a) North American Industry Classification System (NAICS) code for this acquisition is 561612 Web Search Portals and All Other Information Services.

b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show-

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. Project Parcel and Ownership Data Retrieval Service

General Information

1.0 Scope of Work

Forest Inventory & Analysis (FIA) and associated programs is seeking spatially explicit parcel ownership data for the US, to include spatial boundaries, property address, ownership name, mailing address and assessment information (e.g. parcel size, assessed value, recent sale dates).

Our goal is to provide accurate, current ownership information to employees conducting forest research.

2.0 Background

On an annual basis, the USDA Forest Service, Forest Inventory & Analysis (FIA) program sends field crew members to inventory established Nationwide Forest Inventory (NFI) and Urban research plots distributed across the Unites States. As part of this process, it is necessary to gather name and address information on the location of the research plots, as well as for owners of surrounding lands needing to be crossed to access the plots. This process is very time consuming. Without large-scale, spatially explicit parcel ownership data for the US, the bulk of this information gathering requires either in-person visits to county courthouses and other municipal offices, or extensive online searches for public owner data.

In addition to our field efforts, the National Woodland Owner Survey (NWOS), another component of the FIA program, uses this ownership information for their research. In particular, the land ownership information forms the basis for the NWOS sample. The NWOS is involved in researching and reporting forest ownership status and trends in the US.

Contractor Requirements

3.0 Technical Requirements / Tasks

At a minimum Semi-annual File Transfer Protocol (FTP) Delivery of static data shall include:

• Current, updated data for all lands in all 50 US states provided in ESRI GeoDatabase (gdb) format with separate Polygon and Point layers for each State. If available, include the option of US-affiliated protectorates and territories.

o Polygon files shall contain spatial boundaries of the parcels.

o Point files shall contain property address, ownership name(s), mailing address(es), parcel size, and value assessment information.

o Points shall be spatially located within their parent polygons.

o Polygon and Point records shall have a Unique Identification Number assigned, linking each Point to its parent Polygon. This identifier should persist for unchanged records between deliveries.

• One Zip File for each State’s GeoDatabase (e.g. OH.zip containing OH.gdb, with point and polygon layers for Ohio)

• See Section 5.0 Deliverables for Polygon/Point table specifications.

4.0 Conditions Required for Submitting Proposal

Contractor shall comply with all of the following conditions stated in the Statement of Work.

• Data for all lands within all 50 US states provided in ESRI GeoDatabase format with separate polygon and point files for each state.

• The polygon files should contain the spatial boundaries of the parcels.

• The point files should contain property address, ownership name, mailing address.

• Quarterly updates with full refreshes of all available data.

• Files must have the fields and specifications in accordance with the Statement of Work.

5.0 Deliverables / Schedule

Primary Delivery Dates will be by October 1st and April 1st, unless negotiated otherwise.

Additional data deliveries may be provided but will be considered part of the original contract funding agreement. Contact SME for delivery.

9.0 Data Rights

FIA and associated programs shall retain rights and access to any digitally produced or printed media (including but not limited to pdf plot sheets, mailings, maps) and derived electronic products (including names, addresses, and maps). Data deliveries will be archived for the duration of the contract. Upon termination of the contract, all data deliveries will be removed upon request of the contractor.

(b) Prohibition. (1) The Offeror shall search for the phrase “FASCSA order” in the System for Award Management (SAM)(https://www.sam.gov) for any covered article, or any products or services produced or provided by a source, if there is an applicable FASCSA order described in paragraph (b)(1) of FAR 52.204-30, Federal Acquisition Supply Chain Security Act Orders—Prohibition.

(2) The Offeror shall review the solicitation for any FASCSA orders that are not in SAM, but are effective and do apply to the solicitation and resultant contract (see FAR 4.2303(c)(2)).
