Requests for Information Solicitation 12505B24R0004

Question 1: Are we supposed to reuse existing electrical feeds, or should we price all new feeds?

Answer 1: The intent of the SOW is to provide all new components needed for the new installations—including electrical feeds. See SOW paragraph 20. “New Work”.

Additionally, SOW paragraph 1 indicates that “the Project shall consist of all required electrical work needed for making the freezer, and cooler fully operational.” The new equipment will need breakers sized appropriately.

Currently, Panel B feeds the existing cooler/freezer. See “Electrical Clarifications” document attached for further elucidation.

Question 2: Are the light fixtures for the coolers, being provided by others, or are you expecting us to provide them? If we’re supposed to provide them, please get me dimensions of both coolers, so I can have a supplier to a lighting layout.

Answer 2: The light fixtures for the coolers are to be provided by the Contractor as indicated in Spec. Section 11 41 21; 2.3 F. All light fixtures are to be surface mounted on the ceiling. Locate light switch with pilot light adjacent to door with all inner wiring in concealed conduit inside the polyurethane foam of the door section and terminated at a surface mounted 4” x 4” junction box on the interior door frame.

All light fixtures shall operate on 115 VAC.

Light fixture locations shall be shown on shop drawings and coordinated with shelving locations. Coordinate with User for shelving locations.

The dimensions of the new cooler shall be coordinated with the dimensions of the area available to place the new cooler. The approximate area is believed to be 18’- 2” x 24’-10”. The contractor shall field verify dimensions prior to ordering new cooler. Shop drawings shall indicate how the new cooler fits in the existing space.

Question 3: What’s the projected start date?

Answer 3: Late May 2024

Question 4: Can you please confirm/provide voltages & ampacities for all equipment?

Answer 4: New equipment requirements need to be coordinated with the new equipment needs. While a “Basis of Design” new freezer is indicated (and that information can be obtained by the Contractor), if a Contractor chooses an “equal” product, those equipment needs will also need to be coordinated by the Contractor. The Contractor’s shop drawings are to indicate all such information.

The existing cooler to remain is a performance-based specification and the

Contractor shall provide components needed to meet the performance needs indicated in SOW paragraph 1. See “Electrical Clarifications” document attached for further elucidation.

Question 5: In the specification 11 41 21 There are a couple of items mentioned which I need to verify if they are specific to this project:

a. 8d Provide heated triple pane glass view windows (min 14”x14”) in doors. Please verify that a window in required in the new larger freezer door.

b. 2.8 A Provide an entrance vestibule to freezers. If this is required, please provide additional information on location and size of vestibule.

Answer 5: a. Yes, Contractor shall provide the specified heated, triple pane glass view windows (minimum of 14” x 14”) in doors.

b. 2.8A shall be deleted from the specifications.

Question 6: Please verify that with the new cooling system that cooler C will be getting that the system does not need to be redundant.

Answer 6: Only the new cooler is to have a redundant cooling system, and existing cooler C is not intended to have a redundant system. The controls for the redundant system shall provide for redundant systems to be 100% redundant. Each system is to be capable to meet the cooling performance requirements, individually. New controller shall initiate alternation of the cooling equipment to equalize wear.

Alternation shall be based on a programmable schedule (adjustable). The controller shall monitor cooling equipment for “running” condition when call for operation is initiated. If ‘running” condition is not confirmed after time delay (adjustable), controller shall initiate operation of “backup” equipment.

The systems shall initially be programmed to operate in 12-hour intervals. This rotation is to be adjustable through the control panel programming if the User wishes to increase or decrease this timeframe.

The systems are intended to operate as a backup system between the Primary system and Secondary system. The cycling and set points shall be coordinated and set to conform with the cooling needs indicated in SOW Paragraph 1.

Cooler C shall include similar monitoring/control system based on not having a redundant system.

Question 7: Will shop drawings be required for the metal stair/handrail relocation work?

Answer 7: Yes, shop drawings are required—see SOW paragraph 21; iv (Submittals). New primer and paint is also indicated in SOW paragraph 21; iv (Submittals). SOW pdf page 35 shows the stair assembly detail on the original drawings.

Question 8: It was mentioned at the site visit that there may be lead paint in the stair railing.

Please clarify if there is anything that needs to be included in the bid for this.

Answer 8: It’s unknown if lead paint exists on the stair railing. The USDA will perform a test and issue those results as soon as possible. For worker safety, however, the contractor may also wish to test the areas prior to disturbing the existing paint.
