The purpose of this amendment is to post the attendance roster and questions and answers from the site visit that was held on Monday, April 18, 2022.

The due date and time for receipt of proposals is not extended. All proposals in response to the solicitation shall be emailed to kellie.shaw@usda.gov no later than 1300 MST, May 4, 2022. Proposals received after the stated due date and time will not be considered.

Antelope Flat Campground Waterline Replacement

1. Pre-Bid Site Visit was held on Mon., 4/18/25.

• Attendees at that Site Visit is Attached.

2. “Stream Protection Plan”, Section C, 1.3 SITE INFORMATION AND LIMITATIONS:

• 1.3.A.1. This requirement will just be for a 1-page, email from Contractor outlining their plan and intentions to control Storm Water Protection during Rainstorm Events and Controlling Runoff into Normally Dry Gullies that cross the Project Site.

• There is No Need for a detailed, extensive “Stream Protection Plan”. There are no streams in the Project Area. It is a very dry, arid site that experiences Thunderstorm Events.

• The 1-page email from the Contractor shall address controlling for those events, and shall be provided to COR for approval prior to the beginning of construction.

3. “Traffic Control Plan”, Section C, 1.4 TRAFFIC CONTROL AND CONSTRUCTION STAKING

• 1.4.A. This requirement will just be for a 1-page, email from Contractor outlining their plan and intentions to control Contractor employee parking and keeping Public from entering the Project Area. This is due to the fact that the Project Area for this Work is located entirely on a Service Road, 2-Track Dirt Road, and entirely located in an area that is normally Closed to Public.

• Reference to, and requirements for, Manual of Uniform Traffic Controlling Devices (MUTCD) is not relevant to this Project Area located entirely in an area that is normally Closed to Public.

• The 1-page email from the Contractor shall address controlling Contractor employee parking and keeping Public from entering the Project Area, and shall be provided to COR for approval prior to the beginning of construction.

4. Correction to Section 014100 QUALITY CONTROL PLAN. 3.6 SAMPLING, TESTING, AND

CERTIFICATION REQUIREMENTS. B. TABLE 014100-1

• Change to Read, “Item 221100, Subsection 3.5B (NOT 3.6B), Certification or Test Required is Pressure and Leakage Test – Water Line

5. Clarification and Answer to Question Provided via email:

• Section 221100 WATER DISTRIBUTION SYSTEMS. 1.5 MINIMUM SYSTEM REQUIREMENTS.

• A. the minimum working pressure for piping and specialties shall be 160 psig.

• Subsection 2.1.HDPE Pipe, d. DR11, 160 psig

• Question: The pipe that is called out is for 160 PSI, according to our supplier the HDPE pipe is 200PSI in SDR11. The 160 PSI is the old resin. Will the 200 PSI SDR11 be acceptable?

• Answer: Public Water System standards typically require a minimum of 160 psi for pipe ratings, so that's why that's in the spec. A 200 psi pipe would "meet or exceed" the spec, so it is acceptable. New resins in manufacture have increased working pressures in DR11 and other HDPE pipe sizes. 160 psig remains the minimum working pressure rating.

With 200 psig rating as the current production rating, it is acceptable as “meet or exceed”.

6. Clarification and Answer to Question Provided at Pre-Bid Site Visit:

• Section 221100 WATER DISTRIBUTION SYSTEMS. 3.5.B. Pressure and Leakage Test.

• Pressure and Leakage Testing will be in the presence of Contractor and COR. There is no requirement for a Third Party Testing Company for Pressure and Leakage Testing.

• Pressure Test shall occur only when the COR and the Contractor are present and can observe and document. There is no change in Specifications.

• The same requirements shall apply to performing required Disinfection per Subsection 3.6

Cleaning and Disinfecting. There is no change in Specifications.

7. Clarification and Answer to Question Provided at Pre-Bid Site Visit

Regarding: SEEDING, BACKFILL, COMPACTION

• Section 312000 EARTHWORK.

• Subsection 1.1.B. “Seeding” … There is NO requirement for Seeding. There is NO spec for seeding. The Forest does not typically Seed after construction projects.

• Subsection 1.4.B. Demolish and completely remove … As specified, this is for all above ground structures and utilities and all unearthed structures and utilities during construction.

Old pipe that remains securely buried and not exposed during the work shall remain buried in the ground as specified. There is no change in Specifications.

