Q: Why is this acquisition not Set Aside in any fashion? Is the dollar size exempt from such consideration? Was any Market Research conducted?
A: The reason this service project was not issued as a small business set aside is that the market research performed did not locate a sufficient number of small businesses to warrant a small business set aside.
As noted from the FAR, services above the micropurchase threshold ($2.5K for services) and below the simplified acquisition threshold ($250K) are to be set aside for small businesses whenever possible. So, there was no dollar value threshold that caused the posting to be issued without a set aside. The reason this was not issues as a small business set aside (as stated previously) is that the minimum number of small businesses capable of providing this service was not met (two or more). A sources sought was posted as part of market research seeking small business vendors. It was issued on beta.SAM from Wednesday, May 6, 2020 to Monday, June 8, 2020 with only one response received from a small business (as well as on GSA eBuy from Tuesday, June 23, 2020 to Monday, July 13, 2020 with no responses received). As only one small business had replied to the sources sought and no other small businesses who could perform the service were provided by the requester the request for quote was issued as full and open (i.e. without a small business set aside).
