About this file

This document is an amendment to a federal solicitation for construction of a bird creek campground shade pavilion. The project involves building a pre-engineered reinforced concrete structure near an existing concrete slab situated over wetland areas with saturated soil conditions. The amendment provides revised minimum specifications and responses to questions regarding the soil and underground water conditions. The concrete mix design table is removed with the contractor now required to provide a mix suitable for saturated soils. Excavation and structural backfill must account for saturated subsurface conditions, including ensuring constructability and site access. Offerors must acknowledge receipt of the amendment by the specified deadline for the solicitation.

due to these conditions, among others. Will settling, cracking, undermining and similar of the slab and resulting repair or corrective action be considered an unforeseen condition?"

Response:

After further investigation, the government does expect the soil conditions directions surrounding the slab to remain saturated for the duration of this contract. The designer of the pre-engineered structure shall take this into consideration when planning for concrete mix design, footing design, and constructability of the footings. The contractor shall also account for saturated conditions when planning for site access and footing construction. The minimum specifications in the contract are provided as a guide for minimum quality of reinforced concrete and site preparation. The building manufacturer shall provide detailed specifications pertaining to the specific site and soil conditions.

Changes to the minimum specifications are as follow:

Delete the original Concrete mix design table from Specification from Section 0330-CONCRETE FOR MINOR STRUCTURES - 2.1, B. The contractor shall provide a mix design suitable for saturated conditions for government approval.

Section 022220-STRUCTURAL EXCAVATION, BACKFILL, AND COMPACTION - Design and excavation of footings shall account for saturated soil conditions including constructability, access, and structural backfill if necessary.