• Subsection 2.2 BACKFILL MATERIALS, UTILITY TRENCHES It is the intention of this Project that materials for Bedding and Backfill will be generated from on site excavation and from proper screening and sorting on site. There is no requirement for Imported Materials for Bedding or for Backfill. IF it is later determined that Imported Materials are necessary then the Contractor and CO will negotiate that requirement as a Contract Modification. Due to the remote location of this project, and due to the prior determination that excavated materials will be suitable for bedding and backfill, there is no requirement for Import Bedding or Import Backfill. From years of experience by Forest Service employees and contractors in the area of this work, it has been determined that excavated materials will be suitable. Screening, mechanical sorting, and/or hand sorting may be necessary to comply with the maximum allowable sizes for Bedding, Pipe Zone, and Above Pipe Zone Materials. Maximum allowable sizes for Bedding, Pipe Zone, and Above Pipe Zone materials remain the same as specified in Subsection 2.2. BACKFILL

MATERIALS, UTILITY TRENCHES.

• Subsection 3.14 COMPACTION OF BACKFILL AND FILLS:

• Subsection A. “The minimum degree of compaction required shall be a percent of the maximum laboratory density…” There is no change in this requirement.

• Subsection A.4 “Under lawn or unpaved areas, scarify and recompact top 6 inches below subgrade and compact each layer of backfill or fill material at 85 percent.”

There is no change in this requirement. THIS IS THE COMPACTION THAT WILL BE

REQUIRED FOR THIS PROJECT. THIS WORK IS ENTIRELY LOCATED IN UNPAVED AND

UNDEVELOPED AREAS. COMPACTION REQUIREMENT WILL REMAIN 85% ACROSS THE

PROJECT AREA.

• Subsection 3.16 FIELD QUALITY CONTROL:

• Subsection A. Testing Agency: Contractor shall be required to perform compaction testing. Contractor shall compile written records of compaction efforts and results, and shall provide to COR for review and concurrence. 3rd Party, independent company, compaction shall NOT be required for this Project. However, Compaction Requirements shall remain unchanged as noted above and per Subsection 3.14

COMPACTION OF BACKFILL AND FILLS.

• Question: What is the depth to the valve at the Storage Tank. Answer: Depth to Valve Chamber at the Concrete Storage Tank = 12 ft - 6 inches from Top of Tank to the Valve Chamber (taken from original design drawings).

• Question: There is an existing buried Communication Wire (approx. 3-strand, 14-ga) from the Well to the Storage Tank to control Well Pump On/Pump Off based on Storage Tank Levels. What do we do if/when those wires are accidently dug up and damaged?

Answer: Coordinate with the COR if/when the Comm Wires are encountered and damaged. Contractor shall splice the approx 3-Strand, 14 ga (approx.) wires if/when damaged. This Communication Wire will be abandoned in its entirety after this Project and under a separate Contract currently in the Solicitation Process with our Contracting Office. It will be replaced in its entirety with a new Wireless, Tower-Based Telemetry System. Until that project is complete, the Contractor shall be required to splice any damaged sections with simple crimp-type splices and tightly wrapped and sealed in electrical tape.

• Question: Does the existing waterline have to remain functional and will water transmission still be ongoing through the existing waterline? If so, what timeline requirements might there be for temporarily shutting down the existing waterline transmission through the old pipeline and into the new pipeline. Answer: Yes, the existing waterline has to remain functional and water transmission from the Well to the Storage Tank has to remain ongoing through the Work Period to keep the Storage Tank full through the summer months. Coordinate with the COR prior to shutting down water transmissions from Well to Storage Tank. Contractor shall not do any shutting down of water transmission from Friday through Sunday to help make sure that Storage Tank remains full immediately prior to the busy weekends at the Campground and Fish Cleaning Station. Coordinate any shutdowns of the current water transmissions with the COR prior to performing any planned shutdowns.

• CORRECTION: There are a total of six (6) existing Concrete Vaults. This does NOT CHANGE the Quantity of Isolation Valves and Air Release Valves. The Quantity for those valves remains at four (4) and they will be placed at the four (4) Vaults located between the Well and the Storage Tank. There are Vaults located near the Well and the Storage Tank. These additional vaults will not include isolation valves and air release valves. The new pipeline alignment will tie in at the Well, the six (6) existing Concrete Vaults, and the Storage Tank.

• Question: Does the existing Service Road need to remain usable to the Forest Service during the work period? Answer: Yes, Forest Service maintenance personnel will need to monitor the Well and Well Controls. If problems were to arise at the Well then an electrical/mechanical contractor would need to be able to access the Well site. Any such needs by the Forest Service personnel or electrical/mechanical contractors would be coordinated with the Contractor.
