3. National Centers for Animal Health, Ames, Iowa
Safety and Security Unit
NCAH Wastewater, 1,4-Dioxane Remediation and Drinking Water Sampling and Analysis 1920 Dayton Avenue, Ames, IA 50010
October 6, 2017
1.0 Background
Wastewater
Wastewater discharges from the National Centers for Animal Health (NCAH) are regulated by the City of Ames Industrial Pretreatment Program. NCAH has two sanitary sewer outfalls that are connected to the City of Ames sanitary sewer system. Both outfalls have associated pretreatment permits. Copies of the permit sampling requirements are located in Appendix A.
1,4-Dioxane Remediation The NCAH has a long-term groundwater remediation system in place to remediate 1,4-Dioxane in a groundwater plume. The system currently consists of a 26-foot deep capture trench drain and a phytoremediation pond. The system is sampled at three points on a semi-annual basis to ensure continued 1,4-dioxane capture and remediation is successful.
Drinking Water Drinking water at the National Centers for Animal Health (NCAH) falls under the sampling exemption noted in 40 CFR Part 141.3. The City of Ames has chosen not to include the NCAH in their current distribution system sampling plan. Therefore, the NCAH is choosing to self-monitor its drinking water in general accordance with drinking water standards.
1.1 Project Objectives
Wastewater sampling and analyses for the NCAH wastewater outfalls to meet City of Ames pretreatment permit requirements.
Sampling and analyses of the NCAH 1,4-dioxane remediation system to ensure continued remediation success.
Sampling and analyses of the NCAH drinking water distribution system to ensure system integrity.
The intent is for this sampling and analyses contract to be bid as a base year with four additional option years.

2.0 Scope of Work
This contract will cover calendar year 2018 (January 1, 2018-December 31, 2018) with four optional annual contract renewal periods for calendar years 2019, 2020, 2021 and 2022.
Wastewater Objective:
The contractor shall provide all equipment (including samplers, hoses, and appurtenances), personnel, transportation and supplies to sample and have analyzed wastewater according to the schedule and for parameters as detailed in the Contractor Tasks section of this document. All sampling and analyses shall be done according to 40 CFR Part 136 by a laboratory certified in Iowa for the analytical parameters requested.
All samples shall be 24-hour flow proportional composites except for pH and Temperature which shall be grab samples. In general, flow proportional composites are obtained by taking a sample aliquot every (x) gallons of wastewater flow. At the completion of 24 hours of sampling, the contractor composites the aliquot samples into a single sample for analysis.
NCAH North Outfall Flow Range: 60,000 – 794,000 gallons per day;
NCAH North Outfall Average Flow ~ 223,000 gallons per day
NCAH South Outfall Flow Range: 10,000 – 56,000 gallons per day;
NCAH South Outfall Average Flow ~ 27,000 gallons per day
1,4-Dioxane Remediation Objective:
The contractor shall provide all equipment, personnel, transportation and supplies to sample and have analyzed groundwater remediation system waters according to the schedule detailed in the Contractor Tasks section of this document. One amber glass container (~1 quart) of remediation process water shall be collected from each of three sampling points per sampling event. Analyses shall be done according to method EPA SW-846 8270C.
Sampling points:
· Phytoremediation pond
· Subsurface 1,4-dioxane capture drain system manhole
· Building 20 interior south footing drain system
The trench capture drain sampling location is deep (~26 feet) and has required connecting several sampling poles or using a long telescoping pole to reach a depth to gather the grab sample.
Drinking Water Objective:
The contractor shall provide all equipment, personnel, transportation and supplies to sample and have analyzed drinking water according to the schedule and for parameters as detailed in the Contractor Tasks section of this document. All sampling and analyses shall be done in general accordance with 40 CFR Part 141 by a laboratory certified in Iowa for the analytical parameters requested.
As the laboratory is in operation continuously, the water at most of the sample locations will be flowing at the time of sampling.
All drinking water samples shall be grab samples.
3.0 Contractor Tasks/Requirements
Wastewater
The contractor shall sample and have analyzed the FIRST WEEK OF EVERY MONTH wastewater at the NCAH North Outfall for: Flow, pH, TSS, Temperature, TKN, CBOD5, and COD.
The contractor shall sample and have analyzed the FIRST WEEK OF EVERY CALENDAR QUARTER (January, April, July, October) wastewater at the NCAH South Outfall for: Flow, pH, TSS, Temperature, NH3-N, TKN, CBOD5, and COD.
Test results shall be reported to the NCAH Environmental Protection Specialist promptly. Results are to be e-mailed to Karla.K.Tebben@aphis.usda.gov or a hard copy mailed to National Centers for Animal Health, 1920 Dayton Ave. Rm 3129, Ames, IA 50010 ATTN: Karla Tebben as soon as available, but not later than the 10th of the month following the month sampling occurred.
If any pH sample is outside the permitted range of 6.0 – 10.0 pH units, the contractor shall wait at least 15 minutes then perform a pH resample while still on site. Report both pH sample and pH resample results on the test report. If the pH resample is outside the pH range, report to the NCAH Environmental Protection Specialist at 515-337-7026 or NCAH Safety and Security Unit Lead at 515-337-7971 immediately.
The contractor shall supply additional unit prices for sampling and testing parameters with the bid in the event resamples become necessary. If sample results for parameters other than pH are outside NCAH pretreatment permit limits, resamples will need to be performed within 10 calendar days of notification from NCAH that a resample is required.
1,4-Dioxane Remediation
The contractor shall sample and have analyzed for 1,4-dioxane three 1,4-dioxane remediation system samples during April-June and October-November time periods. It is advised that fall sampling occur early in the time period to avoid the contractor having to chip through ice to sample the phytoremediation pond.

5.0 General Information
5.1 Place of Performance
Wastewater Wastewater sampling will occur at the north and south sanitary sewer outfalls for the National Centers for Animal Health, 1920 Dayton Avenue, Ames, IA 50010. Diagrams showing the approximate location of the sampling outfalls are below.
The North Outfall is located near the NCAH Main Entrance. The South Outfall is located near the NCAH Gate 3 at the southern end of the property.
The sampling locations utilize a flume wastewater metering system which has an electronic datalogger for flow measurement. The datalogger is housed in the metering station for the North Outfall and in a sampling hut enclosure near the sampling manhole for the South Outfall. To perform flow-proportional sampling, the contractor will be able to attach their sampler to the datalogger via a 6-pin ISCO connector located in the small sampling huts near the sampling manholes. There is electricity available in the sampling huts.
Keys will need to be obtained from the NCAH security guards at the main entrance to access the metering station and sampling huts.

The sampling manhole depth is approximately 11 feet deep at the north outfall and 7 feet deep at the south outfall. The contractor will need enough hose to go from the sampling hut enclosures to the sampling manholes. The enclosures have a small space heater, but outside the enclosures the contractor may need heat tape to ensure the hose doesn’t freeze during inclement weather.
