versus the price including IVA as allowed by local statutes and international treaties.
Because the contractor's invoice must include the price with the IVA, the line item price in the Schedule of Items includes the price with and without the IVA.
RFQ 12639519Q0048 Page 4 of 33 1/30/2019
2) The contract pricing is in dollars, and shall be the contractor’s fully burdened rate which includes all costs associated with this contract for providing the product and the storage of the product until delivery.
The contractor shall provide a firm fixed base price per 45 kilogram bag for the delivered product.
See #3 below for information on the price fluctuation from the firm fixed base price.
The contractor can provide a unit price in another form of measurement as necessary for their finished product, however, it must be equivalent to the amounts listed in the delivery schedule.
Shipping and delivery is FOB destination; therefore, delivery of the product must be included in the price for the line item as well as all overhead, taxes, material and any import costs to deliver the product to the indicated facility in Guatemala.
3) Due to the instability and fluctuation in the market pricing of the wheat raw material, the contract includes the clause at FAR 52.216-3 Economic Price Adjustment. The line item firm fixed price base pricing can be increased or decreased depending on fluctuations in the market conditions, and based on the pricing of the commodity using an established competitive pricing index. If the pricing of the raw material fluctuates, the pricing of the whole wheat flour will be negotiated based on the new market pricing. The contractor will only be able to raise the contract price based on the market price changes. Profit or fee will not be a factor in changing the contract pricing as these are fixed costs throughout the contract period.
The Contractor will be required to provide adequate supporting documentation to request any pricing changes.
4) The quantities as listed in the “Schedule of Items” are estimated requirements for this contract period. The Government estimates, but does not guarantee, the volume of purchases under this contract. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed.
Other than the minimum contract amount stated in AGAR clause 452.216-73 below, no guarantee is given as to the actual number of bags required during the term of this contract.
5) This Request for Quote for commercial items is being conducted in accordance with FAR Subpart
13.5 test program procedures for commercial items. Simplified acquisition procedures will be followed.
In order to be considered for this contract the Contractor must submit the following:
• A completed 1449 (page 1)
• Completed Schedule of items (See Part 1.0 Schedule of Items, pages 2-3). Contractor must provide pricing as outlined above. If the contractor does not provide a firm fixed price their quote will not be considered.
• Information on the product you are proposing in order to verify conformance with the specifications, as well as information that addresses the past performance AND technical capability to verify your company’s ability to provide the product described in the Specifications. Reference the section entitled EVALUATION OF QUOTES on page 33.
RFQ 12639519Q0048 Page 5 of 33 1/30/2019

• Paragraph (b) of the provision 52.212-3, Offeror Representations and Certifications- Commercial Items if you have completed the annual representations and certification electronically via the System for Award Management (SAM) Website located at https://www.sam.gov/portal. NOTE the provision 52.204-7 System for Award Management requiring vendors to be registered in SAM prior to submission of a quote.
Do NOT include a copy of the entire solicitation with your quote response. The contractor need only provide the documents described above.
The quote should be of sufficient detail to determine its adequacy. If a contractor’s quote does not contain all of the items listed below, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the contractor’s quote, thereby making the contractor ineligible for award.
