Sperry Fork & Superior Bridge Deck Replacements – Pre Bid Site Visit Questions Solicitation # 12-55N9-19-R0001

1. Question/Comment: Can lag bolts be used as the deck to girder attachment? The chemical specified to be applied to field cuts (2% copper napthenate) requires a “licensed applicator” registered with the Ohio Department of Agriculture (ODA). See Figures 1 and 2 below for clarification.

Fig. 1 – Attachment Detail

Figure 2 – Requested Change to Attachment Detail

Answer/Response: According to Tim Hoffman, Supervisor with the ODA Plant Health/Pesticides Department, certain chemicals are classified as restricted use, must be registered with ODA, and applicators are required to be certified to apply those chemicals. Mr. Hoffman stated that copper napthenate is not on ODA’s list of restricted chemicals. He further stated copper napthenate is classified as a general use product and a “licensed applicator” is not required.

2. Question/Comment: Concerns with having the holes pre-drilled in the panels and treated at the manufacturing facility prior to delivery to the job site. What if the holes don’t line up with the girder properly (5/8” from center to girder edge)? Can’t drill holes on site since the chemical requires a “licensed applicator”.

Answer/Response: See Response from Question/Comment #1 regarding copper napthenate.

Holes can be drilled on site, copper napthenate applied, and the dome head bolts, washer, and nut installed.

3. Question/Comment: What is the load rating on the bridge?

Answer/Response: The bridge was originally designed with a 5 ton load limit. With the current condition of the decking, it is not recommended to operate equipment on the bridge. Once new decking is installed, it would be safe as long as the 5 ton limit was not exceeded.

4. Question/Comment: Why isn’t the ¼” x 4” plate being re-installed along the edge of the decking?

Answer/Response: The clips would be easier than welding the entire plate back on and would allow easier access to change out panels in the future.

5. Question/Comment: The schedule of items say 80 tons of #2 aggregate and the drawings say 60 tons of #2 aggregate. Which is correct?

Answer/Response: According to Federal Acquisition Regulation 52.236-21, “in case of difference between drawings and specifications, the specifications shall govern”. The 80 tons will be used.
