2. Only native species shall be planted. Species to be planted are to be reviewed and approved by Forest Ecologist in advance.
3. Known invasive non-native plant locations in the project area will be flagged and GPS.
Any equipment that operates in the flagged invasive plant area must be washed before moving outside of the invasive plant area.
4. Invasive species shall be removed using hand tools and covered with biodegradable black plastic tarp to decompose
5. All vehicles and construction equipment shall be cleaned by the contractor and shall be inspected at the forest entrance for any potential invasive plants. Contractor shall notify the USFS Contracting Officer a minimum of 1-week in advance for all equipment inspection before mobilizing to the National Forest.
6. Known locations of federally listed plants will be flagged, for no cutting and no ground disturbance within the flagged area.
7. Before cutting or removal of trees, trees shall be inspected by the USFS for presence of birds and bird nests. Contractor shall not proceed of removing any trees without consent by the Contracting Officer. Trees shall be removed once they are not being occupied or used by birds and approved in writing by Forest Biologist and Forest Ecologist.
BROAD-WINGED HAWK
8. Conduct broad-winged hawk surveys according to survey protocol through the duration of the project.
9. If an active broad-winged hawk nest or nest area is found during surveys:
February 1 through July 1: no work or human activities within 50 meters of nest.
February 1 through August 1: noise cannot exceed 86 decibels when measured within 150 meters of nest.
i. Noise barriers and noise absorption materials can be used around project work to reduce sound.
Monthly monitoring of nest by biologist during project work.
No cutting or removal of mature trees of 25 cm d.b.h. or greater within 300 meters of nest.
SHARP-SHINNED HAWK

The plastic in straw waddles needs removal at the end of the sediment control plan period. No hay or straw will be used unless it is certified weed-free.
18. Follow standard BMPs for preventing pollution from entering water courses including:
Use of protective tarps or covering of ground when mixing concrete, and mix concrete at least 100 meters away from standing or flowing water bodies when possible. If concrete is to be mixed closer than 100 meters to water bodies, then a concrete spill prevention plan will be developed and approved in advance.

2Person approved by FWS to identify and handle the Puerto Rican Boa.
Use of gasoline- or diesel-powered equipment requires the development of a spill protection plan to be reviewed and approved in advance. Refilling gasoline powered equipment to occur when equipment is not in or immediately adjacent to waterbodies, and equipment is on top of protective spill protection device. Storage of gasoline containers more than 100 meters from standing or flowing water bodies, and to occur on top of protective spill protection device.
Construction debris is removed from site.
19. Follow standard BMPs construction instream including:
For work that is on the streambanks or instream, project work is to occur in low flow conditions.
Work areas will be isolated from stream flows with barriers to limit increases in sedimentation of the streams.
After work is completed in isolated area, allow sediment to settle, remove construction debris and remove pollutants prior to removing barriers and reconnecting the work area to the rest of the stream.
Work instream will be scheduled so that the part of the stream that is isolated from work areas may flow uninhibited at all times.
Mechanical equipment used instream will use vegetable oil instead of hydraulic fluids.
Low water bridge shall be designed to provide passage up and downstream of the bridge for aquatic life known to occur in the area. Instream structure shall provide for minimum flow of 4 cfs in perennial streams.
