ANIMAL CARCASS INCINERATOR AMES IOWA (12505B19R0005) – CLARIFICATIONS TO RFIs

INCINERATOR EQUIPMENT:

Clarification #1: The answer to question #51 states that the incinerator in Building 5 will be decommissioned after the new incinerator is commissioned.

Response: The original response to question #51 was an error. Building 4’s incinerator will still be demolished; however, building 5’s incinerator will NOT be decommissioned after the new incinerator is commissioned.

Clarification #2: The answers provided for questions 36 and 37 expands the scope originally stated in the

Specifications. The earlier requirement implied that certain undefined data from the existing incinerator in Building 5 was to be sent to the new incinerator controls for data logging. The clarification expands that role and requires that the new control system will also provide master control of the existing unit in Building 5. Is it possible to get existing schematics and program logic for the current configuration of the master control in Building 4 and slave control in Building 5?

Response: The schematics and program logic for the current configuration are not readily available;

however, based on the Government’s revised response to question #51 (see above response to Clarification #1), the Government believes the information already provided regarding the controls is sufficient for bidding purposes. We have reached out to our controls contractor and this information will be available at or shortly after award.

Clarification #3: The response to questions #31 and #32 indicates that if adjustments to the building is required, the contractor would be responsible to provide coordination documents to the government for approval. If building alteration is considered, would the cost be negotiated later or does the contractor have to include estimated costs in the bid?

Response: All costs need to be included in the bid.

Clarification #4: The answer to question #48 did not address who is responsible for the cost of the stack test. Please advise if this cost is to be included in the incinerator supply or if the owner will arrange and pay the costs.

Response: The cost is to be included in the contract. The Government will not pay for this outside of this contract.

HAZARDOUS MATERIALS PLAN:

Clarification #5: There is no floor plan for building 4 in the architectural plans. Sheet H-101 shows removal of ACM fire doors in building 4. The plans do not show new doors being installed in building 4, is this correct?

Response: The ACM fire doors in Building 4 shall remain intact and in-place as they exist and shall not be considered within the scope of remediation.

Clarification #6: The abatement plan shows 250sf of duct fiberglass wrap to be removed in building 4.

There is no building 4 mechanical plan. It is assumed that this insulation does not need to be replaced. Is this ductwork located above ceiling or is it open to the existing structure?

Response: The 250sf of fiberglass duct wrap and 5sf of duct puck mastic in Building 4 shall remain intact and in-place as they exist and shall not be considered within the scope of remediation. Incinerator 4 and its stack are to be demolished. The associated makeup and general exhaust of the incinerator chamber are to be abandoned in-place.

Clarification #7: The Asbestos plan also indicates electrical backerboards and wire insulation to be removed from building 4. Is all of this related to the incinerator equipment? It is assumed that no new electrical work is going back in place in building 4?

Response: Yes, this is related to the demolition work associated with the building 4 incinerator.

There is no new electrical work in building 4.
