Question 1: What type of experience makes the offeror knowledgeable of the “site’s existing electrical system”? Is an offeror disqualified from responding to the Solicitation if the offeror has not previously worked at the Ames USDA, ARS campus?
Answer 1: Experience with the site’s existing electrical system is just one of several evaluation factors. Offerors are not disqualified from responding to the solicitation if the offeror has not previously worked at the Ames USDA ARS campus.
Question 2: Permitting is mentioned throughout the statement of work. Can you please provide additional details with regard to the permitting requirements? Is the entire facility being re-permitted? What kind of permit is expected and is there a list of emission sources?
Answer 2: It is the A-E firms responsibility to perform a code analysis to identify and document governing codes and document the consultation with local code officials to identify all permits and reviews required for the project.
With respect to the emission permit, a recent air quality modeling report is uploaded for reference. In this report, Table 2 lists the facility wide emission rates.
