About this file
This document is a set of electrical clarifications regarding the demolition and replacement of cold storage rooms as part of a federal contract opportunity.
The key details are:
- Electrical demolition is required for Freezers A, B, and C, including removal of associated conduit, wiring, and cabling for power, control, monitoring, and alarm systems.
- A new electrical system is required to serve the new cold room equipment, including a new electrical sub-panel, feeder from the existing panel, branch circuits, monitoring/control and alarm equipment, and labeling.
- The existing electrical service at the building is 120/208V, 3-phase, 4-wire, with a 400A main breaker.
- The contractor is responsible for sizing the new cold room equipment and electrical system to provide the specified cold environment.
- The federal contract opportunity is Solicitation 12505B24R0004 issued by the USDA Agricultural Research Service to replace seed cold storage rooms, with a total small business set-aside, a 150-day period of performance, and a $250,000 to $500,000 construction magnitude.

Electrical Clarificaons
March 22, 2024
Regarding electrical demolion: Freezer A and Freezer B shall be removed in their enrety, including associated electrical installaons. Contractor shall provide complete removal of associated electrical installaons including, but not be limited to:
1. Remove conduit, wiring, and cabling of associated power circuits to associated condensing units, unit coolers, monitoring / control systems, alarm systems, etc.
• Where dedicated conduit / wiring run from panel is provided; remove conduit / wiring run back to panel in its enrety and label circuit breaker as spare.
• Where associated power circuits are shared in conduit runs with other circuits that are to remain; remove conduit / wiring to the greatest extent possible (all abandoned conduit / wiring shall be removed). Provide modificaons as needed to maintain circuing to exisng loads that will remain.
2. Remove conduit, wiring, and cabling of associated interlocks between associated condensing units, unit coolers, monitoring / control systems, alarm systems, etc.
3. The removal of conduit runs shall include the removal of associated mounng hardware.
Regarding electrical demolion, connued: Exisng cooling equipment of Freezer C shall be removed and replaced with new. Contractor shall provide complete removal of associated electrical installaons of cooling system including, but not be limited to:
• Where associated power circuits are shared with other circuits that are to remain, remove conduit / wiring to the greatest extent possible (all abandoned conduit / wiring shall be removed).
Contractor shall provide new electrical system to serve new cold room equipment. The new electrical system shall be a complete, code compliant installaon, and shall provide cold operaon as intended; and shall include, but not be limited to:
1. New electrical sub-panel (Panel D) with all branch breakers needed for the new cold room equipment and devices that will be furnished. Contractor shall confirm all electrical requirements of new cold room equipment and devices with supplier. Contractor shall size new sub-panel for the connected equipment / devices along with 15% spare capacity. New sub-panel shall be located at accessible, logical locaon for installaon of associated panel feeder and installaon of branch circuits. Coordinate exact locaon with Owner prior to installaon.
2. New panel feeder from exisng Panel B to new sub-panel Panel D. New panel feeder shall be routed in conduit and wiring and sized appropriately. Provide appropriately sized branch breaker at exisng Panel B for the new panel feeder, remove exisng spare breaker(s) as needed to allow installaon of new breaker.
3. All branch circuits from new sub-panel Panel D to new cold room equipment and devices, branch circuits shall be routed in conduit and wiring. Provide safety switches / disconnect switches in installaon of branch circuits for code compliant installaon.
4. Installaon of new monitoring / control equipment and devices and associated wiring system. All wiring shall be installed in conduit.
5. Installaon of new alarm equipment and devices and associated wiring system. All wiring shall be installed in conduit.
6. Installaon of all interlock wiring between cold room equipment, control / monitoring systems, alarm systems. Wiring shall be routed in conduit.
7. Contractor shall provide labeling of panel(s), equipment, and devices to indicate panel and circuit.
8. New conduit and wiring systems shall incorporate conduit sealing units in new conduit runs such that convecon of warm air into cold room, through the conduit system, does not occur.
Exisng electrical service at Building 991 is 120/208V, three phase, 4 wire. Panel A / Panel B is a two- secon panel that is indicated as Panel A on Sheet 6 of 6 of exisng 1976 drawings and is equipped with a 400 A main circuit breaker. For bidding purposes, Contractor shall assume exisng Panel A / Panel B is “ITE Model CDP-4” (Contractor shall confirm prior to ordering any new breakers).
1. New circuit breaker(s) installed at Panel A / Panel B shall be 100% compable with the panel board.
2. All new cold room equipment for this project shall be rated for and capable of operang on the building electrical service.
Contractor shall be responsible for providing all sizing of new cold room equipment and devices to provide the specified cold room environment and cold room operaon intended.
