Amendment 01 1243N918Q0003

1. Question: In accordance with section C-31 unavailability, I am unable to determine how the Government will reduce availability payments for periods of unavailability. There is no mention of reduced pay for each hour nor portion of an hour. Please provide an answer for the following scenarios:

The pilot’s duty day is based off a 9 hour day with the possibility of up to 5 hours of extended standby if ordered by the government for a total of a 14 hour day maximum.

Answer: The aircraft’s availability is based off a 14 hour day, not 9. So in this scenario, if the aircraft became unavailable for 2 hours, there would be non-availability assessed and 12 hours of availability paid if the aircraft was returned to contract availability.

2. Question: In accordance with section C-34, reimbursement for mobilization and demobilization cost: lump sum of $500 per day. In my 25 years of having a USFS contract, I have not came across this cost, does it mean if we travel the day before the ordered date the government will pay $500 for mobilization cost, if this is correct does the government pay for flight time and mobilization cost with no availability for that day?

I cannot think of a scenario for a demobilization cost: can the government please give an example of the mobilization and demobilization cost?

Answer: If the aircraft is ordered and does not make it to the assigned work location within an ordered day, the Gov’t will pay a mob fee of $500 per person plus flight time. There will be no mob/de-mob paid on days where availability is paid. While this may be unlikely with a fixed-wing aircraft, we have accounted for it.

3. Question: I did not see an economic price adjustment for fuel. Is it my understanding that the government wants the vendor bid this contract without this clause incorporated into the bid?

Answer: Yes, this should be taken into consideration when a vendor calculates their flight rate per hour.

4. Question: We are a part 135 carrier with a base of operations out of Omaha, Ne. and a secondary base out of Fairbanks, AK. We presently hold contracts with the Department of the Interior/Bureau of Land Management supporting their forest fire program, operating 5 aircraft for them for the past 17 years. We understand exclusive use contracts and what they require in equipment and personnel. We have read the solicitation but it is not clear to us what it is you are looking for in aircraft equipment. There is a very big difference in single and twin engine aircraft costs yet it appears both are called for in this solicitation.

Answer: Single and Twin engine aircraft offered in a vendor’s response to the request for proposal (RFP) shall meet the requirements of the schedule and specifications of the contract.

This basic ordering agreement (BOA) for call when needed services (CWN) will accept a mix of aircraft to be considered for the award. The contract does not state specific aircraft (type or number of engines); just that they meet the schedule and specifications.

5. Question: The current solicitation states “Offers for furnishing services on a “CWN” basis for light fixed-wing aircraft are only being solicited from operators that hold 14 CFR 135 certificate in the Southern Region to include the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia and Puerto Rico.”

Does this mean the USFS is excluding all other acceptable and capable offerors because they do not hold a 135 in the southern region, or does this mean that a vendor such as myself with a 135 that can service the lower 48 states and Alaska simply needs to maintain an inspectable base within the region?

Answer: As the contract states, “Offers for furnishing services on a “CWN” basis for light fixed-wing aircraft are only being solicited from operators that hold 14 CFR 135 certificate in the Southern Region to include the states of Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas, Virginia and Puerto Rico.”

An “inspectable base” wouldn’t meet the intent of the solicitation language.

6. Question: In accordance with section C-7 b4V of solicitation 1234N918Q003 concerning the TAS Systems: It states the TAS system must:

Traffic advisory systems shall be TSO approved, use active interrogation, graphically display traffic relative to the aircraft’s horizontal position, and provide alert audio to the PICs audio control system. The display shall be within view of the PIC and SIC/observer. The system must provide coverage in all directions above and below the aircraft with a maximum range of at least 10 nautical miles. The display must allow range selection of 2 miles or less unless the 2-mile display area has a diameter of 2.75 inches or larger.

My question, I just want to make sure the Avidyne TAS605A and or a TAS615A unit meets the contract requirements coupled with a Garmin 430W.

Answer: The Avidyne TAS605A and TAS615A unit do meet the contract requirements when coupled with a Garmin 430W.

7. Question: With the new CWN fixed wing contract, is TAS, VHF-FM programming ports and GPS Data connector required for Fire Recon Avionics, FM option 3 for a single engine Cessna 182RG? Is a TAS system required for a Fire Recon Aircraft?

Answer: Yes it required.

8. Question: I see that the posting currently is missing the portion allowing "Proposed Aircraft" to be added like are in the other region's contracts. Is this something that can be added through Amendment or do you have any thoughts as to why it is not in your RFQ?

Answer: Region 8 will not be adding the “Proposed Additional Aircraft” section to the solicitation.

9. Question: Page 1 and page 74 appear to have different requirements. What is needed in both business and technical packets other than 1449, pages 1-5 filled out, E1, E2, E4, E5, SMS exhibit and SAM acknowledgements?

Answer: Page 1 and page 74 are complimentary not contradictory, everything on both pages are required and the language in both sections is essential the same with page 74 adding additional detail.

10. Question: C-15: Are there provisions for out of region deployment to cover extensive costs above normal relief in region?

Answer: No, this should be accounted for in the proposed daily availability rate

11. Question: C-29 1/2 Aircraft on standby will be on call for 9 hours minimum then they will be paid at the extended standby rate of 51 per hour up to 5 additional hours. Am I reading that correctly?

Answer: The first 9 hours of the day is set by the government representative (example 0900- 1800) then, if ordered, there can up to a maximum of 5 hours of extended standby paid for a total of 14 hours.

12. Question: C-39: I could not find anything stating per diem will be paid for CWN pilots on contract. Will the USFS still pay per diem?

Answer: Per C-39, “No Payment for CWN personnel is authorized.”

13. Question: Other than the original solicitation, have there been any amendments?

Answer: Please check FBO for amendments prior to submitting a response to this RFQ.
