About this file

This document contains pre-bid questions and responses (Q&A) for the Bird Creek Campground Shade Pavilion federal contract opportunity with the Department of Agriculture Forest Service. The opportunity involves constructing a shade pavilion near an existing concrete slab and fire pit located closer to a creek than depicted on the project plans. Small excavation and erection equipment may access the site but larger vehicles cannot. The government will not relocate the fire pit or obtain permits, and contractors are responsible for protecting existing infrastructure and resources. Minor dewatering of spread footings may require best management practices but no substantial dewatering is anticipated. Removed willow bushes will not require replacement if approved for access. Damage to other resources remains the contractor's responsibility.

1. Sheet C-3 states that any mechanical transportation from developed road onto project location must be approved. Will excavation and erection equipment for foundation excavation or pavilion erection from the parking area onto the construction site be approved by the CO?

Smaller equipment such as a skid steer, mini-excavator, or possibly a backhoe are likely to be approved.

Larger equipment, such as a concrete truck, will not be able to reach the site.

2. Will Forest Service relocate existing fire pit or is this the responsibility of the Contractor?

The government will not self-perform any work on this contract. It is the responsibility of the contractor to protect and preserve any existing infrastructure or resources per FAR 52.236-9.

3. Are Nevada, County, Local, or other waterways, storm water pollution permits required for this project?

No permits will be required for work on this site. Best management practices must be used in order to protect resources on and adjacent to the project site.

Any permits related to transportation of equipment or supplies over State or municipal routes are outside of the purview of this contract and are the responsibility of the contractor.

4. Are there restrictions on where to discharge water from dewatering activities or how to dispose of discharge water?

The government does not anticipate substantial dewatering operations. If minor dewatering of the spread footing is necessary, best management practices must be used in order to protect resources on and adjacent to the project site.

5. Will Corps of Engineers permit be required for this project?

No.

6. Specifications 1.4, E requires replacement of any damaged or destroyed plants and trees to be included in the proposal price. Will Forest Service use an allowance on the bid form for restoration expenses in lieu of a fixed cost?

The government will work with the contractor to approve removal of the willow bushes that interfere with access to the footing locations, and this will be included in the cost of the site preparation item. Removed willows will not need to be replaced. Any unapproved damage to resources will be the responsibility of the contractor per FAR 52.236-9.
